Minister of labour or labor is typically a cabinet-level position with portfolio responsibility for setting national labour standards, labour dispute mechanisms, employment, workforce participation, training and social security.
José Piñera Echenique is a Chilean economist, one of the famous Chicago Boys, who served as minister of Labor and Social Security, and of Mining, in the military dictatorship of Augusto Pinochet. He is the architect of Chile's private pension system based on personal retirement accounts. Piñera has been called "the world's foremost advocate of privatizing public pension systems" as well as "the Pension Reform Pied Piper". He is now Distinguished Senior Fellow at the Cato Institute, a libertarian think tank based in Washington, President of the International Center for Pension Reform based in Santiago, Senior Fellow at the Italian libertarian think tank Istituto Bruno Leoni, and member of the advisory board of the Vienna-based Educational Initiative for Central and Eastern Europe. He has a master's degree and a Ph.D. in economics from Harvard University. Piñera is a board member in Chile and an active supporter of SOS Children's Villages, the largest orphan and abandoned children's charity in the world. Today, Piñera is director of the magazine Economía y Sociedad, that was relaunched in November 2016.

Carabineros de Chile are the Chilean national law enforcement gendarmerie, who have jurisdiction over the entire national territory of the Republic of Chile. Created in 1927, their mission is to maintain order and enforce the laws of Chile. They reported to the Ministry of National Defense through the Undersecretary of Carabineros until 2011 when the Ministry of the Interior and Public Security gained full control over them. They are in practice separated fully from the three other military branches by department but still are considered part of the armed forces. Chile also has an investigative police force, the Investigations Police of Chile, also under the Interior and Public Security Ministry; a Maritime Police also exists for patrol of Chile's coastline.
The Ministry of the Interior and Public Security is the cabinet-level office of home affairs in Chile, in charge of "maintaining public order, security and social peace" within the country. It is also charged with planning, directing, coordinating, executing, controlling, and informing the domestic policies formulated by the President of Chile. As responsible for local government, the minister supervises all non-elected regional authorities.

The Ministry of Human Resources and Social Security of People's Republic of China is a ministry under the State Council of China which is responsible for national labor policies, standards, regulations and managing the national social security. This includes labor force management, labor relationship readjustment, social insurance management and legal construction of labor. The State Bureau of Civil Servants reports to the new ministry.
Chilean law does specifically prohibit trafficking in persons, and there were isolated reports that persons were trafficked to, from, and within the country for the purposes of sexual exploitation and involuntary domestic servitude. U.S. State Department's Office to Monitor and Combat Trafficking in Persons placed the country in "Tier 1" in 2017. The law criminalizes promoting the entry into or exit from the country of persons for the purpose of facilitating prostitution, with penalties of up to three years in prison and a fine of $827. Sanctions are increased in a number of circumstances, including cases in which the victim is a minor, violence or intimidation is used, deception or abuse of authority is involved, the victim is related or under the tutelage of the perpetrator, or advantage is taken of a victim's circumstances or handicap. The law criminalizes the prostitution of children and corruption of minors, and the age of consent for sexual relations is 14. The law criminalizes obtaining sexual services from a minor in exchange for money or other considerations.
The Ministry of Health of Chile, also known as MINSAL, is the cabinet-level administrative office in charge of planning, directing, coordinating, executing, controlling and informing the public health policies formulated by the President of Chile. The protests were in response to a raise in the Santiago Metro's subway fare, a probity crisis, cost of living, university graduate unemployment, privatisation and inequality prevalent in the country.
