The member states of the International Atomic Energy Agency (IAEA) are those states which have joined the international organization that seeks to promote the peaceful use of nuclear energy, and to inhibit its use for any military purpose, including nuclear weapons. The IAEA was established as an autonomous organization on 29 July 1957. Though established independently of the United Nations through its own international treaty, the IAEA Statute, [1] the IAEA reports to both the UN General Assembly and Security Council. During 1956, an IAEA Statute Conference was held to draft the founding documents for the IAEA, and the IAEA Statute was completed at a conference in 1957.

Former member state

Four states have withdrawn from the IAEA at some point in the past, but three of them have since rejoined the AIEA. North Korea became a member in 1974, [14] [15] [2] but withdrew in 1994 after the Board of Governors found it in non-compliance with its safeguards agreement and suspended most technical cooperation. [16] Nicaragua became a member in 1957, withdrew its membership in 1970, and rejoined in 1977, [12] [13] Honduras joined in 1957, withdrew in 1967, and rejoined in 2003, [11] while Cambodia joined in 1958, withdrew in 2003, and rejoined in 2009. The Treaty on the Non-Proliferation of Nuclear Weapons, commonly known as the Non-Proliferation Treaty or NPT, is an international treaty whose objective is to prevent the spread of nuclear weapons and weapons technology, to promote cooperation in the peaceful uses of nuclear energy, and to further the goal of achieving nuclear disarmament and general and complete disarmament. Between 1965 and 1968, the treaty was negotiated by the Eighteen Nation Committee on Disarmament, a United Nations-sponsored organization based in Geneva, Switzerland.

The United Nations General Assembly has granted observer status to international organizations, entities, and non-member states, to enable them to participate in the work of the United Nations General Assembly, though with limitations. The General Assembly determines the privileges it will grant to each observer, beyond those laid down in a 1986 Conference on treaties between states and international organizations. Exceptionally, the European Union (EU) was in 2011 granted the right to speak in debates, to submit proposals and amendments, the right of reply, to raise points of order and to circulate documents, etc. As of May 2011, the EU is the only international organization to hold these enhanced rights, which has been likened to the rights of full membership, short of the right to vote.

A nuclear fuel bank is reserve of low enriched uranium (LEU) for countries that need a backup source of LEU to fuel their nuclear reactors. Countries that do have enrichment technology would donate enriched fuel to a "bank", from which countries not possessing enrichment technology would obtain fuel for their power reactors.

States parties are legally obligated to co-operate with the Court when it requires, such as in arresting and transferring indicted persons or providing access to evidence and witnesses. The People's Republic of China was established in 1949 and was not recognized by the United Nations (UN) as the legitimate government of China until 1971. Prior to then, the Republic of China represented the interests of China, with both it and the PRC claiming to be the only legitimate representative of whole China. In 1950, the PRC requested its admission to the UN and the expulsion of the representatives of the Kuomintang from the United Nations Security Council; the request was unsuccessful, after which the Soviet Union initiated a boycott of the UN. Following that, annual motions for the PRC's recognition were introduced by a variety of UN member states, until the PRC was formally recognized in October 1971.
