The Defense Business Board was established in 2001 [1] as a complement to broader transformation efforts in the Department of Defense from an overly burdensome bureaucracy to a more streamlined, effective organization. The Board consists of approximately twenty private sector executives with experience in business management. The purpose of the Board is to provide independent advice, which reflects an outside private sector perspective, on best business practices for application to the Department. The Board’s objective is to enhance the efficiency and effectiveness of organizational support to the nation's warfighters.
The Board operates under the provisions of the Federal Advisory Committee Act of 1972, as amended, and follows a Secretary of Defense approved charter available at the DoD Defense Business Board website. [2]
The Board members, to include the Board’s Chairperson, are appointed annually by the United States Secretary of Defense and do not receive any payments for their services. [3] The Chairs of the Defense Policy Board and the Defense Science Board serve as non-voting ex officio members of the Board. The Director of the Office of Management and Budget and the Comptroller General of the General Accounting Office serve as non-voting observers of the Board.
In October 2014, Deputy Secretary Robert O. Work instructed the Board to hire consultants from McKinsey & Company to identify wasteful spending. [4] McKinsey discovered DoD was spending $134 billion, 23% of its total budget, on back-office work, and that the back-office bureaucracy staff of over one million people was nearly as great as the number of active duty troops. [4] On January 22, 2015, the Board then voted to adopt a McKinsey plan to cut $125 billion in waste over five years. [4]
After Secretary Chuck Hagel was replaced by Ash Carter the next month, however, Deputy Secretary Work expressed he was concerned that the gain from any savings achieved would then be removed from the defense budget by Congress. [4] Under Secretary Frank Kendall III argued that he could not achieve any efficiencies and, instead, that he needed to hire 1,000 more staff. [4] Secretary Carter then replaced the Board chairman, classified the McKinsey results as secret, and removed the report from public websites. [4]
In 2016 the DBB provided the model for the Defense Innovation Advisory Board which was established by Defense Secretary Carter during the 2016 during RSA cyber security conference in San Francisco.
In December 2020, the outgoing Trump administration replaced the majority of the board with new appointees, including Trump allies Corey Lewandowski and David Bossie. [5] [6] [7]
Raymond Edwin Mabus Jr. is an American politician and lawyer. A member of the Democratic Party, he served as the 75th United States Secretary of the Navy from 2009 to 2017. Mabus previously served as the State Auditor of Mississippi from 1984 to 1988, as the 60th Governor of Mississippi from 1988 to 1992, and as the United States Ambassador to Saudi Arabia from 1994 to 1996.
William Sebastian Cohen is an American lawyer, author, and politician from the U.S. state of Maine. A Republican, Cohen served as both a member of the United States House of Representatives (1973–1979) and Senate (1979–1997), and as Secretary of Defense (1997–2001) under Democratic President Bill Clinton.
James Rodney Schlesinger was an American economist and public servant who was best known for serving as Secretary of Defense from 1973 to 1975 under Presidents Richard Nixon and Gerald Ford. Prior to becoming Secretary of Defense, he served as Chair of the Atomic Energy Commission (AEC) from 1971 to 1973, and as CIA Director for a few months in 1973. He became America's first Secretary of Energy under Jimmy Carter in 1977, serving until 1979.
Leon Edward Panetta is an American Democratic Party politician who has served in several different public office positions, including Secretary of Defense, CIA Director, White House Chief of Staff, Director of the Office of Management and Budget, and as a U.S. Representative from California.
Ashton Baldwin Carter was an American government official and academic who served as the 25th United States Secretary of Defense from February 2015 to January 2017. He later served as director of the Belfer Center for Science & International Affairs at Harvard Kennedy School.
The military budget is the largest portion of the discretionary United States federal budget allocated to the Department of Defense, or more broadly, the portion of the budget that goes to any military-related expenditures. The military budget pays the salaries, training, and health care of uniformed and civilian personnel, maintains arms, equipment and facilities, funds operations, and develops and buys new items. The Assistant Secretary of Defense for Networks & Information Integration was an appointed position that provided management and oversight of all DoD information technology, including national security systems. The ASD(NII) also served as the chief information officer (CIO) of the United States Department of Defense (DoD), a position distinct from the ASD and governed by the Clinger-Cohen Act.

Robert Orton Work is an American national security professional who served as the 32nd United States Deputy Secretary of Defense for both the Obama and Trump administrations from 2014 to 2017. Prior to that, Work was the United States Under Secretary of the Navy from 2009 to 2013, and before that served as a colonel in the United States Marine Corps; Work retired in 2001 and worked as a civilian at the Center for Strategic and Budgetary Assessments (CSBA) and the George Washington University in various positions relating to military and strategic study. From 2013 to 2014, he was the CEO of the Center for a New American Security (CNAS). After his time as Deputy Secretary of Defense, he went on to serve on the Board of Raytheon.
Lisa W. Hershman is an American government official who served as the chief management officer of the Department of Defense from December 19, 2019, to January 1, 2021. She previously served as the Deputy Chief Management Officer of the Department of Defense from April 13, 2018, to December 19, 2019. On December 1, 2018, she became the acting chief management officer of the Department of Defense following the resignation of John H. Gibson. On July 22, 2019, Hershman was nominated for the position of Chief Management Officer of the Department of Defense.[3] On December 19, 2019, this nomination was approved by a voice vote of the U.S. Senate, making her the highest-ranking woman ever confirmed by the U.S. Senate to a Pentagon position at the time.
The Defense Policy Board Advisory Committee, also referred to as the Defense Policy Board, is a federal advisory committee to the United States Department of Defense. Their charter is available online through the office of the Director of Administration and Management of the Department of Defense. The committee type is discretionary.
Anthony Jean Tata, is an American retired United States Army officer, author, and government official. He is a retired brigadier general of the United States Army (1981–2009), and later served as a school district administrator for two large school districts in the District of Columbia and North Carolina. He served as Secretary of Transportation of North Carolina from 2013 to 2015 under Governor Pat McCrory. Tata is the author of the Threat series of thriller novels.

Mark Thomas Esper is an American politician and manufacturing executive who served as the 27th United States secretary of defense from 2019 to 2020. A member of the Republican Party, he had previously served as the 23rd U.S. secretary of the Army from November 2017 to July 2019.
The chief management officer (CMO) of the United States Department of Defense (DoD) was the third-in-command of the department after the Secretary of Defense and Deputy Secretary of Defense. The position's purpose was to reduce costs by improving the quality and productivity of DoD's business operations. Congress disestablished the CMO position with the passage of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 effective 1 January 2021.
