Elite Panel of ICC Umpires

The Elite Panel of ICC Umpires is a panel of cricket umpires appointed by the International Cricket Council to officiate in Test matches and One Day Internationals around the world. The panel was first established in April 2002 when the ICC decided to reform the way that international cricket was umpired. The main change was that both umpires in a Test match and one of the umpires in a One Day International were now independent of the competing nations, whereas before 2002 just one of the umpires in a Test was independent and in ODIs both umpires were from the home nation. The majority of these ICC appointments are fulfilled by the members of the Elite Panel, who are generally thought to be the best umpires in the world. As such the ICC hopes to ensure that umpiring standards are as high as possible. Members of the panel stand in around 10 Tests and 15 ODIs each year. [1] The list of umpires in the panel is revised every year by the ICC Umpires Selection Panel.

History

The panel was formed in 2002 with eight members. [2] Peter Willey was invited to be on the panel, but declined the opportunity because it would have required him to spend too much time away from his family. [3] The last members of the original panel retired in 2011. The original eight panel members were: Steve Bucknor, Daryl Harper, Ashoka de Silva, Srinivas Venkataraghavan, Rudi Koertzen, Dave Orchard, David Shepherd and Russell Tiffin.

Members of the International Panel of ICC Umpires stand in ODIs in their home countries, and may be appointed by the ICC to Tests and ODIs as an independent officials at busy times in the cricket calendar to supplement the Elite Panel. [1] The best performing umpires may earn promotion to the Elite Panel. Emirates sponsors the panel, and the umpires are required to wear shirts and coats which have 'Fly Emirates' printed on them whenever they are officiating. [4]

In July 2019, Michael Gough and Joel Wilson were added to the Elite panel following the retirement of Ian Gould and exclusion of Sundaram Ravi after the 2019 Cricket World Cup. [5] On 16 March 2023, Ahsan Raza and Adrian Holdstock joined the panel after Aleem Dar stepped down from the panel. [6]

In March 2024, Sharfuddoula was added to the Elite Panel after South African umpire Marais Erasmus retired from umpiring in international cricket and thus Sharfuddoula became the first umpire from Bangladesh to be included in this panel. [7]

As of 28 March 2024, Australia and England have jointly provided the most panel members with seven. South Africa with four, India, Pakistan, New Zealand, and West Indies have provided three; Sri Lanka has provided two; Zimbabwe and Bangladesh has provided just one member. No members have featured from Afghanistan and Ireland, among the Full members.

Former members

The first departures from the panel came in 2004 when Srinivas Venkataraghavan (known as Venkat) retired, [15] and Asoka de Silva, Dave Orchard and Russell Tiffin did not have their contracts renewed. [16] David Shepherd retired in 2005 following 22 years as an international umpire. [17] Darrell Hair, who joined the panel in 2003, was banned from officiating in matches involving full ICC members following the ball tampering controversy in August 2006. [18] In March 2008, following a spell officiating associate members, Hair was once again permitted to umpire full members, [19] but in August he handed in his resignation after he was only allowed to officiate in two Tests. [20]

Steve Bucknor retired in 2009, having stood in a then record 128 Tests since March 1989. [21] Rudi Koertzen retired in 2010, [22] while Mark Benson, who had joined the panel in 2006, stood down to return to domestic cricket. [23] Asoka de Silva, who rejoined the panel in 2008, was stood down again in 2011 along with Daryl Harper, [24] Simon Taufel and Billy Doctrove retired in 2012 [25] and Steve Davis retired in 2015. Sundaram Ravi was dropped from the panel after 2019 Cricket World Cup. [26] Ian Gould retired from the panel after the 2019 World Cup. [27] Bruce Oxenford retired from the panel in 2021. [28]

Rudolf Eric Koertzen was a South African international cricket umpire and former cricketer. A cricket enthusiast since his youth, he played league cricket while working as a clerk for South African Railways. He began umpiring in 1981, before becoming a full-time official eleven years later. In an international career spanning 18 years, he officiated in a record 331 matches and is only behind Aleem Dar in officiating as an umpire in most international matches.

Simon James Arthur Taufel is an Australian former cricket umpire who was earlier a member of the ICC Elite umpire panel. He won five consecutive ICC Umpire of the Year awards between 2004 and 2008, and is widely regarded as one of the top 10 the greatest umpire of all time. He announced his retirement from international cricket on 26 September 2012, after the 2012 ICC World Twenty20 final. He subsequently worked as the ICC's Umpire Performance and Training Manager until October 2015. In 2020 he joined the Channel Seven commentary team as an expert commentator for the 2020/21 test series.

Aleem Dar PP is a Pakistani cricket umpire and former first-class cricketer. He has been a member of the Elite Panel of ICC Umpires. Dar won the David Shepherd Trophy three years in a row from 2009 to 2011, after being nominated twice in 2005 and 2006. Aleem Dar, Marais Erasmus, Richard Kettleborough, Kumar Dharmasena and Simon Taufel were the only umpires to have received the award from its inception until 2017. Before becoming an umpire, Dar played first-class cricket as a right-handed batsman and a leg-break bowler for Allied Bank, Gujranwala, Lahore and Pakistan Railways teams.

Ian James Gould is an English former first-class cricketer and a former member of the ICC Elite Panel of cricket umpires. He previously also served as the chairman of English football club Burnham FC. In April 2019, Gould announced that he would retire as an umpire following the 2019 Cricket World Cup. On 6 July 2019, Gould retired from umpiring, after officiating in the World Cup match between India and Sri Lanka. However, he has since umpired in matches in the 2020 Under-19 Cricket World Cup.

Christopher Blair Gaffaney is a former New Zealand cricketer who played for Otago. He became an umpire after retiring as a player. A right-handed batsman, he played in 83 first-class and 113 List A matches. Gaffaney is currently a member of the ICC Elite umpire panel and officiates in Tests, One Day Internationals and Twenty20 Internationals.

Michael Andrew Gough is an English cricket umpire and former cricketer. He was a right-handed batsman and a right-arm off-break bowler. As an international umpire, Gough is a member of the Elite Panel of ICC Umpires, representing the England and Wales Cricket Board.

Russell Blair Tiffin is a Zimbabwean cricket umpire and former cricketer. He was a member of the ICC International umpire panel from 1995 to 2018 when he retired.

<span class="mw-page-title-main">Nigel Llong</span> Cricket umpire

Nigel James Llong is an English cricket umpire and former first-class cricketer. Until June 2020, he was a member of the Elite Panel of ICC Umpires and officiated in international matches - Tests, ODIs and T20Is. Earlier, he had played English domestic cricket during the 1990s with Kent County Cricket Club.

The Emirates Elite Panel of ICC Referees is composed of former international cricket players who are appointed by the ICC to oversee all Test match, One Day International and Twenty20 International cricket matches in the capacity of Match referee. The referees are ultimately in charge of all international cricket matches, and act as the ICC's representative at the grounds. In addition they are responsible for imposing penalties for infringements of the ICC Code of Conduct, and so being ex-international cricketers they can ensure that the punishments dealt out are just. The referees also form part of the ICC's umpire performance review, submitting reports about the umpires after each match.

Bruce Nicholas James Oxenford is an Australian former cricket umpire and a former cricketer. He has been an ICC international umpire since 2008, when he first umpired an ODI match. He went on to stand in his first Test match in 2010. On 26 September 2012, he was promoted to the ICC Elite Umpire Panel, the highest umpiring body in the game of cricket, replacing fellow Australian Simon Taufel, who retired from the panel to take up a newly created ICC supervisory and training position.

Ahsan Raza is a Pakistani cricket umpire and former cricketer. In November 2020, in the second Twenty20 International (T20I) between Pakistan and Zimbabwe, he officiated in his 50th T20I match as an on-field umpire, becoming the first umpire to reach the milestone in T20I cricket.

Robert Stephen Dunne is a former New Zealand cricket umpire and a former first-class cricketer. He was the first umpire to officiate in 100 One Day International matches.

Marais Erasmus is a South African former first-class cricketer who is currently serving as an international cricket umpire. Sharfuddoula Ibne Shahid, also known as Sharfuddoula Saikat, is an international cricket umpire and a former first-class player from Bangladesh. He is the first Bangladeshi umpire to be included in the Elite Panel of ICC Umpires in March 2024. He also officiate in 100 matches in men's international cricket including ICC Men's Cricket World Cup in 2023.

Sundaram Ravi is an Indian cricket umpire who was a member of the ICC Elite Panel of Umpires between 2015 and 2019. After making his Twenty20 International (T20I) umpiring debut in 2011, he officiated in over 100 international matches at Test, One Day International (ODI) and T20I level.
