The Strategic Cooperation Agreement was concluded on November 30, 1981 between the United States and Israel during the first Reagan administration and coincided with an official visit of Israeli Prime Minister Menachem Begin. The agreement was signed by Israeli Defense Minister Ariel Sharon and American Secretary of Defense Caspar Weinberger and pledged specific actions from both parties to increase strategic cooperation between them. The main objective was to deter Soviet threats and ‘Soviet controlled forces’ in the Middle East. Israel had aimed for some time at the creation of a more formal bond which would commit the United States to a closer military cooperation. [1] The signing marked the beginning of close security cooperation and coordination between the American and Israeli governments. [2] It was formally reconfirmed at the time of Reagan’s second peace initiative, on April 21, 1988.
The agreement took the form of a Memorandum of Understanding (MoU) and was an act of the executive branch not subject to Senate ratification. Therefore, it was not a treaty, which requires Senate ratification. Formally, it did not constitute an official alliance. Frequent references of the President and political leaders to Israel as an ally, did not carry with them the weight of a legal commitment to declare or enter a war on Israel’s side in the sense envisioned by the U.S. Constitution.
Politically, the strategic cooperation agreement represented a major policy shift toward Israel regarding American involvement in the Middle East. Since there was no corresponding pact signed with any Arab state, the United States could no longer claim to act as an impartial mediator or arbiter in the Arab Israeli conflicts. [3]

The agreement was developed after a few weeks of discussions between working groups of the Ministry of Defense and the U.S. Defense Department. [5] with input from the American Israel Public Affairs Committee (AIPAC), particularly their Director of Research and Information, Steve J. Rosen. The strategic cooperation agreement roused much resentment in the Middle East. [6] The Arab world and the Soviet Union were highly critical of this agreement, which they felt would impair America's ability to deal fairly with the peace process in the Middle East. [5]
The Anti-Ballistic Missile Treaty (1972–2002) was an arms control treaty between the United States and the Soviet Union on the limitation of the anti-ballistic missile (ABM) systems used in defending areas against ballistic missile-delivered nuclear weapons. It was intended to reduce pressures to build more nuclear weapons to maintain deterrence. Under the terms of the treaty, each party was limited to two ABM complexes, each of which was to be limited to 100 anti-ballistic missiles.
On November 29, 1983 a memorandum of agreement was set up between Israel and the United States regarding political, military and economic cooperation. Part of the agreement was for a Joint Political Military Group (JPMG) as a high-level planning forum to discuss and implement combined planning, joint exercises, and logistics. The JPMG is co-chaired by the director general of the Israeli Ministry of Defense and the U.S. Assistant Secretary of State for Political-Military Affairs. The JPMG meets biannually, alternating between Israel and the United States.
The Middle East Treaty Organization (METO), also known as the Baghdad Pact and subsequently known as the Central Treaty Organization (CENTO), was a military alliance of the Cold War. It was formed in 24 February 1955 by Iran, Iraq, Pakistan, Turkey, and the United Kingdom. The alliance was dissolved in 16 March 1979.
Détente is the relaxation of strained relations, especially political ones, by verbal communication. The term, diplomacy, originates from around 1912 when France and Germany tried unsuccessfully to reduce tensions.
After the Russian Revolution, in which the Bolsheviks took over parts of the collapsing Russian Empire in 1918, they faced enormous odds against the German Empire and eventually negotiated terms to pull out of World War I. They then went to war against both domestic and international enemies in the bitter civil war. They set up the Soviet Union in 1922 with Vladimir Lenin in charge. At first, it was treated as an unrecognized pariah state because of its repudiating of tsarist debts and threats to destroy capitalism at home and around the world. By 1922, Moscow had repudiated the goal of world revolution, and sought diplomatic recognition and friendly trade relations with the capitalist world, starting with Britain and Germany. Finally in 1933, the United States gave recognition. Trade and technical help from Germany and the United States arrived in the late 1920s. After Lenin died in 1924, Joseph Stalin, became leader and then the dictator. He transformed the country in the 1930s into an industrial and military power. It strongly opposed Nazi Germany until August 1939, when it suddenly came to friendly terms with Berlin in the Molotov–Ribbentrop Pact. Moscow and Berlin by agreement divided up Poland and the Baltic nations. Stalin ignored repeated warnings that Hitler planned to invade. He was caught by surprise in June 1941 when Nazi Germany invaded the Soviet Union. The Soviet forces nearly collapsed as the Germans reached the outskirts of Leningrad and Moscow. However, the Soviet Union proved strong enough to defeat Nazi Germany, with help from its key World War II allies, Britain and the United States. The Soviet army occupied most of Eastern Europe and increasingly controlled the governments.
Since the 1960s, the United States has been a very strong supporter of Israel. It has played a key role in the promotion of good relations between Israel and its neighbouring Arab states—namely Jordan, Lebanon, and Egypt, along with several others in the 2020 Abraham Accords—while also holding off hostility from other Middle Eastern countries such as Syria and Iran. Relations with Israel are a very important factor in the U.S. government's overall foreign policy in the Middle East, and the U.S. Congress has likewise placed considerable importance on the maintenance of a close and supportive relationship.
Major non-NATO ally (MNNA) is a designation given by the United States government to close allies that have strategic working relationships with the US Armed Forces but are not members of the North Atlantic Treaty Organization (NATO). While the status does not automatically include a mutual defense pact with the United States, it confers a variety of military and financial advantages that otherwise are not obtainable by non-NATO countries. There are currently 19 major non-NATO allies.
Due to the strong historical, political, cultural and religious ties between them, Greece and the United States today enjoy excellent diplomatic relations and consider each other an ally. Today Greece is one of the United States closest allies.
The Iran crisis of 1946, also known as the Azerbaijan Crisis in the Iranian sources, was one of the first crises of the Cold War, sparked by the refusal of Joseph Stalin's Soviet Union to relinquish occupied Iranian territory, despite repeated assurances. The end of World War II should have resulted in the end of the Allied joint occupation of Iran. Instead, pro-Soviet Iranians proclaimed the separatist Azerbaijan People's Government and the Kurdish separatist Republic of Mahabad. The United States pressure on the Soviet Union to withdraw is the earliest evidence of success with the new strategy of Truman Doctrine and containment.
United States foreign policy in the Middle East has its roots in the 19th-century Barbary Wars that occurred shortly after the 1776 establishment of the United States as an independent sovereign state, but became much more expansive in the aftermath of World War II. With the goal of preventing the Soviet Union from gaining influence in the region during the Cold War, American foreign policy saw the deliverance of extensive support in various forms to anti-communist and anti-Soviet regimes; among the top priorities for the U.S. with regards to this goal was its support for the State of Israel against its Soviet-backed neighbouring Arab countries during the peak of the Arab–Israeli conflict. The U.S. also came to replace the United Kingdom as the main security patron for Saudi Arabia as well as the other Arab states of the Persian Gulf in the 1960s and 1970s in order to ensure, among other goals, a stable flow of oil from the Persian Gulf. As of 2022, the U.S. has diplomatic relations with every country in the Middle East except for Iran, with whom relations were severed after the 1979 Islamic Revolution, and Syria, with whom relations were suspended in 2012 following the outbreak of the Syrian Civil War.
Military relations between Israel and the United States have been consistently close, reflecting shared security interests in the Middle East. Israel is designated as a major non-NATO ally by the U.S. government. A major purchaser and user of U.S. military equipment, Israel is also involved in the joint development of military technology and regularly engages in joint military exercises involving United States and other forces. The relationship has deepened gradually over time, though, as Alan Dowty puts it, it was "not a simple linear process of growing cooperation, but rather a series of tendentious bargaining situations with different strategic and political components in each."
Saudi Arabia is not known to have a nuclear weapons program. From an official and public standpoint, Saudi Arabia has been an opponent of nuclear weapons in the Middle East, having signed the Treaty on the Non-Proliferation of Nuclear Weapons, and is a member of the coalition of countries demanding a Nuclear-weapon-free zone in the Middle East. Studies of nuclear proliferation have not identified Saudi Arabia as a country of concern. Nuclear technology company IP3 International was formed in June 2016 to transfer nuclear technology from the United States to Saudi Arabia.
Bahrain and the United States have been allies since Bahrain's independence in 1971 and have maintained close relations with shared mutual interests across economic and geopolitical lines.
George Lenczowski was a lawyer, diplomat, scholar, and Professor of Political Science, Emeritus, at the University of California, Berkeley. Lenczowski was a pioneer in his field as the founder and first chair of the Committee of Middle Eastern Studies at Berkeley. He was among America's first major scholars of the modern Middle East.
Russia–Syria relations refers to the bilateral relationship between Russia and Syria. Russia has an embassy in Damascus and Syria has an embassy in Moscow. Russia enjoys a historically strong, stable, and friendly relationship with Syria, as it did until the Arab Spring with most of the Arab countries. Russia's only Mediterranean naval base for its Black Sea Fleet is located in the Syrian port of Tartus.
The U.S.–Iraq Status of Forces Agreement was a status of forces agreement (SOFA) between Iraq and the United States, signed by President George W. Bush in 2008. It established that U.S. combat forces would withdraw from Iraqi cities by June 30, 2009, and all U.S. combat forces will be completely out of Iraq by December 31, 2011. The pact required criminal charges for holding prisoners over 24 hours, and required a warrant for searches of homes and buildings that were not related to combat. U.S. contractors working for U.S. forces would have been subject to Iraqi criminal law, while contractors working for the State Department and other U.S. agencies would retain their immunity. If U.S. forces committed still undecided "major premeditated felonies" while off-duty and off-base, they would have been subjected to an undecided procedures laid out by a joint U.S.-Iraq committee if the U.S. certified the forces were off-duty.
The Tripartite Declaration of 1950, also called the Tripartite Agreement of 1950, was a joint statement by the United States, United Kingdom, and France to guarantee the territorial status quo that had been determined by the 1949 Arab–Israeli Armistice Agreements.
The "Arab–Israeli alliance", occasionally also referred to as an "Israeli-Sunni alliance" or "coalition", is a name sometimes given to a potential, unofficial regional security coalition between Israel and some of the Sunni Arab States led by the UAE and Saudi Arabia, in the interest of the Gulf Cooperation Council. It was promoted by the United States following the February 2019 Warsaw Conference, and coalesced in normalization agreements of 2020 collectively known as the Abraham Accords.
The Helsinki Summit (1990) was a private, bilateral meeting between American President George H. W. Bush and Soviet President Mikhail Gorbachev that took place in Helsinki, Finland on September 9th, 1990. Due to the vested interests of both the Soviet Union and the United States in the Gulf Crisis' resolution, August 1990 Iraqi invasion of Kuwait was the primary topic of discussion for the leaders during the Helsinki Summit. The concerted efforts at easing American-Soviet tensions in the aftermath of the Cold War was another prominent topic, among other notable current events. At the summit's conclusion, Presidents Bush and Gorbachev produced a document of joint statements that illuminated the areas in which the leaders had committed to aligning their foreign policy goals. The summit was followed by a press conference wherein members of the media questioned Presidents Bush and Gorbachev about the content of their meeting and the justifications for their joint statements.
The Abraham Accords are a joint statement between the State of Israel, the United Arab Emirates, and the United States, reached on August 13, 2020. Subsequently, the term was used to refer collectively to agreements between Israel and the United Arab Emirates and Bahrain.
