Jeanne Harley Guillemin (March 6, 1943 - November 15, 2019) was an American medical anthropologist and author, who for 25 years taught at Boston College as a professor of Sociology and for over ten years was a senior fellow in the Security Studies Program at Massachusetts Institute of Technology. Biography

Born (March 6, 1943) Jean Elizabeth Garrigan in Brooklyn, New York City, she was raised in Rutherford, New Jersey and received a bachelor's degree (1968) in social psychology from Harvard University. In 1973, she completed a PhD in sociology and anthropology at Brandeis University. She taught at Boston College from 1972 until 2005. [6]

While at Boston College, Guillemin did extensive research on hospital technology and medical ethics, receiving fellowships to work on the U.S. Senate Finance Committee staff and at the Hastings Center for the Study of Ethics. She was also co-head of the National Library of Medicine's HealthAware Project, a joint project with Harvard Medical School to test how the internet could be used to educate people about preventive health measures. She married Robert Guillemin and had two sons, Robert and John. She divorced her first husband and in 1986, married Matthew Meselson. [6] [8]

In the 1980s, Guillemin became interested in the misuse of biomedical science by government weapons programs. She involved herself in two of her husband's investigations of alleged violations of international arms control agreements by the Soviet Union which involved germ weapons. The first was the "yellow rain" accusation by the United States against the USSR, to the effect that the Soviets enabled the Laotian army to use deadly mycotoxins to attack Hmong refugees allied with the US during the Vietnam War. This accusation had been disputed by Meselson in 1983 when he argued that the yellow material was actually bee feces mistaken for a biological weapon by those under attack and by certain US government scientists. (The issue remains disputed and the US government has not withdrawn the allegations, arguing that the controversy has not been fully resolved.) [7]

In 1992, Guillemin became part of Meselson's investigation into another Cold War controversy, the 1979 outbreak of anthrax in Sverdlovsk, a closed Soviet city in the Ural Mountains. The Soviet government claimed the cause was infected meat. Guillemin's interviews with the families of victims (64 people were recorded as dying) resulted in an epidemiological map showing the source to be an air-borne release of anthrax spores from a military facility where, in violation of the 1972 Biological Weapons Convention, the testing of anthrax weapons had been in process. In 1994, the results of this research were published in Science and in 1999 her book on this research was published (Anthrax: The Investigation of a Deadly Outbreak, U of California Press). [6] [7]

After 9/11, with the advent of the anthrax letter attacks, Guillemin was frequently asked by the media to explain the disease, based on her experience in Russia. In 2005 she published Biological Weapons: From State-sponsored Programs to Contemporary Bioterorism, Columbia U Press) which offers a concise, comprehensive history of how anthrax and other microbes were developed as weapons over the course of the 20th century, resulting in potential bioterrorism. She turned her attention to the 2001 anthrax letter attacks after the 2008 suicide of the FBI's prime suspect, an anthrax scientist who worked for the U.S. Army at Fort Detrick, Maryland. Her third book on biological weapons is about the letters and their impact on victims and government organizations. It is called American Anthrax: Fear, Crime, and the Investigation of the Nation's Deadliest Bioterror Attack, (Macmillan/Holt/Times, 2011). [7]

Guillemin joined the MIT Center for International Studies in 2006 as a research associate and senior advisor. In October 2019, she established an endowed fund to provide financial support to female PhD candidates studying international affairs. [9]

Guillemin died on November 15, 2019, at the age of 76. [6] [10]

Anthrax is an infection caused by the bacterium Bacillus anthracis. Infection typically occurs by contact with the skin, inhalation, or intestinal absorption. Symptom onset occurs between one day and more than two months after the infection is contracted. The skin form presents with a small blister with surrounding swelling that often turns into a painless ulcer with a black center. The inhalation form presents with fever, chest pain and shortness of breath. The intestinal form presents with diarrhea, abdominal pains, nausea and vomiting.

The Demon in the Freezer is a 2002 nonfiction book on the biological weapon agents smallpox and anthrax and how the American government develops defensive measures against them. It was written by journalist Richard Preston, also author of the best-selling book The Hot Zone (1994), about ebolavirus outbreaks in Africa and Reston, Virginia and the U.S. government's response to them.

On 2 April 1979, spores of Bacillus anthracis were accidentally released from a Soviet military research facility in the city of Sverdlovsk, Soviet Union. The ensuing outbreak of the disease resulted in the deaths of at least 68 people, although the exact number of victims remains unknown. The cause of the outbreak was denied for years by the Soviet authorities, which blamed the deaths on consumption of tainted meat from the area, and subcutaneous exposure due to butchers handling the tainted meat. The accident was the first major indication in the Western world that the Soviet Union had embarked upon an offensive programme aimed at the development and large-scale production of biological weapons.

The United States biological weapons program officially began in spring 1943 on orders from U.S. President Franklin Roosevelt. Research continued following World War II as the U.S. built up a large stockpile of biological agents and weapons. In 1984, 751 people suffered food poisoning in The Dalles, Oregon, United States, due to the deliberate contamination of salad bars at ten local restaurants with Salmonella. A group of prominent followers of Rajneesh led by Ma Anand Sheela had hoped to incapacitate the voting population of the city so that their own candidates would win the 1984 Wasco County elections. The incident was the first and is still the single largest bioterrorist attack in U.S. history.

The "Statement on Chemical and Biological Defense Policies and Programs" was a speech delivered on November 25, 1969, by U.S. President Richard Nixon. In the speech, Nixon announced the end of the U.S. offensive biological weapons program and reaffirmed a no-first-use policy for chemical weapons. The statement excluded toxins, herbicides and riot-control agents as they were not chemical and biological weapons, though herbicides and toxins were both later banned. The decision to ban biological weapons was influenced by a number of domestic and international issues.

Entomological warfare (EW) is a type of biological warfare that uses insects to interrupt supply lines by damaging crops, or to directly harm enemy combatants and civilian populations. There have been several programs which have attempted to institute this methodology; however, there has been limited application of entomological warfare against military or civilian targets, Japan being the only state known to have verifiably implemented the method against another state, namely the Chinese during World War II. However, EW was used more widely in antiquity, in order to repel sieges or cause economic harm to states. Research into EW was conducted during both World War II and the Cold War by numerous states such as the Soviet Union, United States, Germany and Canada. There have also been suggestions that it could be implemented by non-state actors in a form of bioterrorism. Under the Biological and Toxic Weapons Convention of 1972, use of insects to administer agents or toxins for hostile purposes is deemed to be against international law.

The E61 anthrax bomblet was an American biological sub-munition for the E133 cluster bomb. This anti-personnel weapon was developed in the early 1950s and carried 35 milliliters of anthrax spores or another pathogen.

The Vigo Ordnance Plant, also known as the Vigo Chemical Plant or simply Vigo Plant, was a United States Army facility built in 1942 to produce conventional weapons. In 1944 it was converted to produce biological agents for the U.S. bio-weapons program. Although the plant never actually produced bio-weapons before the end of World War II, it did produce 8000 pounds of an anthrax simulant. After the war, the plant was transferred to Pfizer, who operated it until the plants closure in 2008.

The United States Biological Defense Program—in recent years also called the National Biodefense Strategy—refers to the collective effort by all levels of government, along with private enterprise and other stakeholders, in the United States to carry out biodefense activities.

Anthrax weaponization is the development and deployment of the bacterium Bacillus anthracis or, more commonly, its spore, as a biological weapon. As a biological weapon, anthrax has been used in biowarfare and bioterrorism since 1914. However, in 1975 the Biological Weapons Convention prohibited the "development, production and stockpiling" of biological weapons. It has since been used in bioterrorism.

Milton Leitenberg is an American academic specializing in arms control and weapons of mass destruction. He is a senior research associate with the Center for International and Security Studies at Maryland (CISSM), a division within the School of Public Policy at the University of Maryland.

<span class="mw-page-title-main">Rebecca Katz</span> Global Health Professor

Rebecca Katz is a professor and director of the Center for Global Health Science and Security at Georgetown University Medical Center. She is an expert in global health and international diplomacy, specializing in emerging infectious diseases.
