VBPL has 11 locations including a joint-use library with a community college, a law library, and a bookmobile for early literacy outreach. The different library buildings range in size from the large 90,000-square-foot (8,400 m2) Central Library on busy Virginia Beach Boulevard to the much smaller Pungo-Blackwater Library attached to Creeds Elementary School on Princess Anne Road. Library locations included: Central Library, Bayside Special Service Library, Great Neck Area Library, Kempsville Area Library, Oceanfront Area Library, Princess Anne Area Library, Pungo-Blackwater Library, TCC/City Joint-Use Library, Windsor Woods Area Library. On December 10, 2008, just before Meyera E. Oberndorf's 21-year run as city mayor ended, the city council unanimously voted to rename the city's Central Library the Meyera E. A bookmobile, or mobile library, is a vehicle designed for use as a library. They have been known by many names throughout history, including traveling library, library wagon, book wagon, book truck, library-on-wheels, and book auto service. Bookmobiles expand the reach of traditional libraries by transporting books to potential readers, providing library services to people in otherwise underserved locations and/or circumstances. Bookmobile services and materials, may be customized for the locations and populations served.
County of Princess Anne is a former county in the British Colony of Virginia and the Commonwealth of Virginia in the United States, first incorporated in 1691. The county was merged into the city of Virginia Beach on January 1, 1963, ceasing to exist.

Pungo is a rural community located in the southern part of the independent city of Virginia Beach, Virginia and was one of the seven original boroughs when the City of Virginia Beach was created in 1963. The area derives its name from a local Indian tribe, the Machipungo, a branch of the Chesapeake tribe. It was named for a local Indian chief, Machiopungo. Because the community is located in an independent city, there is no individual census for the neighborhood, which was originally part of Princess Anne County until 1963, when the entire county became part of Virginia Beach. Like much of southern Virginia Beach, the area is surrounded by farmland.
Princess Anne is a community located in the independent city of Virginia Beach, Virginia, United States at the junction of Princess Anne Road and North Landing Road near the West Neck River. The community, which dates from 1691, was named after Princess Anne of Denmark and Norway.
Princess Anne High School (PAHS) is one of 11 high schools in the Virginia Beach City Public School System. Opened in 1954, it is the oldest remaining high school in Virginia Beach, Virginia, United States. The school is named after the now extinct Princess Anne County, Virginia which was annexed with the founding of Virginia Beach. Princess Anne High School is slated to be demolished following the construction of a replacement building. The construction is anticipated to begin in 2024 with the new building being open in 2028. The demolishing of the building will end its 74 year history.
Meyera E. Oberndorf was the 23rd Mayor of Virginia Beach, Virginia. She was Virginia Beach's longest-serving mayor, and she previously served as the city's vice mayor. She was the city's first female mayor and was the first woman elected to public office in the more than 300-year history of Virginia Beach or its predecessor, Princess Anne County.
The history of Virginia Beach, Virginia, goes back to the Native Americans who lived in the area for thousands of years before the English colonists landed at Cape Henry in April 1607 and established their first permanent settlement at Jamestown a few weeks later. Lago Mar is a neighborhood on the north end of the Currituck Sound in the Princess Anne area of southeastern Virginia Beach, Virginia, United States. The name translated from Spanish to English means "lake" and "sea". It is derived from its proximity to the Atlantic Ocean and Brinson's Inlet Lake, as well as from the neighboring community of Ocean Lakes. The street names within Lago Mar are also of Spanish origin with the notable exception of Atwoodtown, which is what the area was called prior to being renamed in the 1960s. Today, neighboring communities Ashby's Bridge, Lotus Creek, Mirasol, Parkway Estates, and parts of Sigma are sometimes included in greater Lago Mar, especially for real estate marketing or demographic purposes.

According to FY 2015 Statistical Data for Virginia Public Libraries, the Blackwater Regional Library serves a population of 82,763.
The mayor of Virginia Beach is the head of the municipal government in Virginia Beach, Virginia, which has a council-manager system of government. The mayor presides over city council meetings and serves as the ceremonial head and spokesperson of the city. The mayor is elected to a four-year term through direct election and the office has no term limits. These elections are nonpartisan, as are all municipal elections in Virginia Beach. Prior to 1988, the mayor was appointed from among city council members elected to represent the city's various boroughs. The mayor's office is located within the City Clerk's office in the Virginia Beach Municipal Center.
The Virginia Beach City Council is the legislative branch that governs the City of Virginia Beach and its more than 450,000 citizens. It has 11 members that serve four-year terms and are elected on a staggered basis. General elections are held the Tuesday following the first Monday in November in even-numbered years. All registered voters are eligible to vote for all members of City Council. Three Council Members and the Mayor serve "At Large" with no district residency requirement. All other Council Members are required to live in the districts they represent: Bayside, Beach, Centerville, Kempsville, Lynnhaven, Princess Anne, and Rose Hall. The Council holds regular meetings on alternate Tuesday evenings on the second floor of the Virginia Beach City Hall.
During a 104-year period from 1626 to 1730, there are documented Virginia Witch Trials, hearings and prosecutions of people accused of witchcraft in Colonial Virginia. More than two dozen people are documented having been accused, including two men. Virginia was the first colony to have a formal accusation of witchcraft in 1626, and the first formal witch trial in 1641.
