A Democrat, he was elected to the City Council of Norfolk, Virginia in 1986, was appointed mayor of Norfolk July 1, 1994 and re-appointed every two years until May 2006 when he became the first popularly elected mayor since 1916. He was twice re-elected mayor and did not seek re-election in 2016. He is the longest serving mayor in the history of Norfolk.

A native of Norfolk and president of Metropolitan Funeral Services, he began his public service career more than two decades ago. From 2002 - 2012, he served in the Virginia House of Delegates, representing the 89th District in Norfolk. From 2012 - 2016 he served in the Senate of Virginia, representing the 5th District in Norfolk and Chesapeake.

Elaine Luria American politician

Elaine Goodman Luria is an American politician and Navy veteran serving as the U.S. representative from Virginia's 2nd congressional district in the United States House of Representatives since 2019. Luria's congressional district includes most of Hampton Roads, including all of Virginia Beach, Williamsburg, and Poquoson and parts of Norfolk and Hampton. Before running for Congress, she served as a Navy officer for 20 years. Luria rose to the rank of commander and spent most of her career assigned to navy ships.
