The Alaska Department of Fish and Game (ADF&G) is a department within the government of Alaska. ADF&G's mission is to protect, maintain, and improve the fish, game, and aquatic plant resources of the state, and manage their use and development in the best interest of the economy and the well-being of the people of the state, consistent with the sustained yield principle. [1] ADF&G manages approximately 750 active fisheries, 26 game management units, and 32 special areas. From resource policy to public education, the department considers public involvement essential to its mission and goals. [2] The department is committed to working with tribes in Alaska and with a diverse group of State and Federal agencies. [3] The department works cooperatively with various universities and nongovernmental organizations in formal and informal partnership arrangements, and assists local research or baseline environmental monitoring through citizen science programs.

History

In 1949, the Territorial Legislature created the Alaska Territorial Fishery Service in an attempt to influence federal management practices that had decimated salmon populations in Alaska. The Territorial Fishery Service had no authority, but commented on federal regulations, conducted research, and tried to influence federal managers.

In 1955, delegates to the Alaska Constitutional Convention gathered in Fairbanks to draft the Alaska State Constitution. Vincent Ostrom, at the time a University of Oregon assistant professor of political science, assisted delegates in drafting a Natural Resources article. "Although several state constitutions touch on the subject of natural resource use, the Constitution of the State of Alaska contains one of the most comprehensive approaches to public and private resource use of any founding document... Two main principles ultimately guided the framers' design: beneficial use and sustainability. Ostrom offered the delegates several other concepts...including: common use, concurrent use, prior appropriation doctrine, and a vital idea for communities existing in an arid ecosystem, 'private ways of necessity.'". In 1957, in anticipation of statehood, the Territorial legislature expanded the Alaska Fishery Service and renamed it the Alaska Department of Fish and Game. C.L. "Andy" Anderson had been director of the Territorial Fishery Service since 1949 and continued as director for the new organization. Andy hired Jim Brooks to organize the Game Division, Walter Kirkness to organize the Division of Commercial Fisheries and Ed Marvich to develop a Sport Fish Division. These four men began to hire staff in 1958 and decide how the department would be organized.

On January 3, 1959, Alaska became a state. In 1959, the first state legislature established the Department of Fish and Game. However, full authority could not be granted until January 1, 1960, when the regulations and statutes were in place. Governor William Egan named C.L. "Andy" Anderson as the first Commissioner of the Alaska Department of Fish and Game. Alaska Statute 16.05.020 stated the commissioner shall: (1) supervise and control the department and may employ division heads, enforcement agents, and the technical, clerical and other assistants necessary for the general administration of the department; (2) manage, protect, maintain, improve, and extend the fish, game and aquatic plant resources of the state in the interests of the economy and general well-being of the state; and (3) have necessary power to accomplish the foregoing including, but not limited to, the power to delegate authority to subordinate officers and employees of the department. Regulatory process

The fish and wildlife regulatory process in Alaska is unusually transparent. Regulatory responsibilities rest primarily with Alaska's citizens rather than the Department of Fish and Game. Except for aquatic farming, the ADF&G commissioner does not have the authority to regulate fish and wildlife. [6] Instead, the department administers regulations adopted by the Alaska Boards of Fisheries and Game, as well as statutes adopted by the Alaska Legislature. Although the commissioner does have the authority to appoint peace officers for the purpose of enforcing fish and game regulations, [7] enforcement responsibilities rest primarily with the Division of Alaska Wildlife Troopers in the Alaska Department of Public Safety. [8] Given many competing uses of fish and wildlife in Alaska and the public regulatory process, fish and wildlife management decisions are often controversial.

Most uses of fish and wildlife in Alaska are regulated by two citizen boards, the Alaska Board of Fisheries and the Alaska Board of Game. Each board has seven members appointed by the governor and confirmed by a joint session of the state legislature. [9] The boards establish seasons, bag limits, methods and means, and other regulations on taking and uses of fish and wildlife. The boards also allocate resources among various beneficial uses: commercial, recreational, subsistence, and personal use, either directly through “amount necessary for subsistence” determinations or indirectly through season, bag limit, or methods and means regulations. The Boards meet on a regular schedule to consider proposals to change administrative regulations governing hunting and fishing. [10] [11] These public meetings include reports from Department of Fish and Game staff, testimony from the public, and open deliberation by the members of the board leading to votes on whether or not to adopt regulatory proposals.

The Department of Fish and Game submits proposals to the boards to change regulations, as do citizen advisory committees (below) and members of the public. Different groups of users attempt to influence resource management by submitting proposals, writing comments, and offering public testimony to the boards. The boards typically review and act on hundreds of regulatory proposals annually.

The boards are advised by 84 local citizen advisory committees across the state. [12] Advisory committees submit proposals for regulatory changes, provide written and oral comments on regulatory proposals, and work with the boards during scheduled board meetings. Advisory committees meetings are always open to the public and are generally attended by department staff, representatives of other agencies, and members of the public. Advisory committees are intended to provide a local forum on fish and wildlife issues, and to provide policy recommendations to the boards. Citizens wishing to participate in the regulatory process can contact the Boards Support Section of the Alaska Department of Fish and Game.

A number of important species and uses of fish and wildlife in Alaska are not managed by the Alaska Department of Fish and Game. These include marine mammals (see MMPA), fish in federally managed waters (see NPFMC), and subsistence uses of fish and wildlife on federal public lands (see Federal Subsistence Board).

<span class="mw-page-title-main">Alaska salmon fishery</span>

The Alaska salmon fishery is a managed fishery that supports the annual harvest of five species of wild Pacific Salmon for commercial fishing, sport fishing, subsistence by Alaska Native communities, and personal use by local residents. The salmon harvest in Alaska is the largest in North America and represents about 80% of the total wild-caught catch, with harvests from Canada and the Pacific Northwest representing the remainder In 2017 over 200 million salmon were caught in Alaskan waters by commercial fishers, representing $750 million in exvessel value. Salmon fishing is a nearly ubiquitous activity across Alaska, however the most valuable salmon fisheries are in the Bristol Bay, Prince William Sound and Southeast regions.

A conservation officer is a law enforcement officer who protects wildlife and the environment. A conservation officer may also be referred to as an environmental technician/technologist, game warden, park ranger, forest watcher, forest guard, forester, gamekeeper, investigator, wildernessofficer, wildlifeofficer, or wildlife trooper.

The Alabama Department of Conservation and Natural Resources (ADCNR) is the state agency responsible for the conservation and management of Alabama's natural resources including state parks, state lands, wildlife and aquatic resources. ADCNR also issues hunting and fishing licenses for the state. The department promotes wise stewardship and enjoyment of the state's natural resources through five divisions: Marine Resources, State Lands, State Parks and Wildlife and Freshwater Fisheries. Supporting those divisions are seven support sections: Accounting, Diversity and Recruiting, Engineering, Information and Education, Information Technology, Legal, and Personnel and Payroll.

<span class="mw-page-title-main">Louisiana Department of Wildlife & Fisheries – Enforcement Division</span>

The Louisiana Department of Wildlife & Fisheries – Enforcement Division (LDWF) is the fish & game regulatory agency of Louisiana. It has jurisdiction anywhere in the state, and in state territorial waters. The agency enforces both state and federal laws dealing with hunting, fishing, and boating safety. The agency also enforces criminal laws in rural areas including DWI enforcement both on highways and waterways. Most of the Department's Wildlife Agents also carry Federal law enforcement commissions issued from the United States Department of the Interior - U.S. Fish and Wildlife Service, and United States Department of Commerce - U.S. National Marine Fisheries Service (NMFS). These federal commissions allow these state officers to enforce federal migratory waterfowl laws and federal marine fisheries laws in state and federal waters off the coast of Louisiana. Besides their traditional role as a "game warden", Louisiana Wildlife Enforcement Agents also have a number of other responsibilities, including conducting board of health inspections on some portions of the state's commercial fishing industry. Agents are trained in and conduct numerous search and rescue operations, both in remote land areas and on the state's waterways. Agents ensure that hunters, anglers, boaters, dealers, breeders, farmers, and transporters are in compliance with regulations governing equipment, quotas, licenses, and registrations. Agents also assist other State departments and law enforcement agencies in the coordination of educational and professional endeavors, as well as national and state emergency alerts by the Federal Office of Emergency Preparedness. In addition, agents perform search and rescue missions alone or in conjunction with other local, state, and federal agencies.

<span class="mw-page-title-main">Division of Fisheries and Wildlife (Massachusetts)</span>

The Massachusetts Division of Fisheries and Wildlife, sometimes referred to as MassWildlife, is an agency of the Massachusetts Department of Fish and Game, within the Executive Office of Energy and Environmental Affairs. The Massachusetts Division of Fisheries and Wildlife (DFW) is responsible for the conservation - including restoration, protection and management - of fish and wildlife resources for the benefit and enjoyment of the public. MassWildlife was founded as a state fisheries commission in 1866 in response to citizen concerns about the loss of Atlantic salmon to dams and pollution. The agency's activities are mainly supported by revenue from the sale of hunting, trapping and fishing licenses, stamps and permits; returns from federal taxes on hunting and fishing equipment; various bond initiatives (primarily for land purchase. Additional funding is derived from voluntary donations from businesses, conservation organizations, and individuals.

<span class="mw-page-title-main">Arctic policy of the United States</span>

The Arctic policy of the United States is the foreign policy of the United States in regard to the Arctic region. In addition, the United States' domestic policy toward Alaska is part of its Arctic policy.


The Alaska Board of Fisheries consists of seven members who serve three-year terms. Members are appointed by the governor and approved by the legislature. The Board of Fisheries was established under Alaska Statute 16.05.221. While the Alaska Department of Fish and Game was established when Alaska became a state in 1959, the Board of Fisheries was not established until 1975 with the goal of allocating salmon to users. The State Legislature split the Board of Fish and Game into two separate boards: the Board of Game and the Board of Fisheries.

The North Dakota Game and Fish Department is the State of North Dakota's State agency charged with stewardship of the state's fish, game, and wildlife resources. The department sets fish and game regulations, including issuance of hunting and fishing licenses and enforcement of state regulations throughout the state. The department also enforces watercraft regulations and registration, along with enforcement of Invasive species laws.

The Barrow Duck-In was a civil disobedience event that occurred in Utqiaġvik, Alaska, in the spring of 1961. During the Duck-in, the Iñupiat protested a federal hunting ban on ducks, which threatened their livelihood and rights to food security. The Alaskan North Slope is a remote and rural area, and many residents rely on seasonal bird hunts for sustenance. A series of attempts to regulate Iñupiat subsistence by federal and international entities led to the Duck-in, in which over one-hundred Iñupiaq residents of Utqiaġvik protested waterfowl regulations in the area. The Duck-in is considered a seminal protest, as it had significant influence over future subsistence regulation and Native claims laws in Alaska, such as the Alaska Native Claims Settlement Act (ANCSA).
