Francis Xavier Garchitorena [1] (January 8, 1938 - February 25, 2005) was a Filipino Sandiganbayan Presiding Judge from 1986 to 2002. [2]

Francis studied in Ateneo de Naga University and graduated from the Law School of Ateneo de Manila University in 1962. [3] He was one of the leading lawyers during his time. He was appointed Sandigan Bayan Justice. Minita V. Chico Nazario was appointed to fill his place. [4]

In 2001, he quarreled with Associate Justice Anacleto Badoy, but engaged in dialogue. Eventually Badoy would go on leave after the tensions reached a climax. [5]

Family

Garchitorena's biological father, Buenaventura de Erquiaga Palacios (1895-1959), was a Spanish honorary vice consul, from Ea, Biscay. Garchitorena's mother, Flor Chereau Garchitorena (1902-1981), came from Tigaon, Camarines Sur, and was of Spanish and French descent. Flor's brother was Don Mariano Garchitorena, governor of Camarines Sur, secretary of Agriculture and commerce, and Minister to Spain.

Garchitorena was the grandson by paternal line of Felipe Santiago de Erquiaga de Odiaga (1859-?) and María Jesús Palacios Goitia (1858-?), and by maternal line of Don Andrés Garchitorena who also had Indian blood, a revolutionary mason and member of Aguinaldo's Hong Kong Junta, and of Marguerite Chereau, who was French.

Illness and death

On January 17, 2005, Garchitorena was diagnosed with brain tumor. He died at Makati Medical Center in Makati at 8:45 PM on February 25, 2005. [6]

The Court of Appeals is an appellate collegiate court in the Philippines. The Court of Appeals consists of one presiding justice and sixty-eight associate justices. Pursuant to the Constitution, the Court of Appeals "reviews not only the decisions and orders of the Regional Trial Courts awards, judgments, final orders or resolutions of, or authorized by administrative agencies exercising quasi-judicial functions mentioned in Rule 43 of the 1997 Rules of Civil Procedure, plus the National Amnesty Commission and the Office of the Ombudsman". Under Republic Act No. 9282, which elevated the Court of Tax Appeals to the same level of the Court of Appeals, en banc decisions of the Court of Tax Appeals are subject to review by the Supreme Court instead of the Court of Appeals. Minita Chico-Nazario was an Associate Justice of the Supreme Court of the Philippines. She was appointed to the court by President Gloria Macapagal Arroyo on February 10, 2004.

Gregory Santos Ong is a Filipino jurist and a former Justice of the Sandiganbayan. He was initially appointed as an Associate Justice of the Supreme Court of the Philippines by President Gloria Macapagal Arroyo on May 16, 2007, but his appointment was subsequently withdrawn after questions arose whether he met the constitutional requirement of natural-born citizenship. On September 23, 2014, he was found guilty of gross misconduct, dishonesty and impropriety and was subsequently dismissed from his position as Justice of the Sandiganbayan by the Supreme Court of the Philippines as a result of an investigation linking him to pork barrel scam mastermind Janet Lim-Napoles.

The Ateneo de Naga University, also referred to by its acronym AdNU, is a private Catholic Jesuit basic and higher education institution run by the Philippine Province of the Society of Jesus in Naga City, Camarines Sur, Philippines. It was established in 1940 when the Jesuits took over the administration of the diocesan school, Camarines Sur Catholic Academy. The Jesuits renamed the school Ateneo de Naga after taking control. The Jesuits were naming all the schools that they were opening at that time Ateneo. Ateneo de Naga was the fourth school named Ateneo by the Jesuits. Typical of universities in the Philippines, AdNU has primary and secondary departments, which are both coeducational.

The trial of Philippine president Joseph Estrada took place between 2001 and 2007 at the Sandiganbayan. Estrada, popularly called Erap, was resigned from office in 2001 during a popular uprising in Metro Manila after an aborted impeachment trial in which he was charged with plunder and perjury. Soon after his ouster, the same charges were filed against him at the Sandiganbayan.

Francisco Hernandez Villaruz Jr. is a Filipino justice. He was appointed on October 5, 2011, by President Benigno Aquino III as Presiding Justice of the Sandiganbayan replacing Justice Edilberto Sandoval who retired last June 20, 2011. Justice Villaruz has been an Associate Justice of the Sandiganbayan since 2001. He took his oath before Supreme Court Chief Justice Renato C. Corona last October 12, 2011.

A journalist, he was already a contributor to Voz de Manila and El Debate when he was a student at the Ateneo de Manila. He also studied law at the University of Santo Tomas and founded his own publication, La Nacion.

Rolando Aureo Gutierrez Andaya Jr., also known as Nonoy Andaya, was a Filipino lawyer and politician who served as a member of the House of Representatives. He represented the 1st district of Camarines Sur from 1998 to 2006 and again from 2010 to 2019. During the 17th Congress, he was a House Deputy Speaker from 2016 to 2018 and was subsequently elected House Majority Leader, serving from 2018 to 2019. In his inter-congressional years, he was the Secretary of Budget and Management from 2006 to 2010 in President Gloria Macapagal Arroyo's cabinet.
