Ruhakana Rugunda (born 7 November 1947) is a Ugandan physician and politician who was Prime Minister of Uganda from 2014 to 2021. He held a long series of cabinet posts under President Yoweri Museveni beginning in 1986. He served as Uganda's Minister of Foreign Affairs from 1994 to 1996,and Minister of Internal Affairs from 2003 to 2009. Subsequently,he was Permanent Representative to the United Nations from 2009 to 2011 and Minister of Health from 2013 to 2014. [1]
He was appointed as Prime Minister on 18 September 2014 to 21 June 2021. He replaced Amama Mbabazi,who was dropped from the Cabinet. [2]
Harvard University published a case study profiling Rugunda's role in peace talks with the Lord's Resistance Army,called "Giving Peace a Chance:The 2006-2008 Negotiations to End the Conflict in Northern Uganda".
Rugunda was born in Kabale District on 7 November 1947. As a young boy,he would often sit and read the newspapers to his father Surumani Rugunda,and it is these experiences at an early age that sparked his later interest in politics. Rugunda attended Kigezi High School and Busoga College Mwiri where he served as head prefect,before joining the Makerere University Medical School and later the University of Zambia where he studied medicine,graduating a Bachelor of Medicine and Bachelor of Surgery. He later studied at the University of California,Berkeley and obtained a Master of Science in public health. [1] [3]
Before joining Ugandan politics,Rugunda worked as medical officer in Zambia,as a physician at the District of Columbia General Hospital in Washington,D. C.,and at Kenyatta National Hospital in Nairobi,Kenya. [1] [3]
While attending Makerere University in Uganda,Rugunda,commonly referred to as "Ndugu" (Swahili for "brother") by friends,served as President of the National Union of Students of Uganda (NUSU),a political youth movement. [4] As a young political activist,Rugunda was part of the Uganda People's Congress (UPC) and was said to be close to President Apollo Milton Obote. In one of the last interviews before his death,Obote lamented as to why the brilliant Rugunda had gotten himself entangled with Yoweri Museveni and the National Resistance Movement. Rugunda was one of a few who had been seen by Obote as future leaders of the party and country. [4]
In 1985 he met with the leaders of the Ugandan National Resistance Movement (NRM) at the inn "Zum grünen Jäger" in Unterolberndorf,Austria,for a conspirative conference to elaborate a political programme for the liberated Uganda. After Museveni took power in 1986,Rugunda held a long series of Cabinet posts:he was Minister of Health from 1986 to 1988,Minister of Works,Transport and Communication from 1988 to 1994,Minister of Foreign Affairs from 1994 to 1996,Minister of Information from 1996 to 1998,Minister at the Presidency from 1998 to 2001,Minister of Water,Lands and Environment from 2001 to 2003,and Minister of Internal Affairs from 2003 to 2009. He also served as Chairman of the NRM Electoral Commission,as Member of Parliament for Kabale Municipality,and as President of the Governing Council of the United Nations Environment Program (UNEP). In July 2006,Rugunda led a Ugandan government negotiating team to Juba to hold peace talks with the Lord's Resistance Army. [5] [6]
In January 2009,he was appointed as Uganda's Permanent Representative to the United Nations. At the same time,the position was elevated to Cabinet Ministerial level in Uganda. He twice served as the President of the Security Council in July 2009 and in October 2010 during Uganda's two-year stint on the Security Council. [7]
In the cabinet reshuffle of 27 May 2011,he was instead appointed as Minister of Information and Communication Technology. In May 2013,he was moved to the post of Minister of Health,replacing Christine Ondoa,who became an advisor to the President of Uganda on public health matters. [1]
Rugunda was appointed as Prime Minister on 18 September 2014. [1] [2]
Rugunda is married to Jocelyn Rugunda and they are the parents of four sons. He enjoys reading,playing tennis and chess in his spare time. [3]
Eriya Kategaya was a Ugandan lawyer and politician. At the time of his death he was Uganda's First Deputy Prime Minister and Minister for East African Community Affairs. He was also an ex officio Member of the Ugandan Parliament,on account of being a cabinet minister.
Makerere University is Uganda's largest and oldest institution of higher learning,first established as a technical school in 1922,and the oldest currently active university in East Africa. It became an independent national university in 1970. Today,Makerere University is composed of nine colleges and one school offering programmes for about 36,000 undergraduates and 4,000 postgraduates. The main administrative block was gutted by fire in September 2020 and the cause of the fire is yet to be established.

John Mwesigwa Robin Nagenda was a Ugandan writer,political figure,and sportsman. In the 1960s,he pioneered post-colonial English literature in East Africa. He lived in exile in the United Kingdom in the 1970s and 1980s before returning to Uganda in 1986. He subsequently became a senior advisor to President Yoweri Museveni and a prominent newspaper columnist. He represented East Africa at the 1975 Cricket World Cup and was later president of the Uganda Cricket Association.
Samson Babi Mululu Kisekka was a Ugandan politician who was Prime Minister of Uganda from 1986 to 1991 and the fifth Vice President of Uganda from 1991 to 1994. He also worked as a medical doctor and diplomat. He was closely associated with Yoweri Museveni.
John Patrick Amama Mbabazi,SC is a Ugandan politician who served as the ninth Prime Minister of Uganda from 24 May 2011 to 19 September 2014. He played an instrumental role in Uganda's protracted liberation struggle from several tyrannical governments (1972-1986) and is a founding member of the National Resistance Movement,the ruling political party in Uganda.
Moses Ali is a Ugandan politician and retired military general. He is the Second Deputy Prime Minister and Deputy Leader of Government Business in Parliament. He previously served in the Cabinet of Uganda as Third Deputy Prime Minister and Deputy Leader of Government Business from May 2011 until June 2016. He also served as the first First Deputy Prime Minister from June 2016 to May 2021. He has served as the elected Member of Parliament for East Moyo County in Adjumani District since 2011.
Tarsis Bazana Kabwegyere is a Ugandan sociologist,academic and politician. He is the former minister of general duties,Office of the Prime Minister in the Ugandan cabinet. He was appointed to that position on 23 May 2013. Before that,from 15 August 2012 until 23 May 2013,he was the minister of gender,labour and social affairs. At first,the parliamentary committee vetting cabinet appointments rejected his selection,but after discussions between President Yoweri Museveni and Speaker Rebecca Kadaga,he was finally approved on 7 September 2012. Earlier,he was the minister of disaster relief and planning in the Ugandan cabinet,from 1 June 2006 until 27 May 2011. In the cabinet reshuffle of 27 May 2011,he was dropped from the cabinet and was replaced by Stephen Mallinga. He was also the elected member of parliament representing Igara County West,Bushenyi District,from 1996 until 2011.
Maria Emily Lubega Mutagamba was a Ugandan economist and politician. She was the minister of tourism,wildlife and antiquities in the Ugandan Cabinet from 15 August 2012 until 6 June 2016.
Jacob L'Okori Oulanyah was a Ugandan agricultural economist,lawyer,and politician,who served as the Speaker of the 11th Parliament of Uganda from 2021 to 2022. He was elected to that position on 24 May 2021,after defeating his tenacious rival the then incumbent Speaker Rebecca Alitwala Kadaga. He served as Deputy Speaker of the Ugandan parliament,from May 2011 until May 2021. Oulanyah was also the member of parliament representing the Omoro County constituency,Omoro District,Acholi sub-region,in the Uganda's Northern Region.

Ali Kirunda Kivejinja,more commonly known as Kirunda Kivejinja,was a veteran Ugandan politician and senior presidential advisor to the President of Uganda,Yoweri Museveni. He at the time of his demise was the Second Deputy Prime Minister and Minister without portfolio in the Ugandan Cabinet.

Betty Amongi Akena,,but commonly known as Betty Amongi,is a Ugandan politician. She is the Minister of Gender,Labour and Social Development in the Cabinet of Uganda,as of 9 June 2021. Previously,she served as the Cabinet Minister of Kampala Capital City and before that,from 6 June 2016 until 14 December 2019,she served as the Minister of Lands,Housing and Urban Development in Uganda's cabinet. She is also the incumbent member of parliament representing the Oyam South Constituency in the 11th Parliament.
Grace Freedom Kwiyucwiny,also Grace Kwiyucwiny,is a Ugandan politician who serves as the State Minister for Northern Uganda in the Ugandan Cabinet. She was appointed to that position on 6 June 2016. She also served as the woman Member of Parliament representing the Zombo District.

She was formally confirmed by the Parliament on 21 June 2021. She replaced Ruhakana Rugunda,who was named to the post of Envoy For Special Duties In The Office Of The President of Uganda. She is the first female prime minister of Uganda.
