The U.S. Government Assessment of the Syrian Government's Use of Chemical Weapons on August 21, 2013 was a report published by the United States Government on the Ghouta chemical attack on August 21, 2013. The 4-page summary document and map was publicly released on August 30. A 12-page classified summary was made available for members of Congress. [1] The report declared that "the United States Government assesses with high confidence that the Syrian government carried out a chemical weapons attack in the Damascus suburbs on August 21, 2013. We further assess that the regime used a nerve agent in the attack." [2]

Preparation

Intelligence reports are normally released by the Office of the Director of National Intelligence and labelled an "Intelligence Assessment." This report was described as a "Government Assessment" and the unclassified version was released by the White House Press Secretary. One former intelligence official told Inter Press Service that the description as a "Government" rather than an "Intelligence" assessment "means that this is not an intelligence community document"; another said that the White House had apparently "decided on a position and cherry-picked the intelligence to fit it". A 29 August article from the Associated Press describes an unreleased report by the Office of the Director of National Intelligence that outlined the evidence against Syria that included "a few key caveats — including acknowledging that the U.S. intelligence community no longer has the certainty it did six months ago of where the regime's chemical weapons are stored, nor does it have proof Assad ordered chemical weapons use." Pre-publication

A major element of the evidence, as reported by news media prior to the report's publication, was an intercepted telephone call between a Syrian Ministry of Defence official and a chemical weapons unit commander in which the former demanded answers for the attacks. [5] According to some reports, this phone intercept was provided to the U.S. by Israeli Intelligence Corps Unit 8200. [6]

On 29 August an Associated Press report on intelligence community skepticism about the quality of evidence said, based on comments from "two intelligence officials and two other U.S. officials." [4]

The report blamed the chemical attacks on the Syrian government, saying rockets containing a nerve agent were fired from government-held territory into neighborhoods of Ghouta, Damascus in the early morning, impacting at least 12 locations. [2]

Evidence cited for this included satellite imagery, which the report said "corroborate that attacks from a regime-controlled area struck neighborhoods where the chemical attacks reportedly occurred... This includes the detection of rocket launches from regime controlled territory early in the morning, approximately 90 minutes before the first report of a chemical attack appeared in social media." [2] Public evidence cited included social media reports and reports from Doctors without Borders that 3,600 patients with symptoms consistent with chemical weapons had been admitted to three hospitals in Damascus that morning, and 100 videos "attributed to the attack". [2] The videos were analysed and the report said that " many ... show large numbers of bodies exhibiting physical signs consistent with, but not unique to, nerve agent exposure. The reported symptoms of victims included unconsciousness, foaming from the nose and mouth, constricted pupils, rapid heartbeat, and difficulty breathing. Several of the videos show what appear to be numerous fatalities with no visible injuries..." [2]

The report dismissed the possibility that evidence supporting the U.S. government's conclusion could have been manufactured by the opposition, stating it "does not have the capability" to fabricate videos, eyewitness accounts, and other information. The report also said that the U.S. believed Syrian officials directed the attacks, based on "intercepted communications". [2]

The intelligence assessment on the attacks suggested a motive for the attack, saying that it "was a desperate effort to push back rebels from several areas in the capital’s densely packed eastern suburbs – and also suggests that the high civilian death toll surprised and panicked senior Syrian officials, who called off the attack and then tried to cover it up." [7]

Responses

A number of members of Congress expressed skepticism about the assessment, including Senator Tom Harkin in a statement on 1 September, "I have just attended a classified Congressional briefing on Syria that quite frankly raised more questions than it answered. I found the evidence presented by Administration officials to be circumstantial." [8] Republican Representative Michael C. Burgess said, "I saw the classified documents yesterday. They were pretty thin." [9]

On 6 September Democratic Party Representative Alan Grayson also criticised the US report, including the classified one, which he described as 12 pages long. Grayson said the unclassified summary relied on "intercepted telephone calls, 'social media' postings and the like, but not one of these is actually quoted or attached — not even clips from YouTube. (As to whether the classified summary is the same, I couldn’t possibly comment, but again, draw your own conclusion.)" Grayson cited as a specific example the intercept of a phone call between the Syrian 155th Brigade and the Syrian ministry of defence, the transcript of which was not available to members of Congress, leaving him unable to judge whether a report in The Daily Caller that the implications of the call had been misrepresented in the report were accurate or not. Some lawmakers praised the White House report. Senator Robert Menendez, chairman of the Foreign Relations Committee, said he believed the administration's case would ultimately convince Congress to support strikes on Syria. [10] Some legislators who supported military action said the administration would have to do a better job of persuading Congress, with Senator Lindsey Graham saying Obama had to "up his game" to win support from other members of Congress. [11]

Walter Pincus urged the U.S. to declassify satellite and phone intercepts supporting its case. [12] McClatchy's Washington Bureau reported on September 2 that the "Obama administration’s public case for attacking Syria is riddled with inconsistencies and hinges mainly on circumstantial evidence." [13]

Use

The Government Assessment, in its classified version, became the primary basis for the Authorization for the Use of Military Force Against the Government of Syria to Respond to Use of Chemical Weapons (S.J.Res 21), which was proposed on 6 September. The bill proved difficult to pass, and while it was not put to a vote of either the House of Representatives or the Senate, President Obama admitted on 9 September in a television interview, "I wouldn't say I'm confident" in being able to convince Congress to support strikes against Syria. [14] The bill was put on hold when the US and Russian governments reached an agreement to eliminate Syria's chemical weapons on 14 September. It was also to some extent superseded by UN report into the attacks published on 16 September, following site visits to attacked locations in Damascus.

There have been numerous reports of chemical weapons attacks in the Syrian Civil War, beginning in 2012, and corroborated by national governments, the United Nations (UN), the Organisation for the Prohibition of Chemical Weapons (OPCW), Human Rights Watch (HRW), and media organizations. The attacks occurred in different areas of Syria, including Khan al-Assal, Jobar, Saraqib, Ashrafiyat Sahnaya, Kafr Zita, Talmenes, Sarmin and Douma. The deadliest attacks were the August 2013 sarin attack in Ghouta, the April 2017 sarin attack in Khan Shaykhun and April 2018 Douma chemical attacks. The most common agent used is chlorine, with sarin and sulphur mustard also reported. Almost half of the attacks between 2014 and 2018 were delivered via aircraft and less than a quarter were delivered from the ground, with the remaining attacks having an undetermined method of delivery. Since the start of uprisings across Syria in 2011, Syrian Arab Armed Forces and pro-Assad paramilitary forces have been implicated in more than 300 chemical attacks in Syria.

The Ghouta chemical attack, was a chemical attack carried out by the forces of Syrian President Bashar al-Assad, in the early hours of 21 August 2013 in Ghouta, Syria during the Syrian civil war. Two opposition-controlled areas in the suburbs around Damascus were struck by rockets containing the chemical agent sarin. Estimates of the death toll range from at least 281 people to 1,729. The attack was the deadliest use of chemical weapons since the Iran–Iraq War.

The Independent International Commission of Inquiry on the Syrian Arab Republic was set up by the United Nations Human Rights Council (UNHRC) on 22 August 2011 to investigate human rights violations during the Syrian Civil War to establish the facts and circumstances that may amount to violations and crimes and, where possible, to identify those responsible to be held accountable with a future prosecution of Syrian civil war criminals. The Commission posts regular updates via its official Twitter page.

The Khan al-Assal chemical attack was a chemical attack in Khan al-Assal, Aleppo, Syria on 19 March 2013, which according to the Syrian Observatory for Human Rights resulted in at least 26 fatalities including 16 government soldiers and 10 civilians, and more than 86 injuries. Immediately after the incident, the Syrian government and opposition accused each other of carrying out the attack, but neither side presented clear documentation. The Syrian government asked the United Nations to investigate the incident, but disputes over the scope of that investigation led to lengthy delays. In the interim, the Syrian government invited Russia to send specialists to investigate the incident. Samples taken at the site led them to conclude that the attack involved the use of sarin, which matched the assessment made by the United States. Russia held the opposition responsible for the attack, while the US held the government responsible. UN investigators finally arrived on the ground in Syria in August, but their arrival coincided with the much larger-scale 2013 Ghouta attacks which took place on 21 August, pushing the Khan al-Assal investigation "onto the backburner" according to a UN spokesman. The UN report, which was completed on 12 December, found "likely use of chemical weapons in Khan al-Assal" and assessed that organophosphate poisoning was the cause of the "mass intoxication".

<span class="mw-page-title-main">Authorization for the Use of Military Force Against the Government of Syria to Respond to Use of Chemical Weapons</span> 2013 US Senate Joint Resolution

The Authorization for the Use of Military Force Against the Government of Syria to Respond to Use of Chemical Weapons is a United States Senate Joint Resolution that would have authorized President Barack Obama to use the American military to intervene in the ongoing Syrian Civil War. The bill was filed by Senate Majority Leader Harry Reid on September 6, 2013 in a specially scheduled pro forma Senate session that took place during the last week of the August recess. The bill would have authorized only 60 days of military action, with the possibility of a one-time extension of 30 days. The bill would have specifically prohibited the use of ground troops. However, this bill never received a floor vote in either the House or Senate.

International reactions to the Ghouta chemical attack of 21 August 2013 were widespread. The Ghouta chemical attack was a chemical weapons attack in Damascus, Syria during the Syrian Civil War. United States President Barack Obama said that the U.S. military should strike targets in Syria in retaliation for the government's purported use of chemical weapons—a proposal supported by French President François Hollande but opposed by the Syrian government's closest allies, Iran and Russia. Although the Arab League said it would support military action against Syria in the event of U.N. support, league members Iraq, Lebanon, Egypt, Tunisia and Algeria opposed intervention. On 14 September the U.S. and Russia announced an agreement on the Framework for Elimination of Syrian Chemical Weapons to destroy the Syria stockpile of chemical weapons and its production facilities, and Syria agreed to sign the Chemical Weapons Convention. The United Nations Security Council also passed Resolution 2118.

Syria's chemical weapons program began in the 1970s with weapons and training from Egypt and the Soviet Union, with production of chemical weapons in Syria beginning in the mid-1980s. For some time, Syria was believed to have the world's third-largest stockpile of chemical weapons, after the United States and Russia. Prior to September 2013 Syria had not publicly admitted to possessing chemical weapons, although Western intelligence services believed it to hold one of the world's largest stockpiles. In September 2013, French intelligence put the Syrian stockpile at 1,000 tonnes, including Yperite, VX and "several hundred tonnes of sarin". At the time, Syria was one of a handful of states which had not ratified the Chemical Weapons Convention. In September 2013, Syria joined the CWC, and agreed to the destruction of its weapons, to be supervised by the Organisation for the Prohibition of Chemical Weapons (OPCW), as required by the convention. A joint OPCW-United Nations mission was established to oversee the destruction process. Syria joined OPCW after international condemnation of the August 2013 Ghouta chemical attack, for which Western states held the Syrian government responsible and agreed to the prompt destruction of its chemical weapons, resulting in U.S. Secretary of State John Kerry declaring on 20 July 2014: "we struck a deal where we got 100 percent of the chemical weapons out." The destruction of Syria's chemical weapons that the Assad government had declared was completed by August 2014, yet further disclosures, incomplete documentation, and allegations of withholding part of Syria's chemical weapons stockpile since mean that serious concerns regarding chemical weapons and related sites in Syria remain. On 5 April 2017, the government of Syria allegedly unleashed a chemical attack that killed 70 civilians. A suspected chemical attack on Douma on 9 April 2018 that killed at least 49 civilians has been blamed on the Syrian Government.

<span class="mw-page-title-main">Destruction of Syria's chemical weapons</span> Part of the Syrian peace process

The destruction of Syria's chemical weapons began on 14 September 2013 after Syria entered into several international agreements which called for the elimination of Syria's chemical weapon stockpiles and set a destruction deadline of 30 June 2014. Also on 14 September 2013, Syria acceded to the Chemical Weapons Convention (CWC) and agreed to its provisional application pending its entry into force on 14 October. Having acceded to the CWC, the Organisation for the Prohibition of Chemical Weapons (OPCW) Executive Council on 27 September approved a detailed implementation plan that required Syria to assume responsibility for and follow a timeline for the destruction of Syrian chemical weapons and Syrian chemical weapon production facilities. Following the signing of the Framework Agreement on 14 September 2013 and after the OPCW implementation plan, on 27 September the United Nations Security Council unanimously adopted Resolution 2118 which bound Syria to the timetable set out in the OPCW implementation plan. The joint OPCW-UN mission was established to oversee the implementation of the destruction program.

The Jobar chemical attacks allegedly occurred in Jobar, Damascus, Syria, in April 2013. A reporter and a photographer for the French newspaper Le Monde spent two months in Jobar reporting on the attacks. However, the U.N. mission which investigated the attack could not find "sufficient or credible information" to support the allegation.

The Report on the Alleged Use of Chemical Weapons in the Ghouta Area of Damascus on 21 August 2013 was a 2013 report produced by a team appointed by United Nations Secretary-General (UNSG) Ban Ki-moon to investigate alleged chemical weapon attacks during the Syrian civil war. The report published on 16 September 2013 focused on the 21 August 2013 Ghouta chemical attack, which took place whilst the Mission was in Damascus to investigate prior alleged incidents, including the Khan al-Assal chemical attack in March 2013.

The 2014 Kafr Zita chemical attack occurred on 11 April 2014, in the rebel-held northern Syrian town of Kafr Zita during the Syrian Civil War. The attack reportedly wounded around 100 people and killed three. Syria's state television, SANA blamed the attack on the Islamist Al-Nusra Front using "toxic chlorine", while the opposition blamed barrel bombs dropped by government forces.

The OPCW Fact-Finding Mission in Syria is a mission of the Organisation for the Prohibition of Chemical Weapons (OPCW) to investigate some possible cases of the use of toxic chemicals in Syria during the civil war, including chlorine. The 21 August 2013 Ghouta chemical attack used sarin. The OPCW-Director General Ahmet Üzümcü announced the creation of the mission on 29 April 2014. This initial mission was headed by Malik Ellahi. The Syrian Government agreed to the Mission.

The Khan Shaykhun chemical attack took place on 4 April 2017 on the town of Khan Shaykhun in the Idlib Governorate of Syria. The town was reported to have been struck by an airstrike by government forces followed by massive civilian chemical poisoning. The release of a toxic gas, which included sarin, or a similar substance, killed at least 89 people and injured more than 541, according to the opposition Idlib Health Directorate. The attack was the deadliest use of chemical weapons in the Syrian civil war since the Ghouta chemical attack in 2013.

The 2017 Jobar offensive was a military operation launched by the Syrian Arab Army and allies against rebel positions in the eastern outskirts of Damascus city, mainly the neighbourhood of Jobar and Ayn Tarma.

<span class="mw-page-title-main">Siege of Eastern Ghouta</span> 2013–2018 Syrian siege east of Damascus

The siege of Eastern Ghouta was a siege that was laid by Syrian Government forces in April 2013, to the area in eastern Ghouta held by anti-government forces since November 2012, during the Syrian civil war. The cities and villages under siege were Douma, Mesraba, Arbin, Hamouria, Saqba, Modira, Eftreis, Jisrin, as well as suburbs of Damascus Beit Sawa, Harasta, Zamalka, Ein Tarma, Hizzah and Kafr Batna. By 2016, around 400,000 people were trapped in an area just over 100 square kilometres in size, thus with a population density around 4,000 inhabitants/km2.

On 7 April 2018, a chemical warfare attack was launched by the forces of the government of Bashar al-Assad in the Syrian city of Douma. Medics and witnesses reported that it caused the deaths of between 40 and 50 people and injuries to possibly well over 100. The attack was attributed to the Syrian Army by rebel forces in Douma, and by the United States, British, and French governments. A two-year long investigation by the Organisation for the Prohibition of Chemical Weapons (OPCW) Investigation and Identification Team (IIT) concluded in January 2023 that the Syrian Air Force perpetrated the chemical attacks during its military campaign in Douma. On 14 April 2018, the United States, France and the United Kingdom carried out a series of military strikes against multiple government sites in Syria.

On 14 April 2018, beginning at 04:00 Syrian time (UTC+3), the United States, France, and the United Kingdom carried out a series of military strikes involving aircraft and ship-based missiles against multiple government sites in Syria during the Syrian Civil War. The strikes were a reprisal for the Douma chemical attack against civilians on 7 April, widely attributed to the Syrian government. The Syrian government called the airstrikes a violation of international law.
