Frederick William Kacher [1] (born 1968) [2] is a United States Navy vice admiral who has served as commander of the United States Seventh Fleet since February 15, 2024. He most recently served as the acting superintendent of the United States Naval Academy [3] from August 2023 to January 2024. He previously served as vice director for operations of the Joint Staff from June 2022 to June 2023. He served as the assistant deputy chief of naval operations for operations, plans, and strategy of the United States Navy from May 2021 to June 2022, and prior to that, he served as the Commander of Expeditionary Strike Group 7. Raised in Oakton, Virginia, Kacher graduated from the United States Naval Academy in 1990 with a B.S. degree in English. He later earned a Master of Public Policy degree with a concentration in international relations from the Kennedy School at Harvard University. [4]

Kacher is the author of the "Newly Commissioned Naval Officer's Guide" (first edition 2009, second edition 2018) and co-author with fellow Naval Academy alumnus Douglas Robb of the "Naval Officer's Guide to the Pentagon" (2019). [4] [9] [10] [11]

Military career

In June 2022, Kacher was assigned as vice director for operations of the Joint Staff. [12]

In January 2023, Kacher was nominated for promotion to vice admiral and assignment as commander of the United States Seventh Fleet. [13] [14]

Kurt Walter Tidd is a retired United States Navy admiral. He last served as the Commander, United States Southern Command. Prior to that assignment, Tidd served as Assistant to the Chairman of the Joint Chiefs of Staff. He also served as the Director for Operations, Joint Staff (J-3) from 2012 to 2013, and as Commander, United States Naval Forces Southern Command and United States Fourth Fleet from August 5, 2011, to June 22, 2012. Confirmed by the Senate on December 16, 2015, Tidd received his fourth star and succeeded John F. Kelly as commander of United States Southern Command on January 14, 2016. Tidd held the title of "Old salt", which means he received his qualification for Surface Warfare before any other active-duty navy officer. He passed said title to Admiral Philip S. Davidson upon his retirement. Upon the May 30, 2018, retirement of his United States Naval Academy classmate, Admiral Harry B. Harris Jr., Tidd also gained the honorific of "Old Goat" – the longest-serving Naval Academy graduate on active duty. Harris presented Tidd with the Old Goat decanter in a ceremony on April 11, 2018.

Patricia Ann Tracey is a retired United States naval officer and the first woman to be promoted to the rank of vice admiral in the United States Navy. She held the positions of chief of naval education and training (CNET) (1996–98), Deputy Assistant Secretary of Defense for Military Personnel Policy (1998–2001), and director of navy staff from 2001 until the time of her retirement on October 1, 2004. At that time, she was also the all-time senior-ranking female officer in the United States military.
