Local government in England broadly consists of three layers: civil parishes, local authorities, and regional authorities. Every part of England is governed by at least one local authority, but parish councils and regional authorities do not exist everywhere. In addition, there are 31 police and crime commissioners, four police, fire and crime commissioners, and ten national park authorities with local government responsibilities. Local government is not standardised across the country, with the last comprehensive reform taking place in 1974.
Local authority areas in England typically have an executive leader and a cabinet selected from the local council, similar to how the national prime minister and cabinet are selected from Parliament. In contrast, residents of some areas, or groups of areas known as combined authorities or combined county authorities, directly elect the executive mayors of their local government.
City of Doncaster Council is the local authority of the City of Doncaster, a metropolitan borough with city status in South Yorkshire, England. Prior to being awarded city status in 2022 the council was called Doncaster Metropolitan Borough Council. The council is based at the Civic Office in Waterdale, central Doncaster. A combined authority (CA) is a type of local government institution introduced in England outside Greater London by the Local Democracy, Economic Development and Construction Act 2009. CAs are created voluntarily and allow a group of local authorities to pool appropriate responsibility and receive certain devolved functions from central government in order to deliver transport and economic policy more effectively over a wider area. In areas where local government is two-tier, both must participate in the combined authority.
A police and crime commissioner is an elected official in England and Wales responsible for generally overseeing police services. A police, fire and crime commissioner (PFCC) is an elected official in England responsible for generally overseeing both police and fire services. Commissioners replaced now-abolished police authorities. The first were elected on 15 November 2012.
Wakefield Council, formally the City of Wakefield Metropolitan District Council, is the local authority of the City of Wakefield in West Yorkshire, England. Wakefield is a metropolitan borough with city status. The council and provides a full range of local government services including Council Tax billing, libraries, social services, town planning, waste collection and disposal, and it is a local education authority. Wakefield is divided into 21 wards, electing 63 councillors. A third of the council is elected for three of every four years.

The council is a constituent member of the South Yorkshire Mayoral Combined Authority.
The South Yorkshire Mayoral Combined Authority is the combined authority for South Yorkshire in England, with powers over transport, economic development and regeneration. It covers a total area of 3,484 km2 (1,345 sq mi) with a population of 1.8 million. The four metropolitan boroughs of South Yorkshire – Sheffield, Rotherham, Doncaster and Barnsley – are full members of the authority, while the Derbyshire Dales, North East Derbyshire, Chesterfield and Bolsover districts of Derbyshire, and the Bassetlaw district of Nottinghamshire, are non-constituent members.
Rotherham Metropolitan Borough Council is the local authority of the Metropolitan Borough of Rotherham in South Yorkshire, England. It is a metropolitan district council, one of four in South Yorkshire and one of 36 in the metropolitan counties of England. The council was created in 1974 under the Local Government Act 1972.

The Cities and Local Government Devolution Act 2016 is an Act of the Parliament of the United Kingdom that allows for the introduction of directly elected mayors to combined authorities in England and Wales and the devolution of housing, transport, planning and policing powers to them. The bill was introduced to the House of Lords by Baroness Williams of Trafford, the Parliamentary Under Secretary of State for Communities and Local Government, on 28 May 2015.
The Mayor of the West Midlands is a directly elected political post who chairs the West Midlands Combined Authority, covering the local authorities serving Birmingham, Coventry, Dudley, Sandwell, Solihull, Walsall and Wolverhampton.
The Mayor of Cambridgeshire and Peterborough is a combined authority mayor, first elected in May 2017. The mayor is leader of the Cambridgeshire and Peterborough Combined Authority.
The Mayor of the Liverpool City Region, is a combined authority mayor, who chairs the Liverpool City Region Combined Authority. The first, and current, officeholder is Steve Rotheram, who was elected to the post in May 2017.
The North of Tyne Combined Authority was a mayoral combined authority which consisted of the local authorities of Newcastle upon Tyne, North Tyneside, and Northumberland, all in North East England. The authority came into being on 2 November 2018 under the statutory name Newcastle upon Tyne, North Tyneside and Northumberland Combined Authority. The three local authorities previously formed part of the North East Combined Authority, which continued to exist covering a smaller area. The two combined authorities cooperated on the North East Joint Transport Committee.
The inaugural Sheffield City Region mayoral election was held on 3 May 2018 to elect the mayor of the Sheffield City Region. The mayor will lead the Sheffield City Region Combined Authority. Voting is restricted to the four councils which are constituent members of the combined authority: Barnsley, Doncaster, Rotherham and Sheffield. Together these councils make up South Yorkshire.
Elections of police and crime commissioners in England and Wales were held on 6 May 2021, on the same day as the Senedd election in Wales and the local elections in England. This was the third time police and crime commissioner elections have been held. The elections were originally due to take place in May 2020 but were postponed by 12 months in view of the COVID-19 pandemic. Turnout was an average of 34.1% across the elections, with Wales having much higher turnout mainly due to the simultaneous Senedd election held across Wales, whereas only parts of England had simultaneous local elections.
The Mayor of West Yorkshire is a directly elected mayor responsible for the metropolitan county of West Yorkshire in England. The Mayor chairs and leads the West Yorkshire Combined Authority, and assumes the office and powers of the West Yorkshire Police and Crime Commissioner.
The Mayor of York and North Yorkshire is the mayor of the York and North Yorkshire Combined Authority covering the City of York and North Yorkshire unitary authority areas and was elected for the first time in May 2024.
