Major General Jeewaka Ruwan Kulatunga, RSP, ndc, psc, (also known as J R Kulatunga) is a retired Sri Lankan general. He served as the Chief of National Intelligence having served as the Commandant of the Defence Services Command and Staff College [1] [2] and the Deputy Vice Chancellor of the General Sir John Kotelawala Defence University. Early life

Born in Colombo, Kulatunga was educated at Nalanda College Colombo. [4]

Military career

Ruwan joined army in 1984 as an officer cadet, receiving his basic training at the Sri Lanka Military Academy and was commissioned on 16 December 1985 as a Second lieutenant in the 1st Battalion, Sri Lanka Light Infantry. He held platoon and company level command, seeing combat in the Sri Lankan Civil War. He graduated from the Special Forces Training School in North Carolina and the University of Malaya in Strategic and Defence Studies obtaining PSC. [5]

Senior command

Kulatunga commanded an infantry battalion in Jaffna and Vanni during the height of the operations against the Tamil Tigers. His staff appointments included Colonel, General Staff of the 53 Infantry Division (Reserve Strike Force) from 2002 to 2003. Later in December 2005 he was appointed an Infantry Brigade Commander, an appointment which he held until September 2007 in Muhamalei, Jaffna. During war Kulatunga was the Commandant of Jaffna Town Sector responsible for coordinating civil affairs and administration in the peninsula. [6]

He is a graduate of National Defense College of the Philippines in National Security Administration. He was the Commander, 55 Infantry division in 2012 in Jaffna.

Major General Kulatunga also held several notable appointments such as commandant of Sri Lanka Military Academy, military assistant to the Commander of the Army (Sri Lanka), director of operations at the Army Headquarters. [7]

Chief of National Intelligence

In June 2019, he was appointed to Chief of National Intelligence by President Sirisena succeeding Sisira Mendis who resigned after giving testimony that the Parliamentary select committee to inquire into the 2019 Sri Lanka Easter bombings which had outraged President Sirisena. [8] [9]

The Defence Services Command and Staff College (DSCSC) is situated at Batalanda, Makola (South) 12 Kilometers away from Colombo and its aim to develop the professional knowledge and understanding of experienced officers of the Sri Lanka Army, Sri Lanka Navy & the Sri Lanka Air Force to prepare them for the ranks of junior field officers in the army and the respective ranks of the Navy and Air force. The DSCSC was formerly known as the Sri Lanka Army Command and Staff College (ACSC).

The Sri Lanka Armoured Corps (SLAC) provides the armour capability of the Sri Lanka Army, with vehicles such as the T-55AM2, and type 80/88 main battle tanks; the BMP infantry fighting vehicle; and the BTR-80, and WZ551 armoured personnel carriers. He served as the Chief of Staff of the Sri Lanka Army and is considered one of the most distinguished generals in Sri Lankan history. After retiring from the army he served as a Sri Lankan High Commissioner to Australia and Ambassador to Indonesia. He was the opposition leader of the North Central Provincial Council until he and his wife were killed on 6 October 2008 by a suicide bomber. The LTTE have been blamed for the bombing by Sri Lankan president Mahinda Rajapaksa.

General Jagath Jayasuriya, VSV, USP is a retired senior Sri Lanka Army officer; he was the Chief of Defence Staff, the head of the Sri Lanka Armed Forces as a Full General from 1 August 2013 to 15 June 2015 and Commander of the Sri Lanka Army, the head of the army as a Lieutenant General from 15 July 2009 to 31 July 2013. A retired career officer of the Sri Lanka Army, Gunaratne had served as the former Commander Security Forces Headquarters - Wanni, general officer commanding (GOC), 53 Division and was a former Deputy Ambassador to Brazil. He was the GOC of the 53 Division which killed the LTTE leader Velupillai Prabhakaran at Nandikadal, Mullaitivu.

Major General Nanda Mallawaarachchi RWP, VSV, USP, ndc, psc, Msc (Defense) is the Current Secretary of Sports in Sri Lanka. He was the former Secretary of Law & Order in Sri Lanka. He was also the former Acting Commander & Chief of Staff of the Sri Lanka Army as well as the Ambassador of Sri Lanka in Indonesia.

Major General Ananda Sri Sisira Kumara Hamangoda, RWP, RSP, USP was a senior Sri Lanka Army officer, who was the former brigade commander of the 51-2 Brigade based in Jaffna, when he was killed by a LTTE female suicide bomber.

Major General K. Jagath Alwis, RWP, RSP, USP is a retired Sri Lankan senior army general. He served as the Secretary to the Ministry of Public Security, former Chief of National Intelligence, Commander Security Forces Headquarters - Jaffna and the Colonel Commandant of the Military Intelligence Corps. He had served as Sri Lankan Deputy Ambassador to Israel and Commander of the President's Guard. Currently he is the Secretary to the Ministry of Public Security.

General N.U.M. Mahesh W. Senanayke, RWP, RSP, VSV, USP is a retired Sri Lankan Army senior officer who served as the Commander of the Sri Lanka Army from 2017 to 2019. Senanayake had previously been the Commander, Security Forces Headquarters – Jaffna, General Officer Commanding, 52 Division and Brigade Commander, Special Forces Brigade. Having started his military career as a military engineer, Senanayake became a special forces officer and is a veteran of all four phases of the Sri Lankan Civil War, he has served in both its Northern and Eastern theaters. Following his retirement, he contested the 2019 Sri Lankan presidential election and came fourth after the three candidates of the three major political parties in the island.

The Chief of National Intelligence (CNI) is the Sri Lankan government official in-charge of directing and overseeing the intelligence agencies in Sri Lanka. Created in 2006, reporting to the Permanent Secretary to the Ministry of Defence, CNI is a member of the National Security Council of Sri Lanka, coordinating the work of intelligence agencies in the country.
