In sociology, authority is the legitimate or socially approved power which one person or a group possesses and practices over another. The element of legitimacy is vital to the notion of authority and is the main means by which authority is distinguished from the more general concept of power.

Power can be exerted by the use of force or violence. Authority, by contrast, depends on the acceptance by subordinates of the right of those above them to give them orders or directives. [1] [2]

Types

The types of political authority were first defined by Max Weber in his essay "Politics as a Vocation" and his other writings in 1919–1920. In this essay he emphasized that the political authority that controlled the state can be composed of the following types of authority, or what is called in German, Herrschaft. [3]

Traditional authority: Power legitimized by respect for long-established cultural patterns.

Charismatic authority: Power legitimized by extraordinary personal abilities that inspire devotion and obedience.

Rational-legal authority: Also known as bureaucratic authority, is when power is legitimized by legally enacted rules or regulations.

Max Weber on authority

Max Weber, in his sociological and philosophical work, identified and distinguished three types of legitimate domination (Herrschaft in German, which generally means 'domination' or 'rule'), that have sometimes been rendered in English translation as types of authority, because domination is not seen as a political concept in the first place.[ citation needed ] Weber defined domination (authority) as the chance of commands being obeyed by a specifiable group of people. Legitimate authority is that which is recognized as legitimate and justified by both the ruler and the ruled. Legitimated rule results in what Weber called the monopoly over the use of coercive violence in a given territory. [4] In the modern world, such authority is typically delegated to police and the court system.

Weber divided legitimate authority into three types:

History has witnessed several social movements or revolutions against a system of traditional or legal-rational authority started by Charismatic authorities. According to Weber, what distinguishes authority from coercion, force and power on the one hand, and leadership, persuasion and influence on the other hand, is legitimacy. Superiors, he states, feel that they have a right to issue commands; subordinates perceive an obligation to obey (see also Milgram experiment). Social scientists[ who? ] agree that authority is but one of several resources available to incumbents in formal positions.[ citation needed ] For example, a Head of State is dependent upon a similar nesting of authority. His legitimacy must be acknowledged, not just by citizens, but by those who control other valued resources: his immediate staff, his cabinet, military leaders and in the long run, the administration and political apparatus of the entire society.

Authority can be created expressly when public entities act publicly, using the same means to communicate the grant of authority to their agents that they use to communicate this to third parties, apparent authority describes the situation when a principal has placed restrictions on an agent that are not known to a third party, and restrictions on government agents are accomplished in the open, through laws and regulations. In this setting, all parties concerned is assumed or supposed to know the laws and regulations of government.

Recently the concept of authority has also been discussed as a guiding principle in human-machine interaction design. [6]

Genetic research indicates that obedience to authority may be a heritable factor. [7]

Children and authority attributes

Authority and its attributes have been identified as of particular relevance to children as they regard their parents and teachers. The three attributes of authority have been described as status, specialist skills or knowledge, and social position. Children consider the type of command, the characteristics of the authority figure, and the social context when making authority conclusions. [8]

Although children regard these three types of authority attributes, they first assess the legitimacy of the authority figure in question using the nature of the commands they give. For example, a teacher that does not appear to have legitimate power from the child’s perspective (perhaps because she or he cannot control the class well) will not be obeyed. Regarding parenting, authoritative parents who are warm and high in behavioral control but low in psychological control are more likely to be seen as having legitimate authority by the child, and will believe themselves that they have a duty to obey them and internalize their values. While the study of children in modern capitalist societies does look at the psychological aspects of children's understanding of legitimate authority at the level of symbolic interaction it is also true that is an extrapoted assumption based on one interpreation of a broad Comparative Historical Sociological (CHS) analysis of legitimate auhtority in many societies over a long duration, not the micro social psychological study of children per se. There is nothing in Weber's published work in the Max Weber Gesamtausgabe that directly deals with children's perceptions in "formations" with traditional legitimate authority, prior to the emergence of modern capitalism . [9]

In social science

Hofstede Insights details "Power Distance" as: "Power distance is defined as the extent to which the less powerful members of institutions and organisations within a country expect and accept that power is distributed unequally", which can be interpreted as respect for authority. Generally, ex-communist countries, poor countries, and non-Protestant countries have the highest power distance (respect for inequality in the distribution of power). According to Hofstede Insights 2021 country comparison, all countries with power distance below 50 are Western Protestant democracies, except for Austria. [10] Such studies are attempts to apply ideas found in Weber that he himself did not postulate directly and they assume the nation-state as a basic unit of "countries" rather than look at all of the various political economic "formations" in which Weber himself was most directly interested.

The Gesellschaft is associated with modern society and rational self-interest, which weakens the traditional bonds of family and local community that typify the Gemeinschaft. Max Weber, a founding figure in sociology, also wrote extensively about the relationship between Gemeinschaft and Gesellschaft. Weber wrote in direct response to Tönnies.

"Politics as a Vocation" is an essay by German economist and sociologist Max Weber (1864–1920). It originated in the second lecture of a series he gave in Munich to the "Free Students Union" of Bavaria on 28 January 1919. This happened during the German Revolution when Munich itself was briefly the capital of the Bavarian Socialist Republic. Weber gave the speech based on handwritten notes which were transcribed by a stenographer. The essay was published in an extended version in July 1919, and translated into English only after World War II. The essay is today regarded as a classic work of political science and sociology.

Rational-legal authority is a form of leadership in which the authority of an organization or a ruling regime is largely tied to legal rationality, legal legitimacy and bureaucracy. The majority of the modern states of the twentieth and twenty-first centuries are rational-legal authorities, according to those who use this form of classification.

<span class="mw-page-title-main">Traditional authority</span> Leadership with authority tied to tradition

Traditional authority is a form of leadership in which the authority of an organization or a regime is largely tied to tradition or custom. The main reason for the given state of affairs is that "things have always been that way".

Patrimonialism is a form of governance in which all power flows directly from the ruler. There is no distinction between the public and private domains. These regimes are autocratic or oligarchic and exclude the lower, middle and upper classes from power. The leaders of these countries typically enjoy absolute personal power. Usually, the armies of these countries are loyal to the leader, not the nation.

Max Weber distinguished three ideal types of legitimate political leadership, domination and authority. He wrote about these three types of domination in both his essay "The Three Types of Legitimate Rule", which was published in his masterwork Economy and Society, and in his classic speech "Politics as a Vocation".

In sociology, the term rationalization was coined by Max Weber, a German sociologist, jurist, and economist. Rationalization is the replacement of traditions, values, and emotions as motivators for behavior in society with concepts based on rationality and reason. The term rational is seen in the context of people, their expressions, and or their actions. This term can be applied to people who can perform speech or in general any action, in addition to the views of rationality within people it can be seen in the perspective of something such as a worldview or perspective (idea). An example of rationalization can be seen in the implementation of bureaucracies in government is a kind of rationalization, as is the construction of high-efficiency living spaces in architecture and urban planning. A potential reason as to why rationalization of a culture may take place in the modern era is the process of globalization. Countries are becoming increasingly interlinked, and with the rise of technology, it is easier for countries to influence each other through social networking, the media and politics. An example of rationalization in place would be the case of witch doctors in certain parts of Africa. Whilst many locals view them as an important part of their culture and traditions, development initiatives and aid workers have tried to rationalize the practice in order to educate the local people in modern medicine and practice.

Neopatrimonialism is a system of social hierarchy where patrons use state resources to secure the loyalty of clients in the general population. It is an informal patron–client relationship that can reach from very high up in state structures down to individuals in small villages.

In sociology, the iron cage is a concept introduced by Max Weber to describe the increased rationalization inherent in social life, particularly in Western capitalist societies. The "iron cage" thus traps individuals in systems based purely on teleological efficiency, rational calculation and control. Weber also described the bureaucratization of social order as "the polar night of icy darkness".

<span class="mw-page-title-main">Legitimation crisis</span> Decline of trust in authority

Legitimation crisis refers to a decline in the confidence of administrative functions, institutions, or leadership. The term was first introduced in 1973 by Jürgen Habermas, a German sociologist and philosopher. Habermas expanded upon the concept, claiming that with a legitimation crisis, an institution or organization does not have the administrative capabilities to maintain or establish structures effective in achieving their end goals. The term itself has been generalized by other scholars to refer not only to the political realm, but to organizational and institutional structures as well. While there is not unanimity among social scientists when claiming that a legitimation crisis exists, a predominant way of measuring a legitimation crisis is to consider public attitudes toward the organization in question.

<span class="mw-page-title-main">Legitimacy (criminal law)</span>

In law, "legitimacy" is distinguished from "legality". An action can be legal but not legitimate or vice versa it can be legitimate but not legal.

Modern capitalist society is a term used to describe a type of capitalist society in which a capitalist class of "new elites" and "old elites" concerned with maximizing their wealth secures a political system that serves and protects their interests, leading to the development of a wage-earning class. The term is commonly used by historians to refer to a transition from a premodern feudal society to a modern capitalist society, with consensus being that England emerged as the first modern capitalist society through the English Civil War (1642-51) and the Glorious Revolution (1688-89). Historians identify that the transition into modern capitalist society is often defined by a bourgeois revolution in which rising elites secure a system of representative democracy, rather than direct democracy, that serves their interests over the interests of the previously ruling royal aristocracy, such as in the American Revolution.
