It is part of the University of California system and is dedicated entirely to health science and life science. It conducts research and teaching in medical and biological sciences.

He was a rear admiral in the U.S. Public Health Service Commissioned Corps, and served as the Deputy Surgeon General of the United States under President Carter from 1978 to 1981. He was the Director-Emeritus of the AIDS Research Institute at the University of California, San Francisco (UCSF). He was also the founding Director of the UCSF AIDS Specimen Bank (1982-2017) and of the UCSF Oral AIDS Center (1986–2005).
