The position of lieutenant governor of Ohio was established in 1852. The lieutenant governor becomes governor if the governor resigns, dies in office or is removed by impeachment. Before 1852, the president of the Ohio State Senate would serve as acting governor if a vacancy in the governorship occurred. Until 1978, lieutenant governors were elected separately but concurrently with the governor. Thus, there were several occasions when the lieutenant governor was from a different party than the governor. This was changed by constitutional amendment. In 1974, Richard F. Celeste was the last lieutenant governor to be elected separately. In 1978, George Voinovich became the first lieutenant governor to be elected on the same ticket with the governor.

The lieutenant governor is a constitutional officer of the Commonwealth of Pennsylvania. The lieutenant governor is elected for a four-year term in the same year as the governor. Each party picks a candidate for lieutenant governor independently of the gubernatorial primary. The winners of the party primaries are then teamed together as a single ticket for the fall general election. Democrat John Fetterman is the incumbent lieutenant governor. The lieutenant governor presides in the Senate and is first in the line of succession to the governor; in the event the governor dies, resigns, or otherwise leaves office, the lieutenant governor becomes governor.
In the United States, a governor serves as the chief executive and commander-in-chief in each of the fifty states and in the five permanently inhabited territories, functioning as head of government therein. As such, governors are responsible for implementing state laws and overseeing the operation of the state executive branch. As state leaders, governors advance and pursue new and revised policies and programs using a variety of tools, among them executive orders, executive budgets, and legislative proposals and vetoes. Governors carry out their management and leadership responsibilities and objectives with the support and assistance of department and agency heads, many of whom they are empowered to appoint. A majority of governors have the authority to appoint state court judges as well, in most cases from a list of names submitted by a nominations committee.
