The Council of Local Authorities for International Relations (CLAIR) is a Japanese government-affiliated general incorporated foundation established in 1988 to support the international activities of local governments to strengthen international collaboration, particularly around regional development and revitalisation. Its headquarters are in Tokyo and there are domestic branch offices in each prefecture in Japan, as well as a network of overseas offices in major cities around the world.

The JET Programme

In cooperation with local authorities, the Ministry of Internal Affairs & Communications (MIC), the Ministry of Foreign Affairs (MOFA) and the Ministry of Education, Culture, Sports, Science and Technology (MEXT), CLAIR manages the Japan Exchange and Teaching (JET) Programme. JET Programme participants are assigned to be Assistant Language Teachers (ALTs), who provide language instruction at elementary, junior and senior high schools; Coordinators for International Relations (CIRs), who engage in local international exchange activities; or Sports Exchange Advisors (SEAs), promoting international exchange through sport. The JET Programme is one of the largest international exchange programmes in the world, acknowledged as an embodiment of public diplomacy, with more than 65,000 participants since it began in 1987. CLAIR is one of the main sponsors of the JET Alumni Association in its respective territories.

International CLAIR Offices

CLAIR's international offices, located in New York, London, Paris, Singapore, Seoul, Sydney, and Beijing, investigate the latest trends in local development and revitalisation policies, on behalf of Japanese ministries and local authorities, promote the JET Programme and a number of other international exchange programmes, and organise Japan-related seminars and sister city relations.

CLAIR participates in such bodies as United Cities and Local Governments and the Council of Europe Intercultural Cities programme. It was also associated with the Asian Network of Major Cities 21.

CLAIR offices in New York, London and Sydney are known locally as the Japan Local Government Centre.

Ministry of Education, Culture, Sports, Science and Technology

The Ministry of Education, Culture, Sports, Science and Technology, also known as MEXT, Monka-shō, is one of the eleven Ministries of Japan that composes part of the executive branch of the Government of Japan. Their goal is to improve the development of Japan in relation with the international community. They are responsible for funding research under their jurisdiction, some of which includes: children's health in relation to home environment, delta-sigma modulations utilizing graphs, gender equality in sciences, and other general research for the future.

United Nations Institute for Training and Research Teaching institute of the United Nations

The United Nations Institute for Training and Research (UNITAR) is a dedicated training arm of the United Nations system. UNITAR provides training and capacity development activities to assist mainly developing countries with special attention to Least Developed Countries (LDCs), Small Island Developing States (SIDS) and other groups and communities who are most vulnerable, including those in conflict situations.

A Coordinator for International Relations, or CIR, is a participant on the JET Programme residing and working in Japan. Although responsibilities for a CIR vary according to his or her contracting organization, the majority of a CIR's time is spent organizing and assisting various projects related to adjusting Japanese society to an increasingly multilingual, multicultural, and international world. Many of these projects include but are not limited to: international exchange programmes, primary and secondary school visits, language classes, cooking classes, cultural lectures, as well as translating and interpreting. CIRs are employed throughout Japan at international exchange associations, prefectural offices, city halls, town halls, village halls, and boards of education.

Financial centre Locations which are centres of financial activity

A financial centre, financial center, or financial hub is a location with a concentration of participants in banking, asset management, insurance or financial markets with venues and supporting services for these activities to take place. Participants can include financial intermediaries, institutional investors, and issuers. Trading activity can take place on venues such as exchanges and involve clearing houses, although many transactions take place over-the-counter (OTC), that is directly between participants. Financial centres usually host companies that offer a wide range of financial services, for example relating to mergers and acquisitions, public offerings, or corporate actions; or which participate in other areas of finance, such as private equity and reinsurance. Ancillary financial services include rating agencies, as well as provision of related professional services, particularly legal advice and accounting services.

Ministry of Home Affairs (India)

The Ministry of Home Affairs is a ministry of the Government of India. As an interior ministry of India, it is mainly responsible for the maintenance of internal security and domestic policy. The Home Ministry is headed by Union Minister of Home Affairs Amit Shah.

Hertie School University in Germany

The Hertie School is a German private independent graduate school located in Berlin's Friedrichstraße. It has a right to confer master's and doctoral degrees. Half of the students in the Hertie School come from abroad, and the working language is English.

Federal Public Service Foreign Affairs

The Federal Public Service Foreign Affairs, Foreign Trade and Development Cooperation is the Ministry of Foreign Affairs of the Kingdom of Belgium and is responsible for Belgian foreign policy, relations with the European Union, development cooperation policy and certain aspects of foreign trade policy. The central government in Brussels directs the network of diplomatic and consular representations abroad.

European Council on Foreign Relations

The European Council on Foreign Relations (ECFR) is a pan-European think tank with offices in seven European capitals. Launched in October 2007, it conducts research on European foreign and security policy and provides a meeting space for decision-makers, activists and influencers to share ideas. ECFR builds coalitions for change at the European level and promotes informed debate about Europe's role in the world. ECFR has offices in Berlin, London, Madrid, Paris, Rome, Warsaw and Sofia.

Paradiplomacy is international relations conducted by subnational or regional governments on their own, with a view to promoting their own interests. With globalisation, non-state regions play an increasingly influential international role. Regions, federal states, provinces and cities seek their way to promote trade, investments, cooperation and partnership in a long list of subjects and account for a significant part of today's cross-borders contacts. This trend raises new interesting questions concerning public international law and opens a debate on the future of the state system that has provided the grounds for the international political order in the last centuries.

Belsat TV

Belsat is a Polish free-to-air satellite television channel aimed at Belarus. The channel is a subsidiary of TVP S.A. From the outset, it has been co-funded by the Polish Ministry of Foreign Affairs and international donors.

EPIK

English Program in Korea (EPIK) is a program to improve the English speaking abilities of students and teachers in South Korea, to foster cultural exchanges, and to reform English teaching methodologies in South Korea. It is affiliated with the Korean Ministry of Education and is operated by the National Institute for International Education (NIIED). Established in 1995, EPIK encourages cross cultural exchange while promoting the development of English language competence for Korean students.

The Istituto Italiano di Cultura, the Italian Cultural Institute in English, is a worldwide non-profit organization created by the Italian government. It promotes Italian culture and is involved in the teaching of the Italian language. The creation of the institute was in response to the desire for a deeper understanding of Italian culture throughout many continents. By organising cultural activities it supports the work carried out by the Italian Embassies and Consulates. There are 85 Italian Cultural Institutes throughout major cities around the world.

Centre International de Formation Européenne

CIFE - the Centre international de formation européenne is a not-for-profit European institution of higher education and research established in 1954. CIFE encompasses educational and research activities promoting European integration and governance, multilingualism and student mobility. CIFE educates European and international students as future Policy Officers in European institutions and international organisations, a professional title which is recognised by the French state.

Qatar Museums is a Qatari government entity that oversees the Museum of Islamic Art (MIA), Mathaf: Arab Museum of Modern Art, MIA Park, QM Gallery at Katara, ALRIWAQ DOHA Exhibition Space, the Al Zubarah World Heritage Site Visitor Centre, and archaeological projects throughout Qatar, as well as the development of future projects and museums that will highlight its collections across multiple areas of activity including Orientalist art, photography, sports, children's education, and wildlife conservation.

Institut Barcelona dEstudis Internacionals Interuniversity Postgraduate Institute for International Studies in Barcelona, Catalonia, Spain

The Institut Barcelona d'Estudis Internacionals (IBEI) is an interuniversity research institute and postgraduate education center located in Barcelona, established in 2004 as a joint initiative between the Barcelona Centre for International Affairs and five universities in the Barcelona metropolitan area, as a center of excellence in international studies. The President of the Institute is Narcís Serra, former Minister of Defense and former Vice President of Spain, and the Director is Jacint Jordana, Professor of Political Science at the Pompeu Fabra University.
