The Crime and Criminal Tracking Networks and Systems, abbreviated to CCTNS, is a project under the Indian government for creating a comprehensive and integrated system for effective policing through e-Governance. The system includes a nationwide online tracking system by integrating more than 14,000 police stations across the country. The project is implemented by National Crime Records Bureau. [2]

History

The concept of CCTNS was first conceived in the year 2008 by the then Home Minister, [p.chidambram] in the aftermath of 2008 Mumbai attacks. This was then approved by the Cabinet Committee on Economic Affairs (CCEA) in 2009 and was allocated a fund of Rs. 2,000 crore. A pilot phase of the project was launched on 4 January 2013 by the then Home Minister Sushilkumar Shinde. [3]

Functioning

CCTNS aims to integrate all the data and records of crime into a Core Application Software (CAS), which is presently spreading across 28 states and 9 union territories of India. CAS was developed by the Bangalore-based IT firm, Wipro. It needs to integrate different software and platforms followed by different states and to digitize records of those states which have not digitized their police records. The project also involves training of police personnel and setting up of citizen portal to provide services to citizens. [4]

Interoperable Criminal Justice System (ICJS)

The CCEA also decided to implement Interoperable Criminal Justice System (ICJS) by 2017. It will be done through integrating CCTNS with e-Courts, e-Prisons, Forensics, and Prosecution, which are the key components of the Criminal Justice System. e-prosecution in Delhi has already been launched by the ICJS team.

Police IT is the flagship project of the Karnataka State Police aimed at digitizing all the processes involved in policing from basic functions like Crime, Law and Order maintenance and traffic to ancillary functions like police motor transport and training; and connecting all the locations of the Karnataka State Police viz. Police stations, Circle office, sub-divisional police offices, district police offices, campus networks at COP, CID, Chief office and other offices of special units. It has been brought under CCTNS now.

Rape is the fourth most common crime against women in India. According to the 2019 annual report of the National Crime Records Bureau (NCRB), 32033 rape cases were registered across the country, or an average of 88 cases daily, slightly lower than 2018 when 91 cases were registered daily. Of these, 30,165 rapes were committed by perpetrators known to the victim, a high number similar to 2018. The share of victims who were minors or below 18 - the legal age of consent - stood at 15.4%, down from 27.8% in 2018. On the other hand, rapes by juveniles remained high in India with 3 minors being arrested for rape, assault and attempted violence on women and girls each day in 2019.

The National Intelligence Grid or NATGRID is the integrated intelligence master database structure for counter-terrorism purpose connecting databases of various core security agencies under Government of India collecting comprehensive patterns procured from 21 different organizations that can be readily accessed by security agencies round the clock. Its current CEO is Ashish Gupta, IPS.

Prisons, and their administration, is a state subject covered by item 4 under the State List in the Seventh Schedule of the Constitution of India. The management and administration of prisons falls exclusively in the domain of the State governments, and is governed by the Prisons Act, 1894 and the Prison manuals of the respective state governments. Thus, the states have the primary role, responsibility and authority to change the current prison laws, rules and regulations. The Central Government provides assistance to the states to improve security in prisons, for the repair and renovation of old prisons, medical facilities, development of borstal schools, facilities to women offenders, vocational training, modernization of prison industries, training to prison personnel, and for the creation of high security enclosures.

Devendra Fadnavis Indian politician (born 1970)

Devendra Gangadharrao Fadnavis is an Indian politician serving as the 9th and current Deputy Chief Minister of Maharashtra since from 30 June 2022. He served as the 18th Chief Minister of Maharashtra from 31 October 2014 to 12 November 2019. Having been sworn in at the age of 44, he's the second-youngest Chief Minister in Maharashtra's history after Sharad Pawar. He served a 5-day long second term as Chief Minister during the 2019 Maharashtra political crisis, before resigning on 28 November 2019. On 30 June 2022, he took oath as the Deputy Chief Minister of Maharashtra, following the 2022 Maharashtra political crisis. The e-Courts project was conceptualized on the basis of the National Policy and Action Plan for Implementation of information and communication technology (ICT) in the Indian Judiciary–2005 submitted by e-Committee, with a vision to transform the Indian Judiciary by ICT enablement of Courts. In other words, the e-Court project is all about providing ICT enablement of courts to make the justice delivery system affordable and cost-effective. The e-Courts Integrated Mission Mode Project (Phase-I) is one of the national e-Governance projects being implemented in High Courts and district/subordinate Courts of the Country. The Government approved the computerization of 14,249 district & subordinate Courts under the project by March 2014 with a total budget of Rs. 935 crore. The objective of the e-Courts project is to provide designated services to litigants, lawyers, and the judiciary by universal computerization of district and subordinate courts in the country and enhancement of ICT enablement of the justice system.

The Indian Police Foundation and Institute is a New Delhi based research organization, seeks to bring the police and the citizen stakeholders together, to collectively work for improving the professional, ethical and the service delivery standards of the police.

Lok Nayak Jayaprakash Narayan National Institute of Criminology & Forensic Science

National Forensic Science University, Delhi is the Delhi Campus of the National Forensic Sciences University. It specializes in teaching criminology and forensic science and is located in New Delhi, India. The institute was established by Government of India in 1972 within the Bureau of Police Research and Development following recommendations of the University Grants Commission (UGC).

A. K. Viswanathan Indian police officer

Dr. A. K. Viswanathan, IPS, is an Indian Police Service officer of the 1990 batch. He is presently in the rank of Director General of Police and serves as the Managing Director of Tamil Nadu Police Housing Corporation Limited, a wholly owned Company of the Government of Tamil Nadu. TNPHC is engaged in various projects related to police housing and infrastructure. He served as the Commissioner of Police, Greater Chennai, from May 2017 to 1 July 2020.

Brijesh Singh is an Indian Police Service officer. He serves as the Additional Director General for Police in Mumbai City. Formerly he was Secretary & Director General, Information & Public Relations and Special Inspector General of Police, Government of Maharashtra. He has led the implementation of MH Cyber Project, CERT MH and Predictive Policing units. Brijesh Singh is a 1996-batch IPS officer with outstanding academic credentials. He is BE (Mining), MA (Psychology), MA (PublicAdministration), Diploma in Computer Forensics, PGD.
