This article lists the members of the People's Representative Council from 1999 to 2004. The 15th People's Representative Council follows the 1999 Indonesian legislative election held on 7 June 1999. There are 462 elected MPs and 38 appointed MPs in the Parliament.

Provinces of Indonesia are the 34 administrative division of Indonesia and the highest tier of the local government. Provinces are further divided into regencies and cities, which are in turn subdivided into districts (kecamatan).
Indonesia held legislative elections on 5 April 2004 for both houses of the People's Consultative Assembly, the country's national legislature. This included all 550 seats in the People's Representative Council and 128 seats of the new Regional Representative Council.
The Regional Representative Council, is one of two parliamentary chambers in Indonesia. Together with the Dewan Perwakilan Rakyat, (DPR), it makes up the Indonesian national legislative body, the Majelis Permusyawaratan Rakyat (MPR). Under Indonesia's constitution, the authority of the DPD is limited to areas related to regional governments and can only propose and give advice on bills to the DPR. Unlike the DPR, the DPD has no direct law-making power. Its members are usually called senators instead of DPD members.
The People's Representative Councilof the Republic of Indonesia is one of two elected chambers of the People's Consultative Assembly, the national legislature of Indonesia. It is considered as the lower house, while the Regional Representative Council serve as the upper house; while the Indonesian constitution does not explicitly mention the divide, the DPR enjoys more power, privilege, and prestige compared to the DPD.

The Indonesian National Populist Fortress Party was a political party in Indonesia. The founder, Eros Djarot was dissatisfied with the Indonesian Democratic Party – Struggle, which refused to allow him to stand as chairman against Megawati Sukarnoputri at the party conference in 2000. Eros then formed the Bung Karno National Party, named after Indonesia's first president Sukarno. However, as the law did not allow the use of national figures in party names, this was changed to the Freedom Bull National Party.

Early legislative elections were held in Indonesia on 7 June 1999. They were the first elections since the end of the New Order and the first free elections in Indonesia since 1955. With the ending of restrictions on political activity following the fall of Suharto, a total of 48 parties contested the 462 seats up for election in the People's Representative Council. A further 38 seats were reserved for members of the armed forces.
The Regional Unity Party was a political party in Indonesia. The party was founded as a result of the reforms to the People's Consultative Assembly, Indonesia's supreme law-making body which used to consist of the elected People's Representative Council plus members appointed from the regions and functional groups. When these unelected members were removed in 1999 after the first democratic elections following the fall of Suharto, several regional representatives' led by Oesman Sapta, tried to reestablish the Regional Representatives Faction. The members of this faction took the view that the elected Regional Representatives Council, which replaced the unelected members of the People's Consultative Assembly, would not be effective as it was too small. They therefore decided to establish a political party to represent the interests of the regions.

Muhammad Guruh Irianto Sukarnoputra is a member of Indonesia's People's Representative Council and an artist. He is the youngest son of Indonesia's first president, Sukarno with his third wife, Fatmawati, and the brother to former Indonesian president Megawati Sukarnoputri.
Oesman Sapta Odang is an Indonesian politician of the People's Conscience Party (Hanura), who served as the speaker of the Regional Representative Council and deputy speaker of the People's Consultative Assembly between 2014 and 2019. He had also served in the latter position between 2002 and 2004.
The Provisional People's Representative Council was the first Indonesian legislature under the Provisional Constitution of 1950. The council was formed after the transition of Indonesia to a unitary state on 17 August 1950. The council initially consisted of 236 members, with 213 members remaining prior to the dissolution of the council in 1956.

The governor of North Sumatra is an elected official who is responsible for leading the government in North Sumatra, proposing and enacting regional laws, and representing the North Sumatra province inside and outside the court. The governor alongside the deputy governor and 100 members of the Regional People's Representative Council are accountable for the strategic government of the province of North Sumatra.
Abdul Wahab Dalimunthe was an Indonesian bureaucrat and politician. He served as the Vice Governor of North Sumatra from 1997 until 2003, Speaker of the North Sumatra Regional People's Representative Council from 2004 until 2008, and MP from 2009 to 2014 and from 2017 until his death.
