Abdolfattah Soltani is an Iranian human rights lawyer and spokesman for the Defenders of Human Rights Center. He co-founded the group with Mohammad Seifzadeh and Nobel Peace Prize-winner Shirin Ebadi. Along with Ebadi, Soltani served as a lawyer for the family of slain Iranian-Canadian photojournalist Zahra Kazemi, who was allegedly tortured and murdered in Evin Prison in July 2003. Ebadi and Soltani, along with others, also represented jailed journalist Akbar Ganji during his imprisonment and long hunger strike. Soltani, who won the Nuremberg International Human Rights Award, in 2009, served time in prison in 2005 and 2009, and was sentenced to 18-year prison sentence in 2012.
International organizations have frequently alleged that Azerbaijan has violated human rights standards established in international law.
Novruzali Khanmammad oğlu Mammadov was an Azerbaijani philologist, journalist and activist of Talysh ethnicity. He was the founder and editor of the now-defunct newspaper Tolyshi Sado. Mammadov also worked at the Nasimi Institute of Linguistics of the Azerbaijan National Academy of Sciences and headed a Talysh cultural center, which was closed after his imprisonment.
Ilham Tohti is a Uyghur economist serving a life sentence in China, on separatism-related charges. He is a vocal advocate for the implementation of regional autonomy laws in China, was the host of Uyghur Online, a website founded in 2006 that discusses Uyghur issues, and is known for his research on Uyghur-Han relations. Ilham was summoned from his Beijing home and detained shortly after the July 2009 Ürümqi riots by the authorities because of his criticism of the Chinese government's policies toward Uyghurs in Xinjiang. Ilham was released on August 23 after international pressure and condemnation. He was arrested again in January 2014 and imprisoned after a two-day trial. For his work in the face of adversity he was awarded the PEN/Barbara Goldsmith Freedom to Write Award (2014), the Martin Ennals Award (2016), the Václav Havel Human Rights Prize (2019), and the Sakharov Prize (2019). Ilham is viewed as a moderate and believes that Xinjiang should be granted autonomy according to democratic principles.
Nasrin Sotoudeh is a human rights lawyer in Iran. She has represented imprisoned Iranian opposition activists and politicians following the disputed June 2009 Iranian presidential elections and prisoners sentenced to death for crimes committed when they were minors. Her clients have included journalist Isa Saharkhiz, Nobel Peace Prize laureate Shirin Ebadi, and Heshmat Tabarzadi. She has also represented women arrested for appearing in public without a hijab, which is a punishable offense in Iran. Nasrin Sotoudeh was the subject of Nasrin, a 2020 documentary filmed in secret in Iran about Sotoudeh's "ongoing battles for the rights of women, children and minorities." In 2021, she was named as of Time's 100 Most Influential People in the World. She was released on a medical furlough in July 2021.
Jabbar Savalan is an Azerbaijani blogger and political activist. On 4 May 2011, he was sentenced to two and half years in prison on charges of dealing drugs. The Azerbaijani government defended the ruling, but the European parliament and several human rights groups such as Amnesty International alleged the charges were fabricated and part of a pattern of framing government dissidents to silence them. He received a presidential pardon on 26 December 2011.
Ales Viktaravich Bialiatski is a Belarusian pro-democracy activist and prisoner of conscience known for his work with the Viasna Human Rights Centre. An activist for Belarusian independence and democracy since the early 1980s, Bialiatski is a founding member of Viasna and the Belarusian Popular Front, serving as leader of the latter from 1996 to 1999. He is also a member of the Coordination Council of the Belarusian opposition. He has been called "a pillar of the human rights movement in Eastern Europe" by The New York Times, and recognised as a prominent pro-democracy activist in Belarus.
Kouhyar Goudarzi is an Iranian human rights activist, journalist and blogger who was imprisoned several times by the government of Iran. He previously served as an editor of Radio Zamane. He is a member of Committee of Human Rights Reporters (CHRR), serving as the head from 2005-2009.
Narges Mohammadi is an Iranian human rights activist and Nobel laureate. She is the vice president of the Defenders of Human Rights Center (DHRC), headed by her fellow Nobel Peace Prize laureate, Shirin Ebadi. Mohammadi has been a vocal proponent of mass feminist civil disobedience against the hijab in Iran and a vocal critic of the hijab and chastity program of 2023. In May 2016, she was sentenced in Tehran to 16 years' imprisonment for establishing and running "a human rights movement that campaigns for the abolition of the death penalty." She was released in 2020 but sent back to prison in 2021, where she has since given reports of the abuse and solitary confinement of detained women.
Khadija Rovshan qizi Ismayilova, also Ismailova, is an Azerbaijani investigative journalist and radio host who is currently working for the Azerbaijani service of Radio Free Europe/Radio Liberty, until recently as the host of the daily debate show İşdən Sonra. She is a member of the Organized Crime and Corruption Reporting Project.
Anar Mammadli is a prominent human rights activist in Azerbaijan. He is active in observing and monitoring elections, and he has repeatedly criticized the conduct of elections by Azerbaijani authorities. On 16 December 2013, Mammadli was arrested and jailed, following outspoken criticism of presidential elections in October 2013. In spite of international protests, Mammadli was sentenced to more than 5 years in jail in May 2014. On 29 September 2014, while still in detention, Mammadli was awarded the Václav Havel Human Rights Prize by the Parliamentary Assembly of the Council of Europe, which honours "outstanding" action in defence of human rights.
Oleh Hennadiiovych Sentsov is a Ukrainian filmmaker, writer and activist from Crimea. Sentsov has directed the feature films Gamer (2011), Numbers, and Rhino (2021).
Most Azerbaijanis receive their information from mainstream television, which is unswervingly pro-government and under strict government control. According to a 2012 report of the NGO "Institute for Reporters' Freedom and Safety (IRFS)" Azerbaijani citizens are unable to access objective and reliable news on human rights issues relevant to Azerbaijan and the population is under-informed about matters of public interest.
Leyla Islam qizi Yunusova, better known as Leyla Yunus, is an Azerbaijani human rights activist who serves as the director of Institute of Peace and Democracy, a human rights organisation. She is particularly known for her work helping citizens affected by forced evictions in Baku, on whose behalf she organized several small protests.

Arif Seyfulla oghlu Yunusov, also known as Arif Yunus, is an Azerbaijani author, historian, and human rights activist. He is the head of the Department of Conflict and Migration of the Institute of Peace and Democracy. Arif Yunusov along with his wife Leyla are supporters of a peaceful resolution to the Nagorno-Karabakh conflict between Armenia and Azerbaijan. On 28 April 2014, Arif Yunusov and his wife Leyla were jailed on charges of extortion and treason for allegedly spying for Armenia. After being detained, Arif Yunusov was sentenced to 7 years in jail; his wife, Leyla Yunus, was sentenced to 8.5 years in jail. Their sentences were suspended 15 months later and the couple was allowed to leave for the Netherlands.
Rauf Habibulla oghlu Mirgadirov is an Azerbaijani columnist and journalist. He has worked for the Baku based Russian-language newspaper Zerkalo. A believer in "citizen diplomacy" between Armenia and Azerbaijan over the Nagorno-Karabakh conflict, Mirgadirov was arrested for allegedly spying for Armenia and has been detained since April 2014. In December 2015, he was found guilty and sentenced to six years of prison. Following an appeal of his case, the ruling was upheld in March 2016, but Mirgadirov was released on suspended sentence.

Amirsalar Davoudi is an Iranian human rights lawyer born on 21 June 1981. He was sentenced to 30 years in prison and 111 lashes for his human rights work.
Azerbaijan has been a member of the Council of Europe, an international organization that focuses on strengthening democracy and human rights, since 2001. As a member, it has attracted attention for holding political prisoners, low implementation of verdicts of the European Court of Human Rights (ECtHR), and bribing Council of Europe parliamentarians to suppress negative information about its human rights record. In 2017, the Committee of Ministers launched the first ever infringement proceeding against Azerbaijan after it refused to release opposition politician Ilgar Mammadov after a 2014 ECtHR verdict that his imprisonment was unlawful. There has also been criticism of Azerbaijan's continued membership by those who believe its lack of human rights protection undermines the credibility of the Council of Europe.
