The Government of Sudan is the federal provisional government created by the Constitution of Sudan having executive, parliamentary, and the judicial branches. Previously, a president was head of state, head of government, and commander-in-chief of the Sudanese Armed Forces in a de jure multi-party system. Legislative power was officially vested in both the government and in the two houses – the National Assembly (lower) and the Council of States (upper) – of the bicameral National Legislature. The judiciary is independent and obtained by the Constitutional Court. [1] However, following the Second Sudanese Civil War and the still ongoing genocide in Darfur, Sudan was widely recognized as a totalitarian state where all effective political power was held by President Omar al-Bashir and his National Congress Party (NCP). [2] [3] [4] [5] However, al-Bashir and the NCP were ousted in a military coup on April 11, 2019. [6] [7] The government of Sudan was then led by the Transitional Military Council (TMC). [8] [9] [10] [11] On 20 August 2019, the TMC dissolved giving its authority over to the Transitional Sovereignty Council, who were planned to govern for 39 months until 2022, in the process of transitioning to democracy. However, the Sovereignty Council and the Sudanese government were dissolved in October 2021. [12]

President al-Bashir's government was dominated by members of Sudan's National Islamic Front (NIF), a fundamentalist political organization formed from the Muslim Brotherhood in 1986. In 1998, the NIF founded the National Congress Party (NCP) as its legal front. the NCP/NIF dominates much of Khartoum's overall domestic and foreign policies. President al-Bashir named a new cabinet on April 20, 1996 which includes members of the NIF, serving and retired military officers, and civilian technocrats. On March 8, 1998, he reshuffled the cabinet and brought in several former rebel and opposition members as ministers. He reshuffled his cabinet again on January 24, 2000 but announced few changes. A government of national unity was sworn in on 22 September, with 16 members from the National Congress, nine from the Sudan People's Liberation Movement (SPLM) and two from the northern opposition National Democratic Alliance, which left the seats vacant in protest over how the posts were allocated. The Darfur rebels were not represented. Al-Bashir, as chairman of the Revolutionary Command Council for National Salvation (RCC), assumed power on June 30, 1989 and served concurrently as chief of state, chairman of the RCC, prime minister, and minister of defense until 16 October 1993 when he was appointed president by the RCC; upon its dissolution on 16 October 1993, the RCC's executive and legislative powers were devolved to the president and the Transitional National Assembly (TNA), Sudan's appointed legislative body, which has since been replaced by the National Assembly elected in March 1996; on December 12, 1999 Bashir dismissed the National Assembly during an internal power struggle between the president and speaker of the Parliament Hassan al-Turabi.

On April 11, 2019, al-Bashir was ousted in a coup led by Vice President and Defense Minister Ahmed Awad Ibn Auf, with his government then being dissolved afterwards. [15] [16] On April 12, 2019, Auf, who still served as Minister of Defense, handed power to Lt. General Abdel Fattah Abdelrahman Burhan, general inspector of the armed forces. [17] [18] Auf would also give up his position as Minister of Defense on April 14, 2019. [19] On October 25, 2021, Burhan dissolved the Sudanese government and the Sovereignty Council which ruled Sudan in the aftermath of al-Bashir's downfall following another successful coup. Legislative

The country was recently in a transitional period following the signing of a Comprehensive Peace Agreement (CPA) on 9 January 2005 that officially ended the civil war between the Sudanese Government (based in Khartoum) and the southern-based Sudan People's Liberation Movement (SPLM) rebel group. The newly formed National Legislature, whose members were chosen in mid-2005, had two chambers. The National Assembly (Majlis Watani) consisted of 450 appointed members who represent the government, former rebels, and other opposition political parties. The Council of States (Majlis Welayat) had 50 members who are indirectly elected by state legislatures. All members of the National Legislature served six-year terms. However, the National Legislature was dissolved during the April 2019 coup as well. [23]

The legal system is based on Islamic law; as of January 20, 1991, the now defunct Revolutionary Command Council imposed Islamic law in the northern states; Islamic law applies to all residents of the northern states regardless of their religion; some separate religious courts; accepts compulsory International Court of Justice jurisdiction, with reservations.

Administrative divisions

Sudan is divided into eighteen states, each of which were governed by a governor and council of ministers, each member of each state of council of ministers were appointed by the president of the country. The elections of governors was different from others, the president picks three people who he decided will be running against each other, the one who wins at least 50% popular vote is the governor of that state. If no one wins at least 50% popular vote, the person with the fewest votes is disqualified from the campaign and they redo the election and then someone has to have at least 50% popular vote. State governments and their legislative councils were also dissolved during the April 2019 coup. The following are the states of Sudan:

State and local government

Relations between the central government and local authorities have been a persistent problem in Sudan. [24] According to the Interim National Constitution, each state had its own legislative, executive, and judicial organs. [24] The state-empowered local government and state constitutions determined the organization and electoral procedures for local government. [24] Each state was headed by a governor and a state council of ministers. [24] The governor, together with the state council of ministers, exercised the executive powers of the state in compliance with the schedule of responsibilities set forth in the Interim National Constitution. [24] Each state had its own capital and was divided into several localities or provinces, which, in turn, were subdivided into administrative units. [24] Governors were elected in 2010, and they appointed their own ministers. [24] All 15 Northern governors were from the NCP except for the Blue Nile governor, who was a member of the SPLM. [24] Revenue flowed upward to the federal treasury. [24] Some levels of government became so small, however, that they did not have a solid financial base. [24]

<span class="mw-page-title-main">Omar al-Bashir</span> President of Sudan from 1989 to 2019

Omar Hassan Ahmad al-Bashir is a Sudanese former military officer and politician who served as Sudan's head of state under various titles from 1989 until 2019, when he was deposed in a coup d'état. He was subsequently incarcerated, tried and convicted on multiple corruption charges. He came to power in 1989 when, as a brigadier general in the Sudanese Army, he led a group of officers in a military coup that ousted the democratically elected government of prime minister Sadiq al-Mahdi after it began negotiations with rebels in the south; he subsequently replaced President Ahmed al-Mirghani as head of state. He was elected three times as president in elections that have been under scrutiny for electoral fraud. In 1992, al-Bashir founded the National Congress Party, which remained the dominant political party in the country until 2019. In March 2009, al-Bashir became the first sitting head of state to be indicted by the International Criminal Court (ICC), for allegedly directing a campaign of mass killing, rape, and pillage against civilians in Darfur. On 11 February 2020, the Government of Sudan announced that it had agreed to hand over al-Bashir to the ICC for trial.

<span class="mw-page-title-main">National Congress Party (Sudan)</span> 1998–2019 ruling party of Sudan

The National Congress Party was a major political party that dominated domestic politics in Sudan from its foundation until the Sudanese Revolution.

The National Islamic Front was an Islamist political organization founded in 1976 and led by Dr. Hassan al-Turabi that influenced the Sudanese government starting in 1979, and dominated it from 1989 to the late 1990s. It was one of only two Islamic revival movements to secure political power in the 20th century.

This article covers the period of the history of Sudan between 1985 and 2019 when the Sudanese Defense Minister Abdel Rahman Swar al-Dahab seized power from Sudanese President Gaafar Nimeiry in the 1985 Sudanese coup d'état. Not long after, Lieutenant General Omar al-Bashir, backed by an Islamist political party, the National Islamic Front, overthrew the short lived government in a coup in 1989 where he ruled as President until his fall in April 2019. During Bashir's rule, also referred to as Bashirist Sudan, or as they called themselves the al-Ingaz regime, he was re-elected three times while overseeing the independence of South Sudan in 2011. His regime was criticized for human rights abuses, atrocities and genocide in Darfur and allegations of harboring and supporting terrorist groups in the region while being subjected to United Nations sanctions beginning in 1995, resulting in Sudan's isolation as an international pariah.

General Salah Abdallah "Gosh" is the former national security advisor of the Republic of the Sudan. Prior to this position, he was the director of the National Intelligence and Security Service. He currently holds the rank of army general. Salah Gosh was reinstated to his former position as the Director General of NISS on 11 February 2018 by President Omar al-Bashir. On 13 April 2019, he resigned from his post, which was confirmed to Sudanese TV by the ruling Transitional Military Council.

<span class="mw-page-title-main">Central Darfur</span> Occupied state in Sudan

Central Darfur State is a state in south-western Sudan, and one of five comprising the Darfur region. It was created in January 2012 as a result of the ongoing peace process for the wider Darfur region. The state capital is Zalingei. The state was formed from land that had been part of the states of West Darfur and South Darfur.

A coup d'état was carried out by the Sudanese Armed Forces on 30 June 1989 against the democratically elected government of Prime Minister Sadiq al-Mahdi and President Ahmed al-Mirghani. The coup was led by military officer Omar al-Bashir who took power in its aftermath; he ruled the country for the next 30 years until he was overthrown in 2019.

Ali Ahmed Karti is a Sudanese politician and businessman. Karti served as Minister of Foreign Affairs of Sudan from 2010 to 2015. As of June 2021 he is the secretary general of the Sudanese Islamic Movement.

Ahmed Awad Ibn Auf is a Sudanese politician and Sudanese Army General who served as the de facto head of state for one day from 11 April 2019 to 12 April 2019 after taking part in the 2019 Sudanese coup d'état. Auf previously served as the minister of defense in Sudan from 23 August 2015 to 14 April 2019, and the First Vice President of Sudan from February to April 2019.

<span class="mw-page-title-main">Sudanese revolution</span> 2018–2019 protests and political upheaval

The Sudanese Revolution was a major shift of political power in Sudan that started with street protests throughout Sudan on 19 December 2018 and continued with sustained civil disobedience for about eight months, during which the 2019 Sudanese coup d'état deposed President Omar al-Bashir on 11 April after thirty years in power, 3 June Khartoum massacre took place under the leadership of the Transitional Military Council (TMC) that replaced al-Bashir, and in July and August 2019 the TMC and the Forces of Freedom and Change alliance (FFC) signed a Political Agreement and a Draft Constitutional Declaration legally defining a planned 39-month phase of transitional state institutions and procedures to return Sudan to a civilian democracy.

A coup d'état took place in Sudan in the late afternoon on 11 April 2019, when President Omar al-Bashir was overthrown by the Sudanese Armed Forces after popular protests demanded his departure. At that time, the army, led by Ahmed Awad Ibn Auf, toppled the government and National Legislature and declared a state of emergency in the country for a period of 3 months, followed by a transitional period of two years before an agreement was reached later.

<span class="mw-page-title-main">Abdel Fattah al-Burhan</span> Sudanese army general (born 1960)

Abdel Fattah al-Burhan Abdelrahman al-Burhan is a Sudanese army general who is the de facto ruler of Sudan. Following the Sudanese Revolution in April 2019, he was handed control of the military junta, the Transitional Military Council, a day after it was formed, due to protesters' dissatisfaction with the establishment ties of initial leader Ahmed Awad Ibn Auf. He served as chairman of the TMC until a draft constitutional declaration signed with civilians went into effect on the 17th of August and a collective head of state Transitional Sovereignty Council was formed, also to be initially headed by al-Burhan.

<span class="mw-page-title-main">Hemedti</span> Sudanese military officer, former warlord and Janjaweed mercenary

Mohamed Hamdan Dagalo, generally referred to mononymously as Hemedti, Hemetti, Hemeti, or Hemitte, is a Janjaweed leader from the Rizeigat tribe in Darfur, who was the Deputy head of the Transitional Military Council (TMC) following the 2019 Sudanese coup d'état. Since 2013, Hemetti has commanded the Rapid Support Forces (RSF). He was considered by The Economist to be the most powerful person in Sudan as of early July 2019.

The Transitional Sovereignty Council is the collective head of state of Sudan, formed on 20 August 2019, by the August 2019 Draft Constitutional Declaration. It was dissolved by Chairman Abdel Fattah al-Burhan in the October 2021 Sudanese coup d'état and reconstituted the following month with new membership, effectively changing it from a unity government to a military junta.

<span class="mw-page-title-main">2019–2022 Sudanese protests</span> Protests against the military of Sudan

The 2019–2022 Sudanese protests were street protests in Sudan which began in mid-September 2019, during Sudan's transition to democracy, about issues which included the nomination of a new Chief Justice and Attorney General, the killing of civilians by the Rapid Support Forces (RSF), the toxic effects of cyanide and mercury from gold mining in Northern state and South Kordofan, opposition to a state governor in el-Gadarif and to show trials of Sudanese Professionals Association (SPA) coordinators, and advocating the dismissal of previous-government officials in Red Sea, White Nile, and South Darfur. The protests follow the Sudanese Revolution's street protests and civil disobedience of the early September 2019 transfer of executive power to the country's Sovereignty Council, civilian prime minister Abdalla Hamdok, and his cabinet of ministers. Hamdok described the 39-month transition period as defined by the aims of the revolution.

<span class="mw-page-title-main">2021 Sudanese coup d'état</span> Military overthrow of the Sovereignty Council of Sudan

On 25 October 2021, the Sudanese military, led by General Abdel Fattah al-Burhan, took control of the Government of Sudan in a military coup. At least five senior government figures were initially detained. Civilian Prime Minister Abdalla Hamdok refused to declare support for the coup and on 25 October called for popular resistance; he was confined to house arrest on 26 October. Internet outages were reported. Later the same day, the Sovereignty Council was dissolved, a state of emergency was put in place, and a majority of the Hamdok Cabinet and a number of pro-government supporters were arrested. As of 5 November 2021, the list of those detained included "government ministers, members of political parties, lawyers, civil society activists, journalists, human rights defenders, and protest leaders", who were held in secret locations, without access to their families or lawyers.
