Senior Master Sergeant James J. "Jim" Stanford (died 25 August 2012) instituted forward air control techniques for directing air strikes during the Vietnam War and the Laotian Civil War. Despite his Combat Controller activities being restricted by his lack of a pilot's license, no access to military aircraft, and a ban on using rocketry to mark targets for strikes, Stanford flew 218 combat missions in Laos. Although his duties were abruptly ended by a decision by General William W. Momyer, Stanford had demonstrated the necessity for forward air control in Laos; his successors were the Raven Forward Air Controllers. The resulting air campaigns would drop about the same tonnage of bombs on Laos as were dropped during the entirety of World War II. After serving 24 years in the U.S. Air Force, Stanford transitioned to an allied civilian job in airfield management for a further 20-year career. He died on 25 August 2012 as a result of surgery.

Biography

James J. Stanford began his military career by enlisting in the U.S. Air Force in January 1955. After training as an Air Traffic Controller, he directed air traffic in various assignments, in the United States, Greenland, and Germany. When he was accepted for Combat Controller training in June 1963, he already had a background of experience in directing aircraft. He subsequently was a member of a seven-man team sent on temporary duty to Colombia; the air commandos trained the Colombian Air Force in both counter-insurgency and paratroop operations. [1]

Jim Stanford subsequently served in both South Vietnam and the Kingdom of Thailand during the Vietnam War. Technical Sergeant Stanford was subsequently assigned to the Kingdom of Laos, along with Charles Larimore Jones, in early 1966 to advise General Vang Pao on air operations for the Laotian Civil War. When Stanford arrived in Laos, various improvised systems were being used to direct air strikes. [2] A short-lived forward air control system had proved its worth from 19–29 July 1964 during Operation Triangle. [3] This success led to establishment of ongoing bombing campaigns in Laos. Operation Barrel Roll began channeling air strikes into northern Laos on 14 December 1964. [4] Operation Steel Tiger began bombing the Ho Chi Minh Trail in southern Laos on 3 April 1965. [5]

With this background, the need for forward air control was apparent. Stanford was assigned to Nakhon Phanom Royal Thai Air Force Base in April 1966 to ride along on forward air control missions against North Vietnamese efforts to resupply their troops in Laos. A month later, he was infiltrated into Laos in civilian clothing and with no military identification. [6] While working in mufti, he used his Combat Controller expertise to work around restrictions forbidding the use of smoke rockets to mark targets in Laos for air strikes. Because he wasn't a pilot, he rode in the co-pilot's seat when he flew. Because no military aircraft were available, Stanford cadged rides with civilian pilots on hire by the Central Intelligence Agency. While operating predominantly from tiny hazardously substandard Lima Site airstrips in the wilds of Laos used by Air America and Continental Air Services, Stanford flew 218 combat missions. [2] His estimation of the Lima strips: "Most of them were unbelievable, 300 to 400 feet long, not in a straight line, with all sorts of inclines. Some were shaved off mountain tops and some followed curved ridgelines." [7]

Although he usually directed bombings by verbal description of the terrain, Stanford also resorted to directly dropping hand grenades in glass jars and scrounged 100-pound bombs to mark close air support targets for harried Royal Lao Army troops under attack. Given the number of U.S. Air Force, U.S. Navy, and Royal Lao Air Force flights available for air strikes, he was often a very busy combatant. [2]

Stanford's assignment in Laos came to an abrupt end in late 1966. When General William W. Momyer, the commander of 7/13th Air Force, discovered that the Combat Controllers in Laos were enlisted non-pilots, he abruptly ended the Butterfly Forward Air Control program and replaced it with the officer pilots of the Raven Forward Air Controllers. Stanford spent 1967–1968 in South Vietnam supporting airlift operations. He returned to Vietnam in late 1970 to serve with the 1198th Operational Evaluation and Training Squadron's Project Heavy Chain. He returned to the United States in late 1972. [1] Meanwhile, the Laotian bombing campaigns that Stanford had fostered crested at about 300 strike sorties daily during 1969. By the time the bombing in Laos halted on 22 February 1973, 2,093,100 tons of bombs had been dropped in Laos; [9] [10] by comparison, 2,150,000 tons of bombs were dropped in the entirety of World War II. [11] The bombing in Laos was a major factor in turning an estimated 20% of Laotians into internal refugees. [10] After further assignments in Greenland and Arkansas, Stanford retired as a Senior Master Sergeant on 24 years service in January 1979. He then worked in airfield supervision at Little Rock Air Force Base as a civilian employee until he retired from that job in 1999. In later years, he also earned a private pilot's license through the Federal Aviation Administration; he was also licensed by the FAA as a senior parachute rigger. [1]

Major General Richard Vernon Secord, Retired, is a United States Air Force officer with a notable career in covert operations. Early in his military service, he was a member of the first U.S. aviation detachment sent to the Vietnam War in August 1961, Operation Farm Gate. Secord left Vietnam in 1965 to attend Air Command and Staff College. Afterwards, he returned to Southeast Asia, being detailed to the Central Intelligence Agency for duty in the Secret War in Laos. While in Laos, he was responsible for several notable military actions. One was the Battle of Lima Site 85. Another was the only successful prisoner of war rescue of the Vietnam War. Both of these came about because of his responsibilities for overseeing the operations of the Royal Lao Air Force, Air America, and Raven FACs.

Battle of Lima Site 85

The Battle of Lima Site 85, also called Battle of Phou Pha Thi, was fought as part of a military campaign waged during the Vietnam War and Laotian Civil War by the North Vietnamese People's Army of Vietnam (PAVN) and the Pathet Lao, against airmen of the United States Air Force (USAF)'s 1st Combat Evaluation Group, elements of the Royal Lao Army, Royal Thai Border Patrol Police, and the Central Intelligence Agency-led Hmong Clandestine Army. The battle was fought on Phou Pha Thi mountain in Houaphanh Province, Laos, on 10 March 1968, and derives its name from the mountaintop where it was fought or from the designation of a 700 feet (210 m) landing strip in the valley below, and was the largest single ground combat loss of United States Air Force members during the Vietnam War.

Operation Barrel Roll was a covert U.S. Air Force 2nd Air Division and U.S. Navy Task Force 77, interdiction and close air support campaign conducted in the Kingdom of Laos between 14 December 1964 and 29 March 1973 concurrent with the Vietnam War.

Operation Niagara

Operation Niagara was a U.S. Seventh Air Force close air support campaign carried out from January through March 1968, during the Vietnam War. Its purpose was to serve as an aerial umbrella for the defense of the U.S. Marine Corps Khe Sanh Combat Base on the Khe Sanh Plateau, in western Quang Tri Province of the Republic of Vietnam. The base was under siege by an estimated three-divisional force of the People's Army of Vietnam (PAVN).

William W. Momyer

William Wallace Momyer was a general officer and fighter pilot in the United States Air Force. Among his notable posts were those commanding the Air Training Command, the Seventh Air Force during the Vietnam War, and the Tactical Air Command (TAC). During his tour in Southeast Asia, he was concurrently the deputy commander of the Military Assistance Command, Vietnam (MACV) for air operations and thus responsible for Operation Rolling Thunder, the air campaign against North Vietnam, which Momyer executed in the face of micromanagement from President Lyndon B. Johnson and Secretary of Defense Robert S. McNamara.

Farm Gate was the code name for an American air force mission operating in Vietnam before the overt US entry into the Vietnam War.

United States Air Force Combat Control Teams, singular Combat Controller (CCT), are American special operations forces who specialize in all aspects of air-ground communication, including air traffic control, fire support, and command, control, and communications in covert, forward, or austere environments.

Palace Dog was a United States Air Force covert operation to support the Royal Laotian Government in its military operations during the Laotian Civil War portion of the Vietnam War. Palace Dog, Project 404, and the Raven FACs principal task was the supply of forward air controllers for close air support to the Royal Lao Army (RLA).

Raven Forward Air Controllers

The Raven Forward Air Controllers, also known as The Ravens, were fighter pilots used as forward air controllers (FACs) in a covert operation in conjunction with the US Central Intelligence Agency in Laos during America's Vietnam War. The Ravens pinpointed targets for most of the air strikes against communist Pathet Lao and People's Army of Vietnam infiltrators in support of the Laotian Hmong guerrilla army.

Forward air control during the Vietnam War

The forward air controller (FAC) played a significant part in the Vietnam War from the very start. Largely relegated to airborne duty by the constraints of jungled terrain, FACs began operations as early as 1962. Using makeshift propeller-driven aircraft and inadequate radio nets, they became so essential to air operations that the overall need for FACs would not be completely satisfied until 1969. The FAC's expertise as an air strike controller also made him an intelligence source, munitions expert, communication specialist, and above all, the on-scene commander of the strike forces and the start of any subsequent combat search and rescue if necessary.

Operation Raindance was a military operation of the Laotian Civil War, staged from 17 March to 7 April 1969. It was launched by the U.S. Air Force (USAF) in support of Hmong guerrillas raised by the Central Intelligence Agency (CIA). As the guerrillas were being pressured by enemy troops pushing to within ten kilometers of their main bases, the aerial campaign was planned to cause a pullback by the pressing communists.

Operation Off Balance was a hastily planned offensive operation of the Laotian Civil War; it happened between 1 and 15 July 1969 on the Plain of Jars in the Kingdom of Laos. The Royal Lao Government forces in Military Region 1 of Laos had just been evicted from the crucial all-weather airfield at Muang Soui, as well as most of the Plain, on 28 June 1969. Hmong General Vang Pao planned a quick counter-offensive to recapture the airfield from his communist foe; it would kick off on 1 July, supported by 60 sorties per day of tactical air strikes from Operation Barrel Roll.

Charles Larimore Jones, also known as Charlie Jones, was an architect of the U.S. Air Force's forward air control doctrine, as well as one of its early practitioners during the Laotian Civil War. He was trained in forward air control techniques as a Combat Controller in 1954. In 1962, he was one of the Operation Jungle Jim volunteers who reestablished the Air Commandos. He was the first Combat Controller committed solely to support the U.S. Army Special Forces. Based on his experience, in 1963 he was assigned to Hurlburt Field to write the field manual on forward air control while expanding the Combat Controller curriculum.

Operation Junction City Jr. was a major Laotian offensive of the Vietnam War; initially aimed at temporary disruption of the Ho Chi Minh Trail, it was extended into an attempt to isolate the major North Vietnamese communist transshipment point at Tchepone from the units it was supposed to supply.

The Tchepone Operation was an interdiction campaign by the Royal Lao Armed Forces aimed at disrupting the People's Army of Vietnam (PAVN) supply line, the Ho Chi Minh trail. The pair of three-battalion Central Intelligence Agency-sponsored Royalist irregular columns aimed at a communist garrison at Moung Phine, and the vital transshipment point of Tchepone. The Muang Phine thrust was fruitless. The Tchepone column stalled on Route 9 only 13 kilometers from the logistics center on 31 October. Between 1 and 10 November, the PAVN fiercely attacked while reinforced with nine antiaircraft guns and six mortars. The Royalist guerrillas retreated to base under cover of tactical air strikes by the Royal Lao Air Force and U.S. Air Force that inflicted heavy casualties on the PAVN, including close air support delivered within 20 meters of the Royalists. Analysis of the results of the Tchepone Operation convinced the CIA that regimental operations should replace multi-battalion ones.

Project Waterpump was a secretive support operation by the U.S. Air Force to train and nurture into existence the Royal Lao Air Force (RLAF). The United States had decided to covertly support the Kingdom of Laos in the Laotian Civil War as the Lao fended off a North Vietnamese invasion. The nascent RLAF was seen as a force multiplier but needed pilots and technicians. The 40-man Detachment 6, 1st Air Commando Wing, code named Waterpump, was forwarded to Udorn Royal Thai Air Force Base for this training duty in March 1964. They would remain on duty through the truce of 21 February 1973. Their first hasty assignment was transition training to the T-28 Trojan for American civilian pilots; the resulting A Team would exist through 1967. The Air Commandos also conducted final training for Royal Thai Air Force (RTAF) mercenary pilots; the resultant B Team would serve until 1970. Besides putting a polish on graduate pilots, the Waterpump detachment trained Lao pilots from scratch. The RLAF's high pilot casualty rate made bringing the RLAF rosters up to strength a long grind.

The Battles of Nakhang were fought between Royalist forces and North Vietnamese invaders for control of the northern base of Nakhang, Laos. The Lima Site 36 airstrip at Nakhang was capable of handling aircraft up to the size of C-123 cargo carriers; its location and length made it a vital component of the Royalist defense. Lima Site 36 was the airhead for their guerrillas' movements and resupply, as well as a staging point for U.S. combat search and rescue helicopters.
