The Jeffrey Cheah Institute on Southeast Asia (JCI) is an independent Malaysian think tank established in March 2014 [1] with a focus on key public policy concerns in Southeast Asia. It is based at Sunway University in the Malaysian state of Selangor.

Contents

JCI's work focuses on four key areas: economics, education, social progress and governance.

The Institute also co-ordinates the Jeffrey Cheah Travel Grants, which facilitate [2] academic exchange between students and staff at Sunway University, Sunway College, Monash University Malaysia Campus and Harvard University in the United States.

History

JCI was created as part of a Jeffrey Cheah Foundation gift that established two Professorships in Southeast Asian Studies at Harvard University. [3] [4] [5]

Woo Wing Thye, Professor of Economics at University of California Davis and the former Executive Director of the Penang Institute [6] was appointed JCI's founding President [7] in 2014.

James Chin, Professor of Political Science and Head of the School of Arts and Social Sciences at Monash University Malaysia [8] was named to lead the Institute's governance programme. Other fellows and researchers are drawn from institutions around the Southeast Asian region.

St. Xaviers Institution Co-educational secondary school in George Town, Penang, Malaysia

St. Xavier's Institution, at Farquhar Street in George Town, Penang, Malaysia, is the oldest Lasallian school in Southeast Asia and one of the Catholic Lasallian schools in Malaysia. While it has a history dating back to 1787, the present-day institution, named after St. Francis Xavier, was only established in 1852.

Kapitan China Chung Thye PhinMSC, JP ; 28 September 1879 – 1935) was a wealthy Malayan tin miner and rubber planter of Hakka ancestry who was raised on the island of Penang in the state of the same name in Malaysia, known at that time as British Malaya. He pioneered the cultivation of Roselle for the production of Roselle fibre rope and twine, his initial effort including the Sweet Kamiri Estate in Sungei Siput. He was a member of the Perak Advisory Board and the last Kapitan China of Perak and Malaya. At the time of his death he was said to have been the wealthiest man in Penang. There was a big turnout at his funeral in Penang including many prominent personalities from the Federated Malay States and the Straits Settlements and the funeral procession was a quarter of a mile long.

Chung Keng Quee

Kapitan China Chung Keng Quee was the founder and administrator of modern Taiping in Perak, Malaysia. Appointed "Capitan China" by the British in 1877, he was a millionaire philanthropist and known as an innovator in the mining of tin. He was involved in many other industries including farming, pawnbroking and logging. He was respected by both Chinese and European communities in the early colonial settlement. His survival in the chaotic era owes much to his standing as leader of the Hai San, a Chinese secret society in British Malaya during the time of the Larut Wars (1862–73). a position he is said to have held till early 1884 although in all probability he continued to remain a leading member. The old fort at Teluk Batu was built by him to safeguard the mine that he opened there. He was a member of the Commission for the Pacification of Larut and sat as one of six members of the Advisory Perak State Council appointed by the British. Commenting on the role of the Perak Council, Richard James Wilkinson wrote,

"It is for the reader, in the light of subsequent events, to judge how far the Councillors were right or wrong, and to see for himself who really did the pioneer work of building up the prosperity of Perak. In the published accounts of British rule in Malaya, sufficient prominence has not always been given to the efforts of these early pioneers; the reaper, intent on his own work, is apt to forget the man who sowed. These Council Minutes are the record of the work of the sowers. A study of that record will show how much the State owes to Sir Hugh Low and to his fellow-Councillors, especially Raja Dris, Sir William Maxwell, and the Chinese towkays, Ah Kwi [Chung Keng Quee] and Ah Yam."

Monash University Malaysia

Monash University Malaysia, the Malaysian campus of Monash University opened in 1998 and is located within the Bandar Sunway township in Malaysia. It is the first foreign university in Malaysia. Monash University Malaysia is one of several Monash University campuses and centres outside the State of Victoria in Australia. Monash University also has a centre in Prato, Italy, a campus in South Africa and a research academy in India.

Perai Other in Penang, Malaysia

Perai is an urban settlement in the city of Seberang Perai, Penang, Malaysia. It lies at the southern bank of the Perai River and borders Butterworth to the north. Perai gave its name to the city of Seberang Perai, the mainland half of the State of Penang.

Kriengsak Chareonwongsak is a Thai scholar and politician. He established the first future studies research institute in Southeast Asia, and was a Member of Thailand's House of Representatives, was on the executive Board for the Democrat Party, and has published on both scholarly and popular topics.

Cheah Tek Soon was a 19th-century Penang businessman, and headman of the Hokkien in Penang, after whom Tek Soon Street was named. He was an active member of the Penang community and the bandstand that was erected near the Town Hall before the Japanese Occupation was his gift to the city.

Foo Tye Sin was a Justice of the Peace and an influential community leader of 19th century. Penang born Foo Tye Sin, a British subject, was a Hakka tin miner who could trace his ancestry to the Yong Ting District, Ting Chou Prefecture, Fujian. He was educated at St. Xavier's Institution and the Penang Free School. Tye Sin Street (四条路), or Lebuh Tye Sin as it is now known as, is named after him.

Liew Chin Tong Malaysian politician

Liew Chin Tong is a Malaysian politician who has served as State Leader of the Opposition of Johor since April 2022 and Member of the Johor State Legislative Assembly (MLA) for Perling since March 2022. He served as the Deputy Minister of Defence in the Pakatan Harapan (PH) administration under former Prime Minister Mahathir Mohamad and former Minister Mohamad Sabu from July 2018 to the collapse of the PH administration in February 2020 and Senator from July 2018 to July 2021. He also served as the Member of Parliament (MP) for Kluang from May 2013 to May 2018 and Bukit Bendera from March 2008 to May 2013. He is a member of the Democratic Action Party (DAP), a component party of the PH opposition coalition. He has served as Deputy Secretary-General of DAP since March 2022 and was Political Education Director of DAP.

Woo Wing Thye Malaysian-American economist

Woo Wing Thye is a Malaysian-American economist. He is currently Professor of Economics at University of California, Davis. He is the President of the Jeffrey Cheah Institute on Southeast Asia and Director of the Jeffrey Sachs Center on Sustainable Development at Sunway University in Malaysia and holds academic positions at the Penang Institute in George Town, Malaysia, Fudan University in Shanghai, and the Institute of Population and Labour Economics of the Chinese Academy of Social Sciences in Beijing.

Cheah Kah Peng is a Malaysian politician, lawyer, painter, writer, filmmaker and human rights activist. He was the Penang State Legislative Assemblyman in Malaysia for the constituency of Kebun Bunga for one term from 2013 to 2018 representing the People's Justice Party (PKR), a component party of Pakatan Harapan (PH).

Ooi Kee Beng is a political historian and Executive Director of Penang Institute. Prior to this, he was the Deputy Director of ISEAS–Yusof Ishak Institute. He is the founder-editor of the Penang Monthly, ISSUES, Monographs and ISEAS Perspective (ISEAS). He is also editor of Trends in Southeast Asia, and a columnist for The Edge.
