The United States Fleet Forces Command (USFF) is a service component command of the United States Navy that provides naval forces to a wide variety of U.S. forces. The naval resources may be allocated to Combatant Commanders such as United States Northern Command (USNORTHCOM) under the authority of the Secretary of Defense. Originally formed as United States Atlantic Fleet (USLANTFLT) in 1906, it has been an integral part of the defense of the United States of America since the early 20th century. In 2002, the Fleet comprised over 118,000 Navy and Marine Corps personnel serving on 186 ships and in 1,300 aircraft, with an area of responsibility ranging over most of the Atlantic Ocean from the North Pole to the South Pole, the Caribbean Sea, Gulf of Mexico, and the waters of the Pacific Ocean along the coasts of Central and South America.
The Fifth Fleet is a numbered fleet of the United States Navy. Its area of responsibility encompasses approximately 2.5 million square miles, and includes the Persian Gulf, Red Sea, Arabian Sea, and parts of the Indian Ocean. It shares a commander and headquarters with U.S. Naval Forces Central Command (NAVCENT) in Bahrain. Fifth Fleet/NAVCENT is a component command of, and reports to, U.S. Central Command (CENTCOM).

Carter previously served as the 8th president of the University of Nebraska system from 2020 to 2023, the 62nd superintendent of the United States Naval Academy from 2014 to 2019, and the 54th president of the United States Naval War College from 2013 to 2014.
Carrier Strike Group 5, also known as CSG 5 or CARSTRKGRU 5, is the U.S. Navy carrier strike group assigned to the United States Pacific Fleet and permanently forward deployed to the U.S. 7th Fleet. The Strike Group Flagship is the Nimitz-class aircraft carrier USS Ronald Reagan (CVN-76) which also embarks Strike Warfare Commander, Carrier Air Wing Five and its nine squadrons. As of June 2015, CSG 5 includes two Ticonderoga-class cruisers and Destroyer Squadron Fifteen, which serves as the Sea Combat Commander and is responsible for nine assigned Arleigh Burke-class destroyers.
Philip Scot Davidson is a retired four-star admiral in the United States Navy who last served as the 25th commander of United States Indo-Pacific Command from May 30, 2018 to April 30, 2021. He previously served as the commander of United States Fleet Forces Command and United States Naval Forces Northern Command from 2014 to 2018. Davidson is from St. Louis, Missouri, and is a 1982 graduate of the United States Naval Academy. He retired from the U.S. Navy effective May 1, 2021.
Scott Harbison Swift is a retired admiral in the United States Navy, serving as the commander of the U.S. Pacific Fleet from May 27, 2015 to May 17, 2018. He previously served as the director of Navy Staff in the office of the Chief of Naval Operations.

In United States Naval Academy terminology, the Old Goat is the longest-serving Naval Academy graduate on active duty. Since 2014, the designation has been accompanied by an award created by a previous Old Goat, Rear Admiral Alton L. Stocks. The award - a crystal decanter engraved with the initials and class years of previous holders - is passed to a new Old Goat upon the current holder's retirement. There have been nine Old Goats so awarded, each after more than 35 years' service to the U.S. Navy.
Admiral Lisa Marie Franchetti is a United States Navy admiral who has been the (33rd) chief of naval operations, and due to having that position, a member of the Joint Chiefs of Staff, since November 2, 2023. She is the first woman to be chief of naval operations, and the first woman to serve on the Joint Chiefs of Staff.

Blake Lamont Converse is a United States Navy vice admiral and submarine warfare officer serving as deputy commander of the United States Pacific Fleet since May 7, 2021. As deputy commander, he deputizes for the Commander, U.S. Pacific Fleet and handles the fleet's day-to-day administration from headquarters in Joint Base Pearl Harbor–Hickam. He previously served as commander of submarine forces of the Pacific Fleet from February 21, 2019 to April 29, 2021.
Daniel P. Martin is a United States Navy rear admiral and naval aviator who serves as the director of maritime operations of the United States Pacific Fleet. He most recently served as the commander of Carrier Strike Group 1 from May 28, 2021 to May 3, 2022. He previously served as senior military assistant to the Assistant Secretary of State for Political-Military Affairs. In earlier command tours, he commanded Carrier Air Wing 8 from June 2015 to 2016 and Strike Fighter Squadron 37 from 2010 to 2011.
Brian Patrick Fort is a retired United States Navy rear admiral and surface warfare officer who last served as the 35th commander of the United States Naval Forces Japan and commander of Navy Region Japan from July 10, 2019 to July 14, 2021. As CNFJ/CNRJ, Fort was responsible for providing shore readiness to U.S. naval forces in Japan and maritime support to the American forward presence in Japan as well as cooperation with the Japan Maritime Self-Defense Force to promote regional stability and deter aggression. He previously served as commander of Navy Region Hawaii and Naval Surface Group Middle Pacific from August 2017 to June 2019, with tours as commodore of Destroyer Squadron 26 from June 2013 to June 2015 and commanding officer of USS Gonzalez (DDG-66) from February 2008 to August 2009.
