The System for Award Management (SAM or SAM.gov) e-procurement system collects data from suppliers, validates and stores this data, and disseminates it to various government acquisition agencies. [1]

History

The Central Contractor Registration (CCR) was the primary supplier database for the U.S. Federal government until July 30, 2012.

In October 1993, President Bill Clinton issued a memorandum that required the Government to reform its acquisition processes. Subsequently, the Federal Acquisition Streamlining Act of 1994 was passed, requiring the establishment of a "single face to industry". To accomplish this, the United States Department of Defense (DoD) designated a centralized, electronic registration process, known as CCR, as the single point of entry for vendors that want to do business with the DoD. To this end, the Defense Federal Acquisition Regulation Supplement (DFARS), Subpart 204.7300, required contractors to register in the CCR to conduct business with the DoD.[ citation needed ]

A new Federal Acquisition Regulation (FAR) policy, published October 1, 2003 (Circular 2003-016, FAR case 2002-018), requires that all federal contractors register in the CCR database prior to the awarding of any contract or purchase agreement.[ citation needed ]

The contractors providing services to DoD are required to file reports on the funding source, contracting vehicle, organization supported, mission and function performed, and labor hours and costs for contracted efforts through a separate ECMRA website. [3] [4]

Transition to SAM

July 24, 2012 began Phase I of a consolidation of federal government systems used for contracting to SAM (System for Acquisition Management). On that date, users were no longer permitted to enter new information into the CCR or the other systems being migrated in Phase I to allow sufficient time for their data to be migrated to SAM. After July 30, 2012, users who visited the CCR, ORCA, or EPLS websites are automatically redirected to SAM.gov. [2]

On July 30, 2012, the CCR transitioned to the System for Award Management (SAM), which combined legacy users' records in the CCR and eight other separate websites and databases that aided in the management of Federal procurement from start to finish. [2] This consolidation SAM was designed to "reduce the burden on those seeking to do business with the government." [1] In addition to eliminating redundancies and streamlining processes, SAM provides a single help desk to resolve issues with any of the databases. [2]

The systems combined into SAM are listed below, grouped by functional area. Their migration to SAM is being conducted in phases: [2] Phase I of SAM includes the functionality from the entity management systems - Central Contractor Registry (CCR), Federal Agency Registration (Fedreg), Online Representations and Certifications Application (ORCA) - and the Excluded Parties List System (EPLS). beta.SAM.gov and DUNS to UID Change

In 2021, SAM.gov merged with beta.SAM.gov to form a complete redesign as well as new user experience and closure of the popular government run FEDBIZOPPS site. In addition, entities looking to receive a CAGE Code no longer register for a DUNS number. Instead, companies are issued a UID after providing minimal documentation to prove ownership of their business. [6]

2022 Transition Issues

As of late 2022, the Federal Service Desk has seen an influx in civilian help desk tickets due to unclear instructions, delays, and user inability to update or register a CAGE Code. SAM.gov has been providing an automatic 30-day extension for any existing SAM.gov entity needing to be renewed with a registration date between April 29, 2022 and April 28, 2023. [7] CAGE codes are vital for small business to receive grants and contracts. Many users are experiencing difficulty simply finding their entity in order to validate ownership - a burdensome new requirement once unnecessary due to prior issuance of a DUNS number.

Due to the complexity and time required to register a new CAGE Code, many small businesses are resorting to online paid registration services. Many business owners find themselves paying anywhere from $600 to $1,500 - often times not realizing SAM.gov does not cost anything to use. Some service providers offer a legitimate, fairly priced, needed service to individuals and businesses who simply cannot navigate the ever more complicated SAM.gov process. On the other hand, many services seek to appear as 'Official' CAGE Code registrars often bilking unsuspecting clients with thousands of dollars in fees by promising bid services.[ citation needed ]

When the number is used for identification rather than employment tax reporting, it is usually referred to as a Taxpayer Identification Number (TIN). When used for the purposes of reporting employment taxes, it is usually referred to as an EIN. These numbers are used for tax administration and must not be used for any other purpose. For example, an EIN should not be used in tax lien auction or sales, lotteries, or for any other purposes not related to tax administration.

The Federal Acquisition Regulation (FAR) is the principal set of rules regarding Government procurement in the United States, and is codified at Chapter 1 of Title 48 of the Code of Federal Regulations, 48 CFR 1. It covers many of the contracts issued by the US military and NASA, as well as US civilian federal agencies.

The Trading Partner Identification Number is a confidential number assigned to organizations which are or intend to be contractors to the Federal Government of the United States. It is issued by the Central Contractor Registration (CCR) of the Department of Defense. Contractors are consistently advised by CCR to treat the TPIN as if it were a password, and not to reveal it to others not directly involved in their business operations.

The Data Universal Numbering System, abbreviated as DUNS or D-U-N-S, is a proprietary system developed and managed by Dun & Bradstreet (D&B) that assigns a unique numeric identifier, referred to as a "DUNS number" to a single business entity. It was introduced in 1963 to support D&B's credit reporting practice. It is standard worldwide. DUNS users include the European Commission, the United Nations, the United States government, and Apple. More than 50 global industry and trade associations recognize, recommend, or require DUNS. The DUNS database contains over 300 million entries for businesses throughout the world. DUNS numbers can be represented using ISO/IEC 6523 using ICD 0060.

In the United States, the processes of government procurement enable federal, state and local government bodies in the country to acquire goods, services, and interests in real property. Contracting with the federal government or with state and local public bodies enables interested businesses to become suppliers in these markets.

Business licenses are permits issued by government agencies that allow individuals or companies to conduct business within the government's geographical jurisdiction. It is the authorization to start a business issued by the local government. A single jurisdiction often requires multiple licenses that are issued by multiple government departments and agencies. Business licenses vary between countries, states, and local municipalities. There are often many licenses, registrations and certifications required to conduct a business in a single location.

E-Verify is a United States Department of Homeland Security (DHS) website that allows businesses to determine the eligibility of their employees, both U.S. and foreign citizens, to work in the United States. The site was originally established in 1996 as the Basic Pilot Program to prevent companies from hiring people who had violated immigration laws and entered the United States illegally. In August 2007, the DHS started requiring all federal contractors and vendors to use E-Verify. The Internet-based program is free and maintained by the United States government. While federal law does not mandate use of E-Verify for non-federal employees, some states have mandated use of E-Verify or similar programs, while others have discouraged the program.

A specification often refers to a set of documented requirements to be satisfied by a material, design, product, or service. A specification is often a type of technical standard.

The Commercial and Government Entity Code, or CAGE Code, is a unique identifier assigned to suppliers to various government or defense agencies, as well as to government agencies themselves and various organizations. CAGE codes provide a standardized method of identifying a given facility at a specific location.

Unorganised Workers' Identification Number or UWIN is a proposed unique number to be issued as identity proof to unorganised workers in India.
