Manesar is a town and municipal corporation, known as New Gurugram City in the Gurugram district of the state of Haryana, India and a part of the National Capital Region (NCR) of Delhi. It is an Industrial Model Township home to factories and industrial activity from multinational corporations.

Contents

Its proximity to the burgeoning city of Gurugram has in recent years caused its character and demographics to change dramatically. It has many factories, offices, hotels, IT parks and educational institutes. There are several sightseeing spots around the area, some overlapping with Gurugram. Manesar is 32 kilometres (20 mi) from Indira Gandhi International Airport and is located on National Highway 48, making it well connected with New Delhi, Gurugram, Rewari, Dharuhera (Rewari), Jaipur, Ahmedabad and Surat.

Etymology

Manesar gets its name from the sanskrit language, in which the word "manesar" means the "lord of brain or wisdom" i.e. the Lord Shiva. [5]

History

Earlier Manesar was a sleepy village of about 1000 dwellings on the Delhi-Jaipur highway, then numbered as NH-8. Since the late 1990s, it has been transformed into a booming town. Its growth has been helped by government's drive to move out factories from Delhi as well as the growth of Gurgaon city and proximity to Delhi's Indira Gandhi International Airport (approximately 40 minutes). Farmers have become millionaires or multi-millionaires by selling their lands. [6]

Demographics

As of 2011 Indian Census, the Manesar census town had a total population of 23,448, of which 14,381 were males and 9,067 were females. Population within the age group of 0 to 6 years was 3,382. The total number of literates in Manesar was 18,105, which constituted 77.2% of the population with male literacy of 83.2% and female literacy of 67.8%. The effective literacy rate of 7+ population of Manesar was 90.2%, of which male literacy rate was 95.4% and female literacy rate was 81.6%. The Scheduled Castes population was 1,774. Manesar had 5074 households in 2011. [2]

Industrial Model Township

In 2023, Manesar had 2200 industrial manufacturing units, which employee 300,000 employees including 200,000 living within manager and remaining commute daily from outside. Some of the large manufacturing units include Maruti and Honda. [5] Manesar was planned in 1980's as Industrial Model Township(IMT) during formation of Maruti Udyog Ltd under Haryana State Industrial and Infrastructure Development Corporation which is under Haryana Government. Land acquisition proceedings for development of IMT Manesar were initiated in 1994–1995. Initial allotments of industrial plots to Maruti Vendors were made in 1997,and,other allotments commenced in 1999. Over the years,HSIIDC has allotted more than 2,100 plots for setting up of industrial ventures by entrepreneurs. [7] [8] There are several large multinational companies, such as Maruti Suzuki, Jaquar, JBM Auto and Toshiba Eco City.[ citation needed ] Aadhar's national Data Center is also located here. Also Indian Institute of Corporate Affairs under Ministry of Corporate Affairs is located here, [9] and it also contains the Manesar Software Technology Park, which covers 170 acres (69 ha). [10]

Attempts by the Government of Haryana to acquire additional land for expansion of the IMT development from 2011 led to numerous protests and legal challenges from farmers and other residents. [11] [12] These were resolved in 2014 when it bought a total of 688 acres (278 ha) from three villages (Manesar, Nakhrola and Naurangpur) at a price set by the Punjab and Haryana High Court. [11]

Manesar-Gurgaon land scam

On 17 September 2015, the Central Bureau of Investigation (CBI) registered a First Information Report under various sections of the Indian Penal Code relating to forgery, cheating and criminal conspiracy. These were in connection with alleged irregularities involving land acquisitions at IMT Manesar. [13] Subsequently, in 2018, the former Haryana Chief Minister, Bhupinder Singh Hooda, together with real estate companies, officials of the state government's department of town and country planning and bureaucrats who worked with Hooda while he was Chief Minister were charged. The scam had allegedly resulted in a 15 billion INR loss to farmers in Manesar and the adjoining villages of Naurangpur and Lakhnoula whose land, amounting to 400 acres (160 ha), had been threatened with government purchase for "public purpose". Faced with the threat of government acquisition, farmers sold at knock-down prices, averaging 25 percent of market value, to real estate developers. The Hooda government then released the land from the acquisition threat, thus favouring the developers. [13]

One of the beneficiary of the scam was Hooda's nephew, Sukhwinder, whose company was given change of land use (CLU) permission for 52 acres land on the same day the government acquisition process had lapsed for the want of release of funds, while at the same time CLU was denied to two other unrelated applicants. [14]

The Supreme Court of India cancelled the acquisition and grant of land to the developers and directed the CBI to inquire further. The government was instructed to "recover every single pie". Court returned the land to Haryana government. Land would not be returned to the landholders more than the prevailing price. The builders will not be allowed to recover any money they paid to land owners as the deal was done to benefit them and "middlemen". The court said: [15]

The acquisition process was withdrawn with fraudulent intentions after the land was purchased by the private builders in active connivance with state functionaries. The builders and private entities were aware that the acquisition would not go through. The entire acquisition proceedings were initiated with mala fide intention, illegally and in violation of the provisions of the Land Acquisition Act. It was not a mere bonanza or a deal, but denoted quid pro quo.

Administration

Manesar municipal corporation and Manesar tehsil were established in 2020. In 2023, Manesar municipal area spread over 20 km includes 29 villages. [5]

Proposal for new city

In 2018, the Chief Minister, Manohar Lal Khattar, announced a new city that would adjoin Gurgaon and incorporate an area from Manesar towards Rewari, and also the area around Pataudi. The new city is likely to be spread across at least 50,000 hectares, which is larger than Chandigarh (11,400 hectares) but smaller than Gurgaon (73,200 hectares). [16]

Proposal of a new municipal corporation

In November 2020, Haryana Chief Minister Manohar Lal Khattar announced the creation of a new municipal corporation in Manesar. [17] In December 2020, the Haryana Government approved the formation of the Manesar Municipal Corporation in a cabinet meeting. [18]

Transport & connectivity

Manesar lies on Delhi-Jaipur NH48, Western Peripheral Expressway (WPE), and Dwarka Expressway. [5] Haryana Orbital Rail Corridor (HORC), other nearest railway station is Garhi Harsaru railway station and Gurgaon railway station is nearest major station. Manesar is served by many local buses and Haryana Roadways states buses.

Education

The first training center of National Security Guard (NSG), commonly known as Black Cat commandos - a counter-terrorism unit of India, was opened in Manesar which also has a National Bomb Data center. National Brain Research Centre (NBR ) is also at Manesar. [5]

There are many government and private schools, the former being managed by the Government of Haryana through the Haryana Board of School Education (HBSE).

Tourism

The Heritage Transport Museum is situated on a 3 acres (1.2 ha) plot at Tauru Gurgaon, near Manesar. A built-up area of over 90,000 sq ft (8,400 m2) spread over four floors houses the exhibition galleries, library and reference centre, conference rooms, mini auditorium, the museum shop, and a restaurant facility. Military Significance

The operations and training headquarters of the National Security Guards is located in Manesar near NH 48. [20]

Quarantine site

In January 2020, the Indian Army set up a quarantine camp in Manesar for suspected cases of Coronavirus disease 2019. 300 Indian students airlifted from Wuhan district of China were quarantined and observed for 14 days, after which those with no symptoms were allowed to go home. [21]

Haryana State Industrial and Infrastructure Development Corporation acquired 3,200 acres of land to develop Industrial Model Township (IMT). Western Peripheral Expressway (KMP) is just 1 km and Delhi–Amritsar–Katra Expressway is 5 km away from the city. On 28 August 2022 Shri Narendra Modi laid foundation stone of Maruti Suzuki's new manufacturing plant in Kharkhoda. Khanda village of Kharkhoda block have a statue of Baba Banda Singh Bahadur which was inaugurated by CM of Haryana Manohar Lal Khattar on Shaurya Diwas celebrated in Khanda, Sonipat.

NH 248-BB, commonly known as Dwarka Expressway is a 27.6 km (17.1 mi) long, under construction, 8-lane (elevated) and 8-lane, total 16-lane elevated grade separated expressway connecting Dwarka in Delhi to Kherki Daula Toll Plaza, Gurgaon in Haryana. The expressway takes off from km 20 milestone of NH 48 at Shiv Murti in Mahipalpur in Delhi and terminate at km 40 of NH 48 near Kherki Daula Toll Plaza in Gurgaon in Haryana. The Dwarka Expressway has been planned as an alternate road link between Delhi and Gurgaon, and is expected to ease the traffic situation on the Delhi-Gurgaon Expressway.

Delhi–Jaipur Highway or NH48 is a 242-kilometre-long (150 mi), eight-lane, Highway, connecting Delhi with Jaipur in India. It starts from Kherki Toll Plaza in Gurugram and terminate near Daulatpura Toll Plaza at Jaipur.

<i>AJL-National Herald Panchkula land grab case</i>

AJL-National Herald Panchkula land grab scam case, allegedly against Bhupinder Singh Hooda currently in the Punjab and Haryana High Court, is under investigation by the Central Bureau of Investigation (CBI) and Enforcement Directorate (ED). This case pertains to Hooda's alleged role for misusing his position as then Chief Minister of Haryana to cause wrongful gains to the Associated Journals Limited (AJL) and corresponding loss to the Government of Haryana, by illegally allotting a government plot of land worth several crores rupees (billions) to AJL for INR 59 lakh. Then Chief Minister, Hooda, was also the chairman of HUDA, a government entity which re-allotted the plot to AJL in 2005 in violations of rules and against the advice of the HUDA officials. Chief Minister Manohar Lal Khattar's BJP government of Haryana transferred the case to CBI, and CBI filed the FIR in April 2016. CBI booked Hooda for criminal conspiracy, criminal breach of trust, cheating and misuse of official position by public servants. AJL, which also owns National Herald, is controlled by the Indian National Congress leaders Sonia Gandhi and Rahul Gandhi among others.

<i>Manesar land scam</i>

Gurugram-Manesar Industrial Model Township land grab scam case pertains to the chargesheet filed by the Central Bureau of Investigation (CBI) against former Haryana Chief Minister Bhupinder Singh Hooda and 33 others for the Manesar Industrial Model Township land acquisition scam. This scam resulted in INR1500 crore loss to the farmers of Manesar and neighbouring village in Gurugram district whose 688 acre land was being acquired at a low rate for "public purpose". This land was later licensed to real estate companies after granting them out of term favours and concessions. Private builders grabbed 400 acres land from farmers at throwaway price based on the threat of acquisition by the government. Once this land was bought by the builders, Hooda government released this land from the acquisition process in the favor of builders instead of the original owners. Market value of this 400 acre land was nearly INR4 crore per acre or total INR1600 crore, which was acquired by the builders at only INR100 crore, causing a loss of INR1500 crore to innocent farmer owners of Manesar, Naurangpur and Lakhnoula villages.

<i>Garhi Sampla Uddar Gagan land case</i>

The Rohtak-Garhi Sampla Uddar Gagan Model Township land grab case pertains to illegal acquisition and licensing of 850.88 acres land under Bhupinder Singh Hooda's rule as the Chief Minister of Haryana. Hooda acquired land from illiterate poor farmers at a throwaway prices in the name of "public interest" and later licensed this land to builders by granting them out-of-turn favors, which resulted in exponential increase in the land value, causing gains to big builders. HUDA issued notification on 11 April 2002 for acquiring 850.88 acres land for residential and commercial development in Sector 27-28 of Rohtak However, which was later reduced to acquire 441.11 acre on 8 April 2003. A private builder, Uddar Gagan Properties Limited, was granted license by Hooda' government to develop a colony across 280 acres of the released land [excluded from government acquisition], thus accruing illegal gains to private middlemen. HUDA issued notification on 11 April 2002 for acquiring 850.88 acres land for residential and commercial development in Sector 27-28 of Rohtak However, which was later reduced to acquire 441.11 acre on 8 April 2003. A private builder, Uddar Gagan Properties Limited, was granted license by Hooda' government to develop a colony across 280 acres of the released land [excluded from government acquisition], thus accruing illegal gains to private middlemen. Uddar Gagan is owned by Zee.

<i>Sonepat-Kharkhoda IMT land case</i>

Sonepat-Kharkhoda Industrial Model Township land case being investigated by the Central Bureau of Investigation (CBI) against Bhupinder Singh Hooda. This under-investigation scam pertains to acquisition of 700 acre land in 3 villages near Kharkhoda in Sonepat district for the Industrial Model Township.. Punjab and Haryana High Court in March 2013 and the Supreme Court of India in May 2016 had cancelled the government's decision to release land to the private builder. Two senior officials in then Chief Minister Hooda's office were indicted for allegedly favouring the developers. Subsequently, in 2018 the Government of Haryana referred the case to CBI to investigate the against Hooda and others.

<i>Haryana Raxil drug purchase case</i>

Haryana Raxil drug purchase scam case is a case under investigation by the Central Vigilance Commission (CVC) and the Central Bureau of Investigation (CBI) against Bhupinder Singh Hooda for the illegal purchase of Raxil fungicide which resulted in INR80 crore loss to the government. This scam, initially exposed by Ashok Khemka, is also pending in the Punjab and Haryana High Court.

<i>Haryana Forestry case</i> Multi-crore fake plantation scam

Haryana Forestry scam case is a multi-crore fake plantation scam allegedly involving Bhupinder Singh Hooda, Kiran Chaudhary and others where government money was embezzled. In 2009, this scam was exposed by the whistleblower, Sanjiv Chaturvedi, Ramon Magsaysay Award-winner Indian Forest Service officer with then Government of Haryana, who filed a case in September 2012 to seek Supreme Court's instructions to CBI to investigate the case. Earlier, Haryana Government had suspended him in 2007 for acting against illegal felling of trees and poaching in Saraswati Wildlife Sanctuary, but his suspension was revoked by the President in 2008 and the chargesheet was overturned in 2011 on an appeal against the decision of Haryana government. An inquiry committee of the Ministry of Environment & Forest (MoEF) found Chaturvedi's allegations against Haryana government true, preferred an inquiry by Central Vigilance Commission and by CBI into dubious role of certain highly placed politicians and civil servants. CBI, in its reply to CVC, found Chaturvedi's allegations against then Haryana Government creditable enough for an independent inquiry. As per the rules, CBI can not undertake suo motu investigation, only state government, high court or supreme court can ask CBI for it.

<i>DLF land grab case</i>

DLF land grab case is a case related to 50 acre land grab in 2013 in Amipur village of Haryana during the Congress' Bhupinder Singh Hooda government, for which Robert Vadra, Hooda and DLF are being investigated by the CBI. Hooda's generosity towards land sharks and builders caused huge losses to farmers and Haryana Government. Consequently, there are Central Bureau of Investigation (CBI) inquiries and court cases against him related to shady land deals. Those deals include the allotment of a highly subsidised land and change in land use license for his relatives and influential friends connected to Indian National Congress, such Sonia Gandhi's son-in-law Robert Vadra. Jitesh Vadra made illegal gains of over INR50 crore from this land deal within few months in 2008. CBI has filed an 80,000 page long chargesheet in the court related to this case and Manesar land scam case.

<i>Gurugram Rajiv Gandhi Trust land grab case</i> Indian political case

Gurugram Rajiv Gandhi Trust land grab case against Robert Vadra and Bhupinder Singh Hooda is being investigated by the Central Bureau of Investigation (CBI) as per Supreme Court of India's order. In the Gurugram Rajiv Gandhi Trust land grab scam between 2004 and 2014, then Government of Haryana administration of Indian National Congress's Chief Minister Bhupinder Singh Hooda, had handed over panchayat land to the Rajiv Gandhi Charitable Trust in the name of public interest use, resulting in this trust being sued by the gram panchayat in Punjab and Haryana High Court against the land grabbing of the Gandhi family by the Hooda government. Then Chief Minister Bhupinder Singh Hooda. who also held the charge of Panchayat department at that time, had approved the grant of 5.3 acre panchayat land to Rajiv Gandhi Trust for 33 years at a rate of Rs 3 lakh per acre in January 2010, trust applied for the change of land use on 3 December 2010, which was approved on the same day.

<span class="mw-page-title-main">Haryana State Industrial and Infrastructure Development Corporation</span> State-owned agency of the government of Haryana, India

Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), formerly Haryana State Industrial Development Corporation (HSIDC), headquartered at Panchkula, is a 100% state-owned agency of the government of Haryana in the Indian state of Haryana. For ease of doing business, Haryana is the first state in India to introduce a labour policy in 2005 and Land Pooling Policy in 2017, for which HSIIDC acts as the nodal agency. Haryana Financial Corporation provides financial assistance for setting up new industrial units and for the expansion and diversification of the existing industries. Various universities, educational and training institutes, including the nation's first skills university Haryana Vishwakarma Skill University, provide the human resources to capitalise on the infrastructure created by the HSIIDC.
