Career
He joined the Austrian diplomatic service in 1979. In the course of his career he served,inter alia,with the Austrian Mission to the European Communities in Brussels (1982-1986),the Austrian Embassy in Moscow (1986-1990),the Private Office of the Austrian Foreign Minister (1991-1995) and as Deputy Political Director and Director for Security Policy and Policy Planning (1995-1999). From 1999 to 2003 he was Ambassador of Austria to Belgium and Head of the Austrian Mission to NATO. From 2002 to 2004 Mayr-Harting also was the Special Representative of the Austrian Foreign Minister for the Western Balkans. Mayr-Harting served as Political Director (Director General for Political Affairs) of the Austrian Foreign Ministry from 2003 to 2008. In 2008 he also chaired the supervisory board of the Austrian Development Agency.
He then served as Permanent Representative of Austria to the United Nations in New York between December 2008 and October 2011. In this latter capacity he also represented Austria on the United Nations Security Council from 1 January 2009 to 31 December 2010. Mayr-Harting was the President of the UN Security Council in November 2009. [4]
From 2010 until October 2015 Mayr-Harting was the Head of the EU Delegation to the United Nations in New York City. He then moved back to Brussels,where he was managing director for Europe and Central Asia in the European External Action Service until August 2019. [5]

Its mandate includes issues such as arms control, the promotion of human rights, freedom of the press, and free and fair elections. The 1955 Austrian State Treaty ended the four-power occupation and recognized Austria as an independent and sovereign state. In October 1955, the Federal Assembly passed a constitutional law in which "Austria declares of her own free will her perpetual neutrality." The second section of this law stated that "in all future times Austria will not join any military alliances and will not permit the establishment of any foreign military bases on her territory." Since then, Austria has shaped its foreign policy on the basis of neutrality.

Johann Frank is a Major General of the Austrian Armed Forces. He is the director cabinet of the Chairman of the European Union Military Committee and supports General Robert Brieger, who took over the chairmanship of the EU Military Committee from that date. From 2020 to 2022, he was director of the Institute for Peace Support and Conflict Management at the National Defence Academy in Vienna. From 2014 to 2020, he held the position of Security policy director at the Federal Ministry of Defence and was a permanent member of the National Security Council (NSC) and the council for integration and foreign policy.
The European Union Monitoring Capacity to Armenia (EUMCAP) was a European Union civilian deployment in the territory of the Republic of Armenia that was agreed on 6 October 2022 and officially became operational on 20 October 2022. The EUMCAP completed its mandate on 19 December 2022 at which point it was superseded by a European Union Planning Assistance Team in Armenia in preparation of a possible longer-term mission in the country.
An OSCE Needs Assessment Team in Armenia was deployed by the Organization for Security and Co-operation in Europe (OSCE) in the territory of the Republic of Armenia between 21 and 27 October 2022 following the Armenia–Azerbaijan border crisis.
Armenia–OSCE relations began when Armenia joined the OSCE's predecessor, the Conference on Security and Cooperation in Europe (CSCE), on 30 January 1992. The CSCE transformed into the Organization for Security and Co-operation in Europe (OSCE) shortly afterwards in 1995.
