A by-election was held to the Gibraltar Parliament on 4 July 2013 to fill the seat left vacant by the death of Housing Minister Charles Bruzon in April 2013. The Gibraltar Socialist Labour Party (GSLP), Gibraltar Social Democrats (GSD), Progressive Democratic Party (PDP) and an independent contested the by-election. The Liberal Party of Gibraltar who is in alliance and in Government with the GSLP backed the GSLP's candidate.

The Gibraltar Broadcasting Corporation's pre-election poll gave the GSLP's candidate Albert Isola an advantage of almost 5% over the GSD's Marlene Hassan-Nahon. It was also the last elections that the Progressive Democratic Party had taken part before their disbandment over a month later that same year.

Background

Charles Bruzon was a member of the Gibraltar Socialist Labour Party (GSLP) and the Government's Housing Minister since 9 December 2011. His seat in the Gibraltar Parliament became vacant following his death on 16 April 2013 aged 74, following a long battle with illness. [1] [2] [3] On 20 May 2013, Chief Minister Fabian Picardo met with Governor Sir Adrian Johns at The Convent and asked him to issue a writ for the by-election. The Chief Minister then made the announcement in Parliament later that day calling for candidates to sign up by noon on 14 June. [4]

Picardo confirmed that the GSLP would, in alliance with the Liberal Party field a candidate for election. He announced it would be a GSLP candidate but that the alliance would fight the election jointly. The Gibraltar Social Democrats as Opposition had initially decided not to contest the by-election considering instead a "gentleman's agreement" as the seat had been one of the GSLP which had become vacant under tragic circumstances. The Progressive Democratic Party (PDP) which was not represented in Parliament immediately decided it would contest the by-election seeing it as an opportunity to be represented despite its poor performance at the previous two general elections. [4] On 30 May 2013 the PDP announced its candidature of party leader Nick Cruz. At this point the GSD was reconsidering its decision not to contest the by-election as its leader, Daniel Feetham, said it would be "illogical" for the elected Opposition not to do so if the PDP signed up. [5] The party announced, via its Twitter account on 5 June 2013, that it had chosen former Chief Minister Joshua Hassan's daughter Marlene Hassan-Nahon, as its candidate. [6] [7] The GSLP chose former Member of the then House of Assembly Albert Isola, son of former Leader of the Opposition Peter Isola, as the party's candidate on 9 June 2013. [8] [9] The final candidate to sign up on 12 June 2013 was independent Bryan Zammit. [10]

Opinion polls

A public opinion poll commissioned by the Gibraltar Broadcasting Corporation (GBC) predicted a close running between Isola and Nahon. The survey was carried out over six days on 500 eligible voters through face-to-face interviews, representing 2.5% of the Gibraltarian electorate. The poll's results were published on 24 June 2013 and showed Isola with 41.4%, Nahon with 36.5%, Zammit with 11.9% and Cruz with 8.2% support amongst the interviewees with 2% of them yet undecided. GBC's poll also predicted that the 5.4% of voters who previously voted for the GSLP/Liberals at the 2011 general election would vote for the GSD's candidate, while only 2.4% of those who previously voted for the GSD would vote for the GSLP's candidate. [11]

The party has been led since 2011 by Fabian Picardo, who has served as Chief Minister of Gibraltar since the 2011 general election. The GSLP forms the GSLP–Liberal Alliance in partnership with the Liberal Party of Gibraltar.

<span class="mw-page-title-main">Elections in Gibraltar</span>

Gibraltar elects on the national level a legislature. The Gibraltar Parliament has 17 members, all elected for a four-year term in one constituency with each voter getting to vote for their selection of ten candidates. Gibraltar forms a single constituency but voters have only ten votes. Hence the electoral bloc with the most votes will normally get ten seats and the runners up seven.

General elections were held in Gibraltar on 11 October 2007. The incumbent Chief Minister Peter Caruana narrowly won a fourth term, but opposition leader Joe Bossano had a very strong showing. Joe Bossano noted that this would be his last term as an MP, and joked that he would not join the government, despite receiving a higher personal vote than some members of the Gibraltar Social Democrats (GSD).

The Hon. Paul John Balban is a former Gibraltarian politician, State Registered Dietitian and former taxi driver. He was first elected to the Gibraltar Parliament at the 2011 general elections and was a Gibraltar Government Minister until 12 October 2023, member of the Gibraltar Socialist Labour Party (GSLP). He is married and has three daughters. On 15 September 2023, he announced that he and fellow party MPs and Ministers, Albert Isola and Samantha Sacramento, would not stand for re-election.

Marlene Dinah Esther Hassan-Nahon is a Gibraltarian historian, journalist and former politician, who served as a member of the Gibraltar Parliament from 2015 until 2023.

General elections were held in Gibraltar on 26 November 2015 to elect all 17 members to the third Gibraltar Parliament. Chief Minister Fabian Picardo announced the date of the election on Monday 19 October 2015 during a speech on the Gibraltar Broadcasting Corporation.

European Parliament elections were held in the British Overseas Territory of Gibraltar on 23 May 2019. They were held as part of the European Union-wide elections after the date of United Kingdom withdrawal was delayed by the UK government. This was Gibraltar's final participation in a European Parliament election before the withdrawal took place on 31 January 2020.

General elections were held in Gibraltar on 17 October 2019 to elect all 17 members to the fourth Gibraltar Parliament. Chief Minister Fabian Picardo announced the date of the election on Monday 16 September 2019. On September 2019, it was announced that Libs MP and GSLP/Libs Minister, Neil Costa, would not seek re-election and had his candidacy and seat replaced by Vijay Daryanani of the same party.

General elections were held in Gibraltar on 12 October 2023 to elect all 17 members of the fifth Gibraltar Parliament. This was the first election in Gibraltar's history to use an electronic voting count system. The GSLP–Liberal Alliance secured a fourth term in office, though it saw its majority reduced to one seat, whilst the GSD became the sole opposition party, gaining two seats.

<span class="mw-page-title-main">2021 Gibraltar abortion referendum</span>

A referendum on partially legalising abortion was held in Gibraltar on 24 June 2021. The referendum question was whether to enact the Crimes (Amendment) Act 2019, which allows abortions up to 12 weeks if the woman's mental or physical health is at risk. It also allows abortion later if the woman's life is at risk, to prevent "grave permanent" mental or physical injury, or there is a fatal fetal abnormality. It had originally been scheduled for 19 March 2020, but was postponed on 12 March 2020 due to the COVID-19 pandemic. The proposal was approved by 63% of voters.
