Morgan State University is a public historically black research university in Baltimore,Maryland. It is the largest of Maryland's historically black colleges and universities (HBCUs). In 1890,the university,then known as the Centenary Biblical Institute,changed its name to Morgan College to honor Reverend Lyttleton Morgan,the first chairman of its board of trustees and a land donor to the college. It became a university in 1975.

The university was founded in 1927 as the Capitol Radio Engineering Institute by a former US Navy Radioman. West Virginia State University (WVSU) is a public historically black,land-grant university in Institute,West Virginia. Founded in 1891 as the West Virginia Colored Institute,it is one of the original 19 land-grant colleges and universities established by the second Morrill Act of 1890,which evolved as a diverse and inclusive campus. Following desegregation,WVSU's student population slowly became more white than black. As of 2017,WVSU's student body was 75% white and only 8% African-American.

The history of the University of Maryland,College Park began in 1856,when the Maryland Agricultural College was chartered. The state took complete control of the school in 1916,and consequently the institution was renamed Maryland State College. In a massive 1988 restructuring of the state higher education system,the school was designated as the flagship campus of the newly formed University of Maryland System and was formally named University of Maryland,College Park.
John Oakley Spencer, Ph.D.,LL.D. was an ordained minister and college administrator who served as the fourth president of Morgan State University from 1902 to 1937. Spencer's presidency is considered to be a renaissance period and the first "Era of Progress" for Morgan,in which the campus underwent major transformations. The other "Era's of Progress" were under the presidency of Martin D. Jenkins,Ph.D. (1948–1970) and during the presidency of Earl S. Richardson (1984–2010).
