Headquarters Multinational Division Southeast (HQ MND-SE) is NATO's command and control military body in the South-East region under the Multinational Corps Southeast. [1] The operational control is handled by the Supreme Allied Commander Europe (SACEUR). The headquarters are located in Bucharest, Romania. [2] Established on 31 August 2015, the HQ MND-SE is the restructure of the former Romanian 1st Infantry Division. [3] [4] [5]

History

After the Russian aggression against Ukraine in 2014, a NATO Readiness Action Plan was decided upon during the 2014 Wales summit. To implement this decision, Romania offered to form the Multinational Division South-East Headquarters (MND-SE HQ). [5] This was approved by the Romanian Parliament on 23 June 2015. The 1st Infantry Division handed over the command to the Multinational Division on 31 August 2015, and a day later, the Multinational Division was officially inaugurated. [3] The Division Headquarters were activated several months later, in December. [5] Initial operational capability was achieved in 2016. During exercise LOYAL LEDA 18, the Division was declared fully operational in March 2018 after a ceremony held at the Training Center in Cincu. [2] [6]

On 20 January 2023, the command and control over the Multinational Division was transferred to the Multinational Corps Southeast. [1]

Role

The role of the Headquarters Multinational Division Southeast is to coordinate NATO's operations in Romania and Bulgaria, and is able to coordinate NATO's Very High Readiness Joint Task Force during an Article 5 operation. [3] [6] Within NATO's Black Sea security architecture, the Multinational Division complements the allied command and control structure based on the implementation of the Readiness Action Plan. [7]

According to Lieutenant General Alain Parent, Allied Joint Force Command Naples Deputy Commander "This new headquarters, led by Romanian armed forces members, will assure NATO allies of an increased readiness and capability, not only for the Southeast region, but for all NATO territories." [5]

Structure and personnel

The officer corps of HQ MND-SE (including warrant officers and non-commissioned officers) is made up of personnel from 14 contributing nations: Albania, Bulgaria, Canada, France, Greece, Hungary, Italy, Poland, Portugal, Slovakia, Spain, Turkey, the United Kingdom, the United States, as well as Romania which acts as the framework nation. Multi-National Division (South-East) was a British commanded military division responsible for security in the south east of Iraq from 2003 to 2009. It was responsible for the large city of Basra and its headquarters were located at Basra Airport. The division was initially responsible for the governorates of Al Muthanna, Maysan, Basra, and Dhi Qar. MND-SE was a subordinate division of Multi-National Corps Iraq. Multi-National Corps Iraq was itself part of Multi-National Force-Iraq.

The Multinational Corps Northeast was formed on 18 September 1999 at Szczecin, Poland, which became its headquarters. From 1962 LANDJUT had been responsible for the defence of the Baltic Approaches from a headquarters at Rendsburg, Germany. Headquarters Allied Force Command Heidelberg was a formation of the North Atlantic Treaty Organization (NATO) responsible for providing deployable joint staff elements (DJSE) in support of NATO operations worldwide. It was headquartered at Campbell Barracks, Germany, and reported to the Joint Force Command Brunssum (JFCBS). During the War in Afghanistan, it provided command and control elements to the International Security Assistance Force (ISAF). It was disbanded on 1 April 2013.

The Structure of the North Atlantic Treaty Organization is complex and multi-faceted. The decision-making body is the North Atlantic Council (NAC), and the member state representatives also sit on the Defence Policy and Planning Committee (DPPC) and the Nuclear Planning Group (NPG). Below that the Secretary General of NATO directs the civilian International Staff, that is divided into administrative divisions, offices and other organizations. Also responsible to the NAC, DPPC, and NPG are a host of committees that supervise the various NATO logistics and standardisation agencies.

The Multinational Division Central MND (C), was a multi-national division in NATO for Central Europe and had its headquarters at the British JHQ Rheindahlen with its barracks near Mönchengladbach.

<span class="mw-page-title-main">Allied Land Command</span> Standing headquarters for NATO land forces

The Allied Land Command (LANDCOM) formerly Allied Land Forces South-Eastern Europe (LANDSOUTHEAST) is the standing headquarters for NATO land forces which may be assigned as necessary. The Commander LANDCOM is the primary land warfare advisor to Supreme Allied Commander Europe (SACEUR) and the Alliance. When directed by SACEUR, it provides the core of the headquarters responsible for the conduct of land operations. The command is based at Şirinyer (Buca), İzmir in Turkey.
