Larry began as a low pressure system over the eastern Coral Sea that was monitored by the Australian Bureau of Meteorology from 16 March 2006. It formed into a tropical cyclone 1,150 kilometres (710 mi) off the coast of Queensland, Australia on Saturday 18 March 2006. Larry was a Category 2 cyclone in the Australian intensity scale when the cyclone watch commenced, and gradually intensified to a high Category 5 cyclone on that scale. The eye of Larry crossed the coast in between Gordonvale and Tully between 6:20 am and 7:20 am AEST on 20 March 2006. According to preliminary data, the winds may have reached 290 kilometres per hour (180 mph) with gusts to 310–320 kilometres per hour (190–200 mph). However, re-analysis based on land observations indicated that Cyclone Larry was a Category 4 cyclone during landfall, as wind gusts were estimated to have reached 240 kilometres per hour (150 mph) in the area of impact. [3]

The Australian intensity scale is based on maximum wind gusts, which are estimated to be 40 percent above 10-minute sustained winds. On this scale, Larry peaked as a Category 5 cyclone, during landfall. On the Saffir-Simpson Hurricane Scale, the Joint Typhoon Warning Center's maximum 1-minute wind speed assigned to the cyclone define it as a Category 4-equivalent storm.

Based on estimated winds speeds required to destroy simple structures, a damage survey of buildings in the Innisfail region estimated peak gust wind speeds (in reference to flat open country at a height of 10 metres (33 ft)) across the study area to range from 180 to 300 kilometres per hour (110 to 190 mph). This estimate correlates with the Bureau of Meteorology's re-analysis of Cyclone Larry at landfall. Their reviews of data suggest that Larry was a Category 5 system when it crossed the coast. [4] It was confirmed by the Bureau of Meteorology in March 2007 that the cyclone made landfall as a Category 5 cyclone. [3]

A 10-minute average wind speed of 108 knots (200 km/h; 124 mph) was reported in Innisfail during landfall, [5] [6] theoretically corresponding to 1-minute sustained winds of 125 knots (232 km/h; 144 mph), and maximum wind gusts generally consistent with a Saffir-Simpson scale Category 5 storm. [7]

At 1 am Australian Eastern Standard Time on 21 March 2006, Larry was downgraded to a Tropical Low pressure system as it moved inland. Ex-tropical cyclone Larry was further tracked as it moved into western Queensland to the north of Mount Isa. Larry's short life as a cyclone is attributed to its speed; the system moved very quickly over the Coral Sea dissipating nearly 24 hours after landfall. Cyclone Larry was considered to be the worst cyclone to hit the coast of Queensland since 1931, until it was surpassed by Cyclone Yasi in 2011; [ citation needed ] consequently, the name "Larry" was retired on 12 December 2006. [8]

Impact

Cyclone Larry was regarded as the most powerful cyclone to affect Queensland in almost a century. [9] According to Queensland state Counter Disaster Rescue Services executive director Frank Pagano, [10] Cyclone Larry constituted "the most devastating cyclone that we could potentially see on the east coast of Queensland for decades ... there was great destruction." Then-Premier of Queensland, Peter Beattie declared Larry a disaster situation, comparing it to Cyclone Tracy, [11] giving local governments the authority to enforce mandatory evacuations.

Then the Australian Prime Minister John Howard said of Larry, "this cyclone is of an enormous magnitude," and reserved several UH-60 Black Hawk and CH-47 Chinook heavy lift helicopters for rescue efforts in the aftermath of the cyclone. He also promised grants of $10,000 to businesses affected by the cyclone. [12]

An appeal fund was launched by the Queensland Government, with an initial donation of $100,000; the Commonwealth Bank initially donated $50,000, and then increased its contribution to $1 Million after examining the devastation. Premier Beattie asked "everyone to dig deep and help people who have suffered in the devastation wreaked by the cyclone." [13]

Cairns airport and harbour were closed, and all flights were suspended. Innisfail, where Larry made landfall, suffered severe damage. In Babinda, 30 kilometres (19 mi) north of Innisfail, up to 80% of buildings were damaged. [14] The region's banana industry, which employs up to 6000 people, suffered extreme losses of crops, [15] accounting for more than 80% of Australia's total banana crop. [16] The Atherton Tablelands also received a great deal of damage from Cyclone Larry, with damage to buildings, and major disruptions to power, water and telephone services.

Other towns suffering damage included Silkwood (99% of homes damaged), Kurrimine Beach (30% of homes damaged), and Mission Beach (30% of homes damaged). Cairns, the largest city in the region affected by the cyclone, sustained minor structural damage, mostly comprising fallen power lines and houses damaged by fallen trees throughout the city. Light aircraft were flipped over at Cairns Airport.

A damage survey of buildings in the Innisfail region [4] concluded that the majority of contemporary houses remained structurally intact, though many roller doors were destroyed. The report noted that the structures should have been able to withstand the cyclone, as the winds impacting the buildings were below the threshold required for meeting the region's building standards. Buildings constructed prior to the introduction of higher cyclone rating standards suffered comparatively more damage. [4] In total 10,000 homes were damaged. [17]

Preliminary reports estimated the cost of loss and damage to domestic and commercial premises is to be in excess of half a billion dollars.

After landfall, Tropical Cyclone Larry moved over north-western Queensland on 22–23 March 2006, with heavy rain across the region. Gereta Station, north of Mount Isa, recorded 583 mm of rain in the 48 hours to 9 am on 23 March 2006. [18] Heavy flooding was reported along the Leichhardt River downstream, resulting in the inundation of some cattle properties. [19]

One indirect fatality occurred when the storm caused a traffic accident near where it made landfall.

Cyclone Larry caused extensive and persistent damage to the regions natural rainforest. Normally resilient to high wind speeds of previous cyclones the force of Larry stripped several hundred thousand acres of leaves. A large quantity of major ND upper canopy trees were blown down or broken off. many stripped and damaged trees unable to resist a variety of tropical pests caused a second wave of dying to occur in the following months. The regions forest, famous as being similar paleoforest to the Amazon, became lower in overall height.

On 27 March, the Governor General of Australia, Michael Jeffery, visited the area several days into the recovery. He viewed the devastation from the air and also met with groups of people on the ground. [20]

Australian Defence Force

A few hours after the immediate effects of the cyclone, the Australian Defence Force dispatched elements of the Townsville based 3rd Brigade and the Cairns-based 51st Battalion, Far North Queensland Regiment, Royal Australian Navy and the Royal Australian Air Force including: six Black Hawk helicopters, three Iroquois helicopters, one Chinook helicopter, one Seahawk helicopter, three Navy Balikpapan-class landing craft, two Caribou aircraft, two C-130 Hercules, and several LARC-V amphibious 4WD vehicles.

A Combat Services Support Battalion coordinated emergency support at Innisfail Showgrounds, providing health care, environmental advice, fresh food and purified water (as well as testing local supplies), tarpaulins, bath and shower facilities, and up to 500 beds. [21]

The Cowley Beach Training Area near Mourilyan Harbour, 25 kilometres (16 mi) south of Innisfail, was significantly affected by the cyclone, and its use as a base by recovery teams was therefore limited.

QLD Rural Fire Service (Thuringowa Group)

Thuringowa Group Rural Fire Brigade volunteers responded immediately after the impact of the cyclone. The rural fire volunteer task force set up a command post at East Palmerston, which was in place for a number of weeks. A newly acquired Emergency Support Unit was quickly prepared for disaster relief operations. This unit had to be sold before STC Yasi slammed the North QLD Coastline however, the Rural Fire Service and QLD Fire & Rescue had honed their incident management skills and along with the LDMG in Townsville, ensured that emergency response during and after the cyclone were suitable and appropriate.[ citation needed ]

Leadership by General Peter Cosgrove

Former Chief of the Defence Force, General Peter Cosgrove, took charge of recovery efforts, and was directing activities from Innisfail by 24 March 2006. He called for an economic assessment by state and federal governments, and specified a moratorium on businesses' debt repayments to banks for 3 months.[ citation needed ]

Tradesmen and prisoners

About 150 tradesmen from around Australia arrived in Innisfail around 26 March 2006, and worked to reopen schools and other public buildings, and to make private dwellings habitable.

The Queensland Government also investigated how many trusted prisoners could be organised for work-gangs. [22] [ clarification needed ]

Accommodation

Media outlets reported that rental agents were working to find accommodation for displaced persons, after the already tight accommodation market was exacerbated by the severe damage done to homes in the affected areas.[ citation needed ] Many tenants and owners of severely damaged homes had little chance of finding accommodation in the area, and many were expected to move to Cairns for several months.[ citation needed ] Many people were sheltered in town halls while the defence force built additional temporary accommodation.

Banana Shortage

The cyclone destroyed 80–90% of Australia's banana crop. Australia is relatively free of banana pests and diseases, and therefore does not allow bananas to be imported. Bananas were in short supply throughout Australia for the remainder of 2006, which increased prices across the country by 400–500%. The average price of bananas was $15 per kilo. [23]

The storm quickly developed into a Category 1 cyclone the next day, at which time it was given the name Monica. Travelling towards the west, the storm intensified into a severe tropical cyclone before making landfall in Far North Queensland, near Lockhart River, on 19 April 2006. After moving over land, convection associated with the storm quickly became disorganised.

The 2010–11 Australian region cyclone season was a near average tropical cyclone season, with eleven tropical cyclones forming compared to an average of 12. The season was also the costliest recorded in the Australian region basin, with a total of $3.62 billion in damages, mostly from the destructive Cyclone Yasi. The season began on 1 November 2010 and ended on 30 April 2011, although the first tropical cyclone formed on 28 October. The Australian region is defined as being to the south of the equator, between the 90th meridian east and 160th meridian east. Tropical cyclones in this area are monitored by five Tropical Cyclone Warning Centres (TCWC's): Jakarta, Port Moresby, Perth, Darwin, and Brisbane, each of which have the power to name a tropical cyclone. Severe Tropical Cyclone Rona and Severe Tropical Cyclone Frank were a pair of tropical cyclones that affected Queensland and New Caledonia during the 1998–99 Australian region cyclone season and the 1998–99 South Pacific cyclone season. Rona originated from a low that developed on 9 February about 225 km (140 mi) to the northeast of Cairns. Over the next couple of days, the low slowly developed further before it was upgraded into a Category 1 cyclone on the Australian intensity scale by the Australian Bureau of Meteorology on 10 February as it started to move towards the southwest. Subsequently, Rona rapidly intensified just before making landfall near the Cape York Peninsula. While the low-level circulation became difficult to locate on 12 February, the upper-level circulation eventually emerged into the Coral Sea and later regenerated into Tropical Cyclone Frank. The system rapidly intensified before making landfall on New Caledonia as a Category 2 cyclone on the Saffir-Simpson Hurricane Scale in the early morning hours of 20 February. Frank was re-classified as an extratropical cyclone the next day.

The 1978–79 Australian region cyclone season was the only season in which a reconnaissance aircraft flew into a tropical cyclone. Operationally, Australia's Bureau of Meteorology (BOM) tracked eleven tropical cyclones, while two additional systems were later added to the United States's Joint Typhoon Warning Center (JTWC) best track. Prior to 1985, the Australian region basin was defined as in the southern hemisphere between 80°E and 160°E, with the modern day season boundaries ranging from 1 November to 30 April of the following year. The first storm, an unnamed system, developed on 19 November 1978. The final cyclone, Kevin, dissipated by 12 May 1979. Tropical cyclones in this area were monitored by three Tropical Cyclone Warning Centres (TCWCs): the BOM in Perth, Darwin, and Brisbane.

<span class="mw-page-title-main">Cyclone Yasi</span> Category 5 South Pacific and Australian region cyclone in 2011

Severe Tropical Cyclone Yasi was a powerful and destructive tropical cyclone that made landfall in northern Queensland, Australia in early 2011, causing major damage to the affected areas. Originating as a tropical low near Fiji on 26 January, the system intensified to tropical cyclone status during the evening of 30 January. Yasi deepened rapidly over the next 24 hours, and was classified as a Category 3 cyclone at about 5 PM AEST on 31 January 2011. Late on 1 February, the cyclone strengthened to a Category 4 system; then, early on 2 February, the cyclone intensified into a Category 5 Severe Tropical Cyclone. The system had a well-defined eye and continued to track west-southwestward, maintaining a central pressure of 930 hPa and a Dvorak intensity of T6.5 into the evening.

<span class="mw-page-title-main">Cyclone Joy</span> Storm that hit Australia in late 1990

Severe Tropical Cyclone Joy struck Australia in late 1990, causing the third highest floods on record in Rockhampton, Queensland. This cyclone began as a weak tropical low near the Solomon Islands, and initially moved westward. On 18 December, it was named Joy, becoming the 2nd named storm of the 1990–91 Australian region cyclone season. After turning southwest, Joy developed a well-defined eye and strengthened to maximum sustained winds of 165 km/h (103 mph) while approaching Cairns in Far North Queensland. Brushing the city with strong winds, the cyclone soon weakened and turned southeast. Joy later curved back southwest, making landfall near Townsville, Queensland on 26 December. It dissipated the next day; remnant moisture continued as torrential rainfall over Queensland for two weeks.

<span class="mw-page-title-main">Cyclone Winifred</span> Category 3 Australian region cyclone in 1986

Severe Tropical Cyclone Winifred was the worst tropical cyclone to make landfall in northern Queensland and the first since Althea in 1971 to inflict significant damage on the northeastern coast of Australia. The sixth named storm of the 1985–86 Australian region cyclone season, Winifred originated as a tropical low north of Cairns, Queensland on 27 January 1986. Slowly organizing, the system was recognized as a tropical cyclone after gaining tropical characteristics on 30 January, christened with the name Winifred the same day. Meandering southward, the cyclone began to curve southeastward that evening before suddenly turning toward the coast, southwestward, on 31 January, steadily intensifying in that time. By the time it came ashore near Silkwood, Queensland at 0445 UTC on 1 February, it was producing Category 3-force winds on the Australian tropical cyclone intensity scale and a minimum atmospheric pressure of 957 mbar (28.38 inHg). Weakening as it drifted inland, Winifred persisted as a tropical depression for another five days after landfall before finally dissipating on 5 February.

<span class="mw-page-title-main">Cyclone Ita</span> 2014 Australian cyclone

Severe Tropical Cyclone Ita was the strongest tropical cyclone in the Australian region by central pressure since George in 2007, and by wind speed since Monica in 2006. The system was first identified over the Solomon Islands as a tropical low on 1 April 2014, and gradually moved westward, eventually reaching cyclone intensity on 5 April. On 10 April, Ita intensified rapidly into a powerful Category 5 system on the Australian Scale, but it weakened to a Category 4 system in the hours immediately preceding landfall the following day. At the time of landfall at Cape Flattery at 12 April 22:00 (UTC+10), the cyclone's Dvorak intensity was approximately T5.0, consistent with a weak Category 4 system, and considerably lower than the T6.5 observed when the system was at its peak intensity. Meteorologists noted the system had, at that time, begun an eyewall replacement cycle; as a result, the system was considerably less powerful than various intensity scales had predicted. As a result, Ita's impact on terrain was lessened.

<span class="mw-page-title-main">Cyclone Peter</span> Australian region cyclone in 1978–1979

Severe Tropical Cyclone Peter was at the time, the wettest tropical cyclone on record in Australia, until it was surpassed by Cyclone Jasper in 2023. The third system and first severe tropical cyclone of the 1978–79 season, Peter developed on 29 December from a weak low pressure area over the Gulf of Carpentaria. Peter moved southeastward and deepened while brushing Arnhem Land. Initially a tropical low, it strengthened into a Category 1 cyclone by 12:00 UTC on 29 December. Peter intensified further on 30 December and became a Category 2 cyclone. On the following day, the cyclone peaked with maximum sustained winds of 110 km/h (70 mph). Peter weakened to a Category 1 cyclone before making landfall near the mouth of the Edward River in Queensland. While crossing the Cape York Peninsula, the storm weakened slowly. After reaching Pacific Ocean near Cooktown, the storm decelerated and meandered offshore, but dissipated just offshore on 4 January.

<span class="mw-page-title-main">Cyclone Debbie</span> Category 4 Australian region Tropical cyclone in 2017

Severe Tropical Cyclone Debbie in 2017 was the strongest tropical cyclone to strike Queensland since Marcia in 2015, and was the costliest tropical cyclone in Australia since Yasi in 2011. Forming as a tropical low on 23 March, the low gradually intensified into a named tropical cyclone on 25 March. After steadily strengthening offshore to a Category 4 system, Debbie eventually made landfall near Airlie Beach, at 12:40 AEST on 28 March. Afterwards, Debbie rapidly weakened into a tropical low by late 28 March, but continued to travel south, causing significant damage and flooding in the populous areas of South East Queensland and Northern Rivers. In total, the storm caused A$3.5 billion (US$2.67 billion) in damage and fourteen deaths across Australia, primarily as a result of extreme flooding. This makes Debbie the deadliest cyclone to hit Australia since Fifi in 1991.

<span class="mw-page-title-main">Cyclone Nora</span> A strong tropical cyclone which affected Far North Queensland and the Top End in March 2018.

Severe Tropical Cyclone Nora was a strong tropical cyclone that affected Far North Queensland and the northeastern Northern Territory during March 2018. The ninth named storm and third severe tropical cyclone of the 2017–18 Australian region cyclone season, Nora developed from a tropical low which formed near the Torres Strait on 19 March. The system initially moved quickly to the west-northwest, and then began tracking slowly southwestwards over the Arafura Sea while gradually developing. A turn to the east on 22 March brought the tropical low into a favourable environment for strengthening, and the system reached tropical cyclone intensity later that day. Nora then underwent a period of rapid intensification as it moved southeastwards into the Gulf of Carpentaria. The storm peaked on 23 March as a high-end Category 3 severe tropical cyclone with sustained winds of 155 km/h (96 mph) and a minimum barometric pressure of 958 hPa (28.29 inHg). Nora made landfall north of Pormpuraaw at about 13:00 UTC on 24 March as a minimal Category 3 system. Nora weakened steadily as it tracked southwards along the coast, and was downgraded to a tropical low the following day. Nora's remnants meandered over land for several days before moving back over the Gulf of Carpentaria and dissipating on 28 March.

<span class="mw-page-title-main">Cyclone Owen</span> 2018 Australian region tropical cyclone

Severe Tropical Cyclone Owen was an erratic and long-lived tropical cyclone that affected numerous regions within its long trek, especially Queensland, during December 2018. It was the fourth tropical low, the first tropical cyclone, and first severe tropical cyclone of the 2018–19 Australian region cyclone season. Owen developed on 29 November 2018 from an area of low pressure that was situated over the Solomon Islands; the system struggled to strengthen in a conflicting environment and degenerated to a tropical low on 3 December. The low drifted westward, and on 9 December, it made its first landfall in Queensland, before moving over the Gulf of Carpentaria, where more favourable conditions allowed it to re-organise. The system regenerated into a tropical cyclone on 12 December and rapidly intensified into a Category 3 severe tropical cyclone that night. At midnight on 13 December, Owen made landfall in the Northern Territory, before turning eastward and reaching peak intensity, with sustained winds of 150 km/h (95 mph) and a minimum barometric pressure of 958 hPa (28.3 inHg). On 13 December, Owen made landfall on Queensland again, just north of the mouth of the Gilbert River near Kowanyama. The cyclone weakened rapidly after its third landfall, and the final advisory on Owen was issued on 15 December, after it had degenerated into a tropical low. However, the system persisted over the Coral Sea for another several days, before dissipating on 20 December.

<span class="mw-page-title-main">Cyclone Niran</span> Category 5 Australian region and South Pacific cyclone in 2021

Severe Tropical Cyclone Niran was a very powerful tropical cyclone that brought severe impacts to extreme Northeastern Australia and nearly made landfall in New Caledonia in February and March 2021. The sixth tropical cyclone and the second severe tropical cyclone of the 2020–21 Australian region cyclone season, while being the third severe tropical cyclone of the annual South Pacific cyclone season, Niran was the second Category 5 severe tropical cyclone in the South Pacific cyclone season, following Cyclone Yasa. The cyclone formed from a tropical low in the Coral Sea on 27 February. The tropical low gradually intensified while stalling offshore of Queensland for several days, although disorganized at the time. Early on 3 March, Niran pulled away from the coast of Australia, while it started undergoing rapid intensification. Eventually, Niran reached its peak intensity as a Category 5 tropical cyclone on both the Australian Tropical Cyclone Scale and the Saffir–Simpson scale, on 5 March, well offshore of Australia. Soon afterward, Niran initiated an eyewall replacement cycle and encountered some wind shear, causing the storm to weaken on 6 March, as it passed just to the south of Grande Terre, the main island of New Caledonia. Afterwards, Niran continued rapidly weakening as wind shear increased further, before transitioning into an extratropical cyclone late on 6 March. Niran was absorbed into another extratropical storm two days later.
