He also serves as the elected member of parliament for Madi-Okollo County, Arua District, a position to which he was elected in 2011 though he later lost his parliamentary seat in the 2016 parliamentary elections. In 2007, he was reported to be one of the wealthiest individuals in Uganda.
Rhino Camp Refugee Settlement is a refugee camp in the districts of Madi-Okollo and Terego in northwestern Uganda. It was opened in 1980 and expanded in the wake of the South Sudanese civil war to host the sudden influx of refugees into Northern Uganda. As of January 2018, the settlement had 123,243 registered refugees, mostly South Sudanese, and continues to receive new arrivals.

Terego is a district in Uganda's Northern Region. It is located approximately 360 kilometres (220 mi) northwest of Uganda's capital Kampala. The administrative centre of the district is the trading centre of Leju in Aii-Vu Sub-County. Terego District covers an area of 1,102 square kilometres (425 sq mi) and the areas now making up the district recorded a non-refugee population of 199,303 in the 2014 Ugandan census. Terego District also hosts an estimated 168,000 refugees, mostly from South Sudan, in the Imvepi Refugee Settlement and the western zones of the Rhino Camp Refugee Settlement in the district.
Joanne Aniku Okia is a Ugandan politician in the National Resistance Movement Party. She is the first woman member of parliament for Madi Okollo District and won the parliamentary seat unopposed in the 2021 Ugandan general election.
Bako Christine Abia is a Ugandan politician and she was the Arua District woman Member of Parliament in the eighth and ninth Parliament of Uganda. She belongs to the Forum for Democratic Change political party.
