The resolution on recognition of the state sovereignty of the Chechen Republic of Ichkeria was a bill proposed by Oleksiy Honcharenko and Musa Mahomedov [1] in which the Verkhovna Rada, the Ukrainian parliament, would have voted on the recognition of Chechnya's independence, in response to Russia's recognition of the Luhansk People's Republic and the Donetsk People's Republic. [2]
The bill was eventually withdrawn, but a second resolution was approved which recognized Chechen as "temporarily occupied" by Russia. [3]
The original resolution was received by the Verkhovna Rada on 11 July 2022 and handed over to the leadership on the same day. It was sent to the committee for consideration on the 13 July and was provided for reference on 14 July. This resolution was eventually withdrawn from consideration in September 2023. [1]
On 18 October 2022 a second resolution was put forward in the Rada, which recognized Chechnya as temporarily occupied by Russian Federation. [3] The resolution also condemned what it called Russia's genocide of the Chechen people. [4] This resolution was approved the same day. [5] [6] Members of all political parties and factions voted for the decision, though every party also had deputies who did not vote on the resolution. No deputies voted against. [5]
In early November, Zelenskyy responded to the Verkhovna Rada's vote and a petition with 25,000 signatures by ordering the Ukrainian Ministry of Foreign Affairs to research if, how, and in which form Ukraine could recognize the Chechen Republic of Ichkeria. He emphasized that it was the Ukrainian President's prerogative to extend full diplomatic recognition to other states. [7] [8]
On November 9, 2022, the Verkhovna Rada of Ukraine also registered a draft resolution on the recognition of state sovereignty and independence of Tatarstan. [9]
On 8 August 2023, the chair of the Committee for Foreign Policy of Ukraine, Oleksandr Merezhko of the Servant of the People party, declared to the press that Ukraine was considering to recognize Kosovo after the war is over. [10] [11]
Chechnya, officially the Chechen Republic, is a republic of Russia. It is situated in the North Caucasus of Eastern Europe, between the Caspian Sea and Black Sea. The republic forms a part of the North Caucasian Federal District, and shares land borders with the country of Georgia to its south; with the Russian republics of Dagestan, Ingushetia, and North Ossetia-Alania to its east, north, and west; and with Stavropol Krai to its northwest.
Akhmed Halidovich Zakayev is a Chechen statesman, political and military figure of the unrecognised Chechen Republic of Ichkeria (ChRI). Having previously been a Deputy Prime Minister, he now serves as Prime Minister of the ChRI government-in-exile. He was also the Foreign Minister of the Ichkerian government, appointed by Aslan Maskhadov shortly after his 1997 election, and again in 2006 by Abdul Halim Sadulayev. An active participant in the Russian-Chechen wars, Zakayev took part in the battles for Grozny and the defense of Goyskoye, along with other military operations, as well as in high-level negotiations with the Russian side.
Akhmad-Khadzhi Abdulkhamidovich Kadyrov was a Russian politician and revolutionary who served as Chief Mufti of the Chechen Republic of Ichkeria in the 1990s during and after the First Chechen War. At the outbreak of the Second Chechen War he switched sides, offering his service to the Russian government, and later became the President of the Chechen Republic from 5 October 2003, having acted as head of administration since July 2000.

The Verkhovna Rada of Ukraine of the 8th convocation was a convocation of the legislative branch of the Verkhovna Rada, Ukraine's unicameral parliament. Musa Serhoyevych Mahomedov is an Avar-born Ukrainian entrepreneur and politician currently serving as a People's Deputy of Ukraine from Ukraine's 45th electoral district, including the cities of Avdiivka and Yasynuvata and parts of the city of Donetsk, since 2019. He was previously director of the Avdiivka Coke Plant from 2012 to 2019, managing the plant during the height of the war in Donbas. He is the Chairman of the Subcommittee on Industrial Policy of the Verkhovna Rada Committee on Economic Development.
Chechen volunteers on the side of Ukraine are armed Chechen volunteers and other formations fighting on the side of Ukraine in the Russo-Ukrainian war. These formations have been fighting on the side of Ukraine since the start of the conflict in 2014. The Chechen forces position themselves as the Armed Forces of the Chechen Republic of Ichkeria.
The political status of Ichkeria is disputed between the self-proclaimed Chechen Republic of Ichkeria and the government of the Chechen Republic, under the authority of the Russian federation.
