Noel Andrew Stephen Jones (December 22, 1940 – November 21, 1995) was an Indian-born British diplomat, British ambassador to Kazakhstan from 1993 to 1995. He was the first British ambassador to have come from an ethnic minority.

A diplomat is a person appointed by a state to conduct diplomacy with one or more other states or international organizations. The main functions of diplomats are: representation and protection of the interests and nationals of the sending state; initiation and facilitation of strategic agreements; treaties and conventions; promotion of information; trade and commerce; technology; and friendly relations. Seasoned diplomats of international repute are used in international organizations as well as multinational companies for their experience in management and negotiating skills. Diplomats are members of foreign services and diplomatic corps of various nations of the world.
His father, Ernest Walter Jones, was a domiciled European who worked in the Telegraph Department in India; his mother, Merlyn Edith Jones (née Jones), was an Anglo-Indian woman, daughter of a Postmaster of Madras.
The term Anglo-Indian can refer to at least two groups of people: those with mixed Indian and British ancestry, and people of British descent born or living in the Indian subcontinent. The latter sense is now mainly historical, but confusions can arise. The Oxford English Dictionary, for example, gives three possibilities: "Of mixed British and Indian parentage, of Indian descent but born or living in Britain or of British descent or birth but living or having lived long in India". People fitting the middle definition are more usually known as British Asian or British Indian. This article focuses primarily on the modern definition, a distinct minority community of mixed Eurasian ancestry, whose native language is English.
A postmaster is the head of an individual post office. When a postmaster is responsible for an entire mail distribution organization, the title of Postmaster General is commonly used. Responsibilities of a postmaster typically include management of a centralized mail distribution facility, establishment of letter carrier routes, supervision of letter carriers and clerks, and enforcement of the organization's rules and procedures.
Chennai is the capital of the Indian state of Tamil Nadu. Located on the Coromandel Coast off the Bay of Bengal, it is the biggest cultural, economic and educational centre of south India. According to the 2011 Indian census, it is the sixth most populous city and fourth-most populous urban agglomeration in India. The city together with the adjoining regions constitute the Chennai Metropolitan Area, which is the 36th-largest urban area by population in the world. Chennai is among the most visited Indian cities by foreign tourists. It was ranked the 43rd most visited city in the world for the year 2015. The Quality of Living Survey rated Chennai as the safest city in India. Chennai attracts 45 percent of health tourists visiting India, and 30 to 40 percent of domestic health tourists. As such, it is termed "India's health capital". As a growing metropolitan city in a developing country, Chennai confronts substantial pollution and other logistical and socio-economic problems.
Noel Jones came to live in England, where he married Jean Rosemary Cheval.
He entered the diplomatic service and was appointed British ambassador to Kazakhstan in 1993. His career was cut short by his death in 1995, at the age of 54. He was survived by his widow, Jean, and his children Mark and Alison.
Diplomacy is the art and practice of conducting negotiations between representatives of states. It usually refers to international diplomacy, the conduct of international relations through the intercession of professional diplomats with regard to a full range of topical issues. International treaties are usually negotiated by diplomats prior to endorsement by national politicians. David Stevenson reports that by 1900 the term "diplomats" also covered diplomatic services, consular services and foreign ministry officials.
Kazakhstan, officially the Republic of Kazakhstan, is the world's largest landlocked country, and the ninth largest in the world, with an area of 2,724,900 square kilometres (1,052,100 sq mi). It is a transcontinental country largely located in Asia; the most western parts are in Europe. Kazakhstan is the dominant nation of Central Asia economically, generating 60% of the region's GDP, primarily through its oil and gas industry. It also has vast mineral resources.
